The board met for an administrative session beginning at 4:30 P.M. The meeting adjourned at approximately 7:00 P.M. Robert Reilly was introduced as the new Design Review Board member filling the position vacated by Erika Wolfe. City of Orange -Design Review Board Meeting Minutes for August 21, 1996 Page 2 Regular Session - 5:00 P.M. Steven Prothero opened the meeting and asked whether board members had any comments or revisions to the meeting minutes for August 7, 1996. MOTION by Steven McHarris to approve the minutes for August 7, 1996 with the following corrections: DRB No 3163 (Burnett Development Corporation pages 7 and 8, correct conditions #2, #4, #8, #11, #15 and #18 to read as follows: 2. Exterior metal door to be paneled. 4. Further define the community room front entrance (craftsman style). 8. Trellis work at northern most corner of the project building to span A and B units. 11. Protect exterior of community room building in parking area with use of bollards. 15. Further define community court yard. Use something other than Photinia as it is too much of a hedge. 17. Plant vines (Boston Ivy and Creeping Fig) 8' on center along the southern wall of parking lot. 18. List Photinia on shrub palette rather than the tree palette. DRB No 3166 (Traditional Housing. Inc.~pa~e 13, conditions # 10 to read: 10. Recreation trail railing shall be per City standard. Lodge pole material shall be used, not UV rated PVC pipe. SECOND: Timothy McCormack AYES: Richard Cavecche, Timothy McCormack, and Steven McHarris NOES: None ABSENT: None ABSTAINED: Steven Prothero and Robert Reilly MOTION CARRIED City of Orange -Design Review Board Meeting Minutes for August 21, 1996 Page 3 Regular Session -Consent Calendar Mr. Prothero (Chair) asked board members if there were applications that contained adequate information to convey design detail, if there were no questions for the applicant, and the proposal appeared to be appropriate for approval as submitted? Richard Cavecche stated that the proposal for a sign for the Citrus City Grille (D. R.B. No. 3133, Item No. 3 on this agenda), seemed acceptable. MOTION by Richard Cavecche to approve front elevation signage only. If signage is needed for the rear of the property, the applicant shall return to the DRB with signage plans for approval. Chapman Avenue C-1 (Limited Business) District Plastolite Sign Systems As requested per telephone conversation with the applicant prior to the meeting, this item was continued to an indefinite date. City of Orange -Design Review Board Meeting Minutes for August 21, 1996 Page S (2) DRB No. 3166 Traditional Housing, Inc. 33 single family homes (Tract No. 13529) Crawford Canyon Road/Patria Court R-1-40 (Single Family Residential, 43560 sq. ft. minimum) PUD (Planned Unit Development and Condominiums Frank Bauman (Traditional Housing, Inc.) and Don Cantecessi (Landscape Architect) presented revised plans, and William Fournier (William Hezmalhalch) presented color palettes and cMmney cap styles. There was much discussion regarding placement and types of trees in the transitional area from the fuel modification area. Also addressed was the large elevation on pad 515.4. MOTION by Steven Prothero to approve the plans subject to the following conditions: Replace Bottlebrush with Albizia. 2. Provide City required landscape notes on plans. Recreation trail shall be constructed per City standards (use lodge pole material). 4. Submit fuel modification plans to Fire Department and Department of Community Services for approval. Submit final landscape and irrigation plans to DRB. 6. Submit signage plans to DRB. Provide plant calculation regarding trees along right-of--way. Extend recreational trails and connect with existing trails on the north and south end of the property. Alternate chimney cap detail: Detail "A" is appropriate for Craftsman style Other chimneys remain as previously submitted or applicant may come up with alternate style. 10. Loosen up the trees in the transition area so they don't appear as a line of trees. 11. Use larger trees at both ends of the property for screening purposes. City of Orange -Design Review Board Meeting Minutes for August 21, 1996 Page 7 New Proposals - (3) DRB No. 3128 Tony Alves -Architect Review of final landscape and irrigation plans 134 Rancho Santiago Blvd. and signage plans for a new automotive center C-1 (Limited Business) District EI Modena-East Chapman Improvement Plan Area Tony Alves presented revised plans. MOTION by Steven Prothero to approve the revised plans with the following conditions: 1. Place irrigation notes on irrigation plans and planting notes on planting plans. 2. Add vine pockets (Boston Ivy) along perimeter wall and at trash enclosure. Provide 2 vines per tree well. 3. The "relocated" palm tree shall be shifted further south, away from the northeast corner , to create a palm grouping. 4. Sign background "Mercedes Benz Auto Care" shall be opaque. 5. Landscape revisions maybe submitted to staff for approval.
