The board met for an administrative session beginning at 4:00 P.M. The meeting adjourned at
approximately 9:10 P.M.
Vern Jones, Planning Division Manager, met briefly with the board to set the following dates:
1. September 4, 1996, (after DRB session) to discuss landscape handouts.
2. September 16, 1996 at 5:00 P.M. to meet with the Planning Commission regarding duties and
responsibilities of the Design Review Board, and discussion on the development review process.

Steven McHarris (Acting Chair) opened the meeting and asked whether board members had any
comments about, or revisions to, the meeting minutes for July 3`d and July 17"'.
MOTION by Steven McHarris to approve the minutes for July 3, 1996 as submitted.

landscape and irrigation plans, as well as signage plans to include the following: (1 - 4 the same
with the exception of a typo correction in items 1 and 4 "win-row" changed to "wind-row".

sentence in the first paragraph.
3. DRB No. 3161 (Ultramar) page 8 -correct items 3 and 4 to read as follows:

Rick Anderson, project architect and Mr. and Mrs. Robert Tunstall were in attendance and presented
revised plans.
The board expressed several aesthetic concerns:
• Roof over front porch -pitch too great, area too visible, does not match.
• Rear building elevation -roof pitch appears awkward, upper windows set too far apart
• Man door at rear of garage should be moved closer to the house
• Eliminate eyebrow and install columns to match existing columns
MOTION by Richard Cavecche to approve the project subject to the following conditions/revisions:
1. Modify front porch roof pitch to 1/4" per foot. Gable or shed type roof at discretion of architect.
2. Trim, siding, and corbels to match existing as close as possible.
3. Eliminate eyebrow roof at rear entrance and replace with trellis porch covering (similar in
character) with columns to match in size and spacing of the existing turned columns. (Owner
may choose to extend roof rather than install trellis).
4. Roof material to match existing.
5. Garage approved. The board recommend relocating man door from rear to front of garage.
6. Windows on front and side that were removed shall be replaced with similar type.

Recommendation to Planning Commission
The applicant (Kaufman and Broad) was represented by Manny Gonzales, Manager of Architecture, Tom
Erikson, Project Manager, and Scott Choppin, Assistant Project Manager. Tom Erikson presented
revised plans for the project. The basic footprint, garden area and parking patterns remain the same as
previously approved. The changes occur with modifying unit plans from studios and one bedroom units
to one bedroom and two bedroom units, and the size of the community room has been increased.
The board expressed numerous concerns:
• placement of HVAC equipment
• stucco finish and color
• entrance to the community room
• enhanced pedestrian paths
• turn around area at driveway entrance
MOTION by Steven McHarris to approve the conceptual plans and return to the board with detailed final
architectural and landscape plans which shall include the following:
Stairway with recessed detailing (adjacent to recreation building) -preferably windows.
2. Exterior metal door to be paneled.
HVAC -existing air conditioning unit hidden beside the patio and any exposed grills on upper
floor be painted to match (mounted on the return perpendicular to the street).
4. Further define the community room front entrance (craftsman style)
Extend eaves on roof line to 7' overhead clearance.
Modify color palette so that stucco A is richer and darker and stucco B is lighter and shows more
contrast.
Window and door frames shall be painted, not of metal finish.
Trellis work at northern most corner of the project building to span A and B units.
9. Further define callbox accessibility at driveway entry.
10. Further define turnaround for trash service.
11. Protect exterior of community room building in parking area with use of bollards.

12. Define pedestrian walkway connection between community room and garden areas along the
south side of the security gate.
13. Further define the gazebo.
14. Provide a 6" mow strip along the property line separating development landscape from City
Assessment District landscaping. A fence is also required in this area. Applicant may decide to
use tubular steel or wrought iron. Pilasters are approved if applicant chooses to use them.
15. Further define community room court yard. Use something other than Photinia as it is too much
of a hedge.
16. Provide a more vertical screen tree at the southern edge of the parking lot.
17. Plant vines (Boston Ivy and Creeping Fig) 8' on center along the southern wall of parking lot.
18. List Photinia on shrub palette rather than the tree palette.
19. Determine an alternate for Melaleuca as it does not fit the palette.
20. Plant ficus trees, per city code in tree wells along Tustin Street.
21. Replace continuous fence along Rock Creek and Tustin with individual fencing of patio areas
(Craftsman Style).
22. The fence along Rock Creek and Tustin shall be Craftsman style.
23. Change Magnolias along garden to Platanus.
24. Change trees on Rock Creek to mimic opposite side of the street.
25. Require stucco finish to be a smoother, more flat finish.
26. Define motor court entry (paving).
27. Security gates to be designed in Craftsman Style.

Recommendation to Planning Commission
Frank Baumman, Traditional Housing and Don Cantacessi, Landscape Architect, represented the
applicant. Mr. Baumman presented the site plan.
The board had some concerns with landscaping:
• tree coverage deficiency on slopes
• fuel modification plan
• view issues
Other items for discussion were the equestrian trails, gates, fencing, stucco texture.
MOTION by Timothy McCormack to continue this item per the applicant's request. The applicant shall
return to the board with revised plans and color boards reflecting the following:
1. Address slope landscape and irrigation maintenance responsibilities in CC&R's. (Staff informed
the DRB that the CC&R's have already been recorded along with the final tract map.
2. Look at fuel modifications plans by others and have them coordinate with interior slopes to
create the transition slopes.
3. Landscape architect to review City of Orange Landscape Standards and Specifications,
specifically page 21 of the design criteria and follow the slope section 13, describing show
slopes, transitional slopes, secondary slopes and interior slopes.
4. Trees on interior slopes to be located more informally near the toe of the slope rather than the top
of the slope. Trees may migrate up in strategic areas.
5. Recommendation regarding the location of street trees in front of the individual homes -
incorporate in the sidewalk in a 4' tree well to at the property line to alleviate tree removal upon
sale of homes.
6. Plant palette to be more consistent with region. (Crawford Canyon Road palette to be more
compatible with street tree plantings and incorporate Crepe Myrtles into the slopes to be more
uniform.)
7. Front entry (show slope) is acceptable as shown. (Signage to be review separately at a later date)
8. Landscape architect to create a separate section of the plant palette to address slope planting
materials. (separate out into low, medium and high).
9. Landscape architect to look at issue of not incorporating any high fuel trees close to the
transitional slope areas such as pine or eucalyptus.

10. Recreation trail railing shall be per City standard not UV rated PVC pipe.
11. Provide detail on walls and fencing including colors.
12. Provide upgraded detail on chimney and chimney caps.
13. Applicant to submit color boards and materials.

15. Recommend coordination so that planting does not conflict with street lighting.

G. Roger Holdaway Revision of an existing monument sign

Jan Snyder presented plans and explained the project.
MOTION by Steven McHarris to approve the sign face change with the following conditions:
1. Sign must meet all Orange Municipal Code. (Staff to verify vehicular sight distance.)
2. Sign shall be boxed-in with an external trim bordering the entire sign area. The trim should be
slightly wider to create a small lip area. The 3 lines of text shall also be divided by utilizing a
baton with a small lip area.
3. The sign background color shall be white, and the border trim shall be black.
4. "Speaker Works" shall match "Car Stereo" with like type face and color.
5. Letter color and typeface of "Auto Care Plus" to be decided by applicant.
