Steven Prothero opened the meeting and asked whether ward members had any comments or
revisions to the meeting minutes duly 9, 1997 and July 2?, 19)?
A motion was made by Steve Prothero to approve the July 9, 1997 minutes with the following
connections:
DRB 3231 (Chapman University Law School~pa~e 6,~aragraph 8 sentence 3 amended as
follows:
The issue of the rear entry needs further ~* study.
DRB 3234 (Chevron) Ua~e 11, condition #4, sentence 2 amended as follows:
The proposed use of ACM (Cornposite Metal Panels) for screening is ~ acceptable as--this. The
use of wood material is not acceptable because it is prone to deterioration.

• New sign program for a newly remodeled
strip shopping center.
• C-1 (Limited Business) District
• Variance 2034-97 approved July 3, 1997
The project was presented by Mr. Lou Marilnontes, owner of the shopping center. The center is
currently undergoing facade renovations. The proposed new sign program would complement the
center's new appearance. The tenants would receive individual channel lettering for wall signs on
their new store fronts with a maximum sign area not to exceed one and one half (1 1/2) sq.tt. per
lineal foot of tenant lease store front. Also proposed are two new 25 ft. high freestanding signs to
replace the existing ±45ft. high multi-tenant identification sign along Chapman Avenue, and the
existing 20 ft. high "Office Depot" sign along Tustin Street. The existing "Thrifty" signs along
Chapman Avenue and the "Orange Dental Associates" signs along Tustin Street would remain
unchanged. (The Zoning Administrator has granted Variance 2034-97 to allow the new walls to
exceed the maximum area allowed, and to allow the new freestanding signs to exceed the
maximum 15 ft. height code requirement).
MOTION by Steve Prothero to approve the project subject to the following conditions:
1. Prior to installation, the exact location of the freestanding sign(s) shall be reviewed and
approved by the Traffic Engineering Division.
2. Freestanding sign shall have an opaque background.
3. The Petland wall sign shall be reinstalled without a raceway. If a substantially different
Petland sign is to be used, the new sign must be submitted to the DRB for approval.
4. The Office Depot sign may be reinstalled, however, the 2 existing accessory signs that read
"Guaranteed Low Prices" shall be removed.
5. The tenant panels on the freestanding sign shall be separated and rounded-off to read as
individual panels.

The project was presented by Barbara Toth and Mike Laslie. The colonnade carries the same
existing "four seasons" design theme as the Mall's interior. The new colors added along the
efface would help to brighten up the entry facade. The concrete sidewallc also consist of several
different shades of color pavement.
The DRB expressed concerns with the mixture of too many different colors that doesn't
compliment each other. The existing colors are burgundy, purple, teal, pastels, and the window
mullions are bright red. Now there is a whole range of new colors being added that does not
seem to tie together well. There is no central theme color.
MOTION by Steve Prothero to approve the project subject to flze following conditions:
1. The efface may be painted with the colors as proposed, only if the existing freestanding sign
can be painted (orange) to match. However, if the existing sign cannot be painted to match,
then the efface shall be left unpainted. Otherwise, any new color scheme must be re-
submitted to the DRB for approval.
2. Provide pre-cast concrete bollards along the entry drive aisle.
3. Raised planters to be approximately 3 ft. high to match existing planters.
4. Recommendation to change the color of the restaurant store front window mullions to a more
neutral color.

• New monument sign for an existing church

Mr. Vern Cummings presented the proposed freestanding sign to the board. The new sign helps
to identify the church because the church building is set back far away from the street and is
screened by large flees in the front. The sign is inten~ally illuminated and the new planter is
provide with an automatic irrigation system.

Ad impact
New wall sign for a bank
C-1 (Limited Business District), Old Towne
Mr. Juan Gonzales - Ad Impact Signs presented the project to the DRB. The proposal is to
install new wall signs for an existing bank located within the Old Towne district. This is the
former Southern California Savings & Loan Bank that is in the process of changing to the
People's Bank of California. The existing bank building is contemporary in design, and
therefore is not listed as a historically conhibuting structure.
The DRB raised concerns with the existing florescent light fixture not being in keeping with Old
TOWne.
MOTION by Steve McHarris to approve the project subject to the following conditions:
1. Replace the existing florescent light fixture with an incandescent fixture that is more in
keeping with Old Towne, or delete the fixhire altogether. The design of the new fixt<u-e shall
be reviewed and approved by the City's Senior Historic Preservation Planner.

• New freestanding sign for an existing
recreational facility
• M-2 (Industrial District)
The project was presented by Jake DeRuyter -Signs & Services Company, and Montre Chew -
K&D Investments, Inc. The proposal is to erect a new freestanding sign to identify the 3
businesses on the property (Print shop, badminton club & restaurant). The changeable copy
reader board is to announce the various events (Tournaments, exhibitions, etc.) associated with
the badminton club.
MOTION by Steve Prothero to approve the project subject to the following conditions:
1. Provide an opaque background for the reader board panel.
