A motion was made by Steve Prothero to approve the May 21, 1997 minutes with the following

Lorenzo Reyes, The Reyes Group, presented the final landscape plans to the DRB. The
landscape design has been integrated with the rest of the center.
The board expressed concerns with the placement of 4 concrete walkways along the east
elevation. There seem to be no logical reason for this.
Mr. Reyes replied that this is a corporate design that is required for their client.
MOTION by Tina McCormack to the approve the project subject to the following conditions:
1. Add Boston Ivy Vine (1 gallon 8 ft. on center) at trash enclosure wall area.
2. Staff to review irrigation plans, prior to issuance of building permits.

Bill DeEiel and Barbara Toth presented the revised plans to the DRB. The new dcsig~l is more
architecturally consistent with the existing mall. Also, the new treatment is a separate element
that is no longer tied-in with the freestanding sign structure. The plans include 2 new patio
dining area on each side of the new facade treatment.
The general consensus of the board is that the new design is much improved over the previous
submittal. However, more detail is needed to better define some the various elements being used
to tie the project together.
MOTION by Steve Prothero to approve the preliminary plans on a conceptual basis, subject to
fl1e submittal of detailed plans to include, but not limited to the following:
1. Color palette
2. Landscaping
3. Paving texture
4. Fascia detail

Chapman University
SEC Glassell and Sycamore
Dworsky Associates
• 4-story structure: Business & Information
Technology (BIT) building
• P-I (SP); Public Institution District with a
Specific Plan
Mr. Doug Dworsky, Dworsky Associates, Architects for the BIT Building, stated that after
hearing the comments at the last meeting, he met with the University and has an alternate design
concept to present.
Mr. Dworsky stated that he has revised elevations and rendering of the Glassell and Sycamore
elevations and has tried to incorporate more of the details to make the building more compatible
with the existing campus buildings and the intent of the Specific Plan. He presented the
revisions in plans to the south elevation of the building. These include the modifications to
eliminate large expanses of glazing and curtain wall. Upper levels of the building include
introduction of columnar like elements in the facade that begin to articulate the facade as a series
of large punch windows. Another development in the elevations is a greater sense of rhythm
created by a series of repeating bays in the building. The base of the column has been modified.
The north elevation is similar to the south elevation maintaining the articulation of base, middle
and top.
Mr. Dworsky also stated that they have added to the texture and scale of the building in the
current scheme by creating a trellis on the fourth floor set back along Sycamore Avenue. The
west elevation (Glassell Sheet) is where the most significant changes occur. The window type
and scale has been changed to clusters and pairs to make them more compatible with the existing
campus. The trellis fl7at occupies the terrace on the north has been wrapped around the coi7ler to
create scale and detail to the elevation. The other significant feature that has been added is an
articulation of the top of the building with the addition of a cornice. There has also be a
reduction in the height of the building from 68 feet to within the 62 foot height limit and
complies with all the setback and height contour requirements of the Specific Plan.
Mr. Dworsky also presented a rendering showing the perceived view of the building from
Glassell and indicating the proposed landscaping. The proposed beige and white color scheme
of the building is to blend in with the colors of existing buildings on the campus. Stone the is
also being proposed instead of the existing split face concrete block.
The east elevation changes involve the simplification of the stair tower in answer to a request
from the University°.
Another element of tradition this building relates to is the use of the Chapman Window. The
window has been incorporated into the elevations and has been reduced in scale on the Glassell
elevation to a series of independent Chapman windo~%s.

Steve Prothero stated that he felt that this was a vast improvement over the previous presentation
and appreciates the redesign. He questioned if the bulls and mass had been changed from the
previous submittal.
Mr. Dworsky answered that the most significant change is that the mechanical equipment will
now be accommodated in the basement level instead of on the roof.
There was some discussion regarding the 45 feet setback distance of the building. Mr. Dworsky
explained that the 45 feet is measured from the curb line and that there always has been a
dedication of property along the street and that the property is actually 2] feet bac]< from the
curb. The 45 foot setback fi-om the curb line will be retained because additional lanes of t-affic
will not be created.
Tim McCormack questioned the building materials used in the base and the middle, and Mr.
Dworsky explained that the intention is to match the painted plaster to the buildings on the
campus The base would be a stone the and related to the modular quality of the existing
buildings. He also stated that the hone face the was being considered since it is matte finished
and buff color and not slick faced to give a historical feel at the base.
Steve Prothero asked what the cornice was made of. Mr. Dworsky answered that a number of
materials were being considered with the intention that it would look continuous with the sw-face
as with a classical building.
Steve Prothero asked what sort of material would be used for the trellis. Mr. Dworsky replied
that the trellis would be metal.
There was a discussion regarding the Glassell Street entry. Mr. Dworsky explained that the enty
will only be used as an emergency entrance. The entry to the campus side will be from
Sycamore Sheet as shown on the east elevation.
Steve Prothero stated that he had some minor comments on the architecture. He suggested that a
sash type affair be used Chapman Window so the element of the window would be a little more
separated from the building. He also stated that the classical element of the parapet, fl1e ratio of
the height of the parapet to the top floor windows is usually taller and suggested that one way to
accomplish that is to drop the hansom of the windows out and make the top course slightly
lower. He also felt that pulling the trellis to the edge of the building tends to increase the
apparent vertical height of the building. He suggested the possibility of stepping the trellis back
away fi-om the wall plane would help lower the apparent height of the building. The last
comment questioned the size of the rusticated base and what the modular on that will be. Mr.
Dworsky stated that it would be a the application as opposed to mechanical fastened application.
The largest size possible is 9' x I6"; but no decisions have been made yet.
Steve Prothero stated that he still had some reservations about the building with respect to
Chapman Design Guidelines for Chapuzan's Specific Plan. Some of the tenets that were used to
design the building were not complied with. The building height is to conform to a graduated
height ceiling wiflz the tallest building in the center of the University zone. 'The building is on

the corner of the campus and since it is already at 62 feet, the graduated height is not being
achieved as outlined in the Chapman Specific Plan.
Another item is that the building shall be sited in a manner that will be compatible with adjacent
buildings and landscape. The landscape treatment is good, but the building is too high causing it
to look like a massive structure and failing in some degree in complying with the Specific Plan.
He suggested that the acquired property to the north be used to mitigate the vertical height. "hhe
next item is that the building should be sited so that it does not block solar access to offsite
residential. He is not comfortable with flee fact that some of the building may cast a shadow on
the residential buildings on the north.. He stated the size and mass of the building have not been
reduced and the issues have not been resolved.
Al McQuillcin addressed the comment regarding the height setback. He stated that they were in
compliance with fllat setback. The intent was to lessen the impact on parcels that were adjacent
to residential zones, and the 62 foot height limit does drop off as it approaches the street., which
was one of the reasons that the terrace was created. When flee Specific Plan was adopted, fl1e
height contours were measured from the curb line whereas the set backs were measured from the
property line. He stated that the ultimate plan for Sycamore in acquiring this building was to
have Sycamore abandoned to Glassell which would alter the property line and hence alter the
height contours. He further stated that they were still respecting the height contour lines along
Sycamore.
Mr. McQuillcin also commented that flee building siting was compatible with adjacent buildings.
He also stated that they feel very confident that there will be no solar impact on residential
buildings because of the mass of the building, the width of the street, the set backs from the
street and the fact that there is no residential property here.
There was a discussion regarding the height limit, the extension of the campus to Lemon Street
and the fact that the building was pulled back primarily to match the existing set backs of the
older buildings. Concerns were expressed regarding the height of the buildings on either side of
the street creating a tunnel effect.
Mr. Prothero asked whether there were any continents from any members of the audience.
Tom Matuzak (Old Towne Preservation Association) expressed his concerns regarding the
Design Standards for Old Towne. He stated that the building did not meet the criteria in the
Design Standards and that the architect emphasized the gathering of details from all eras of flze
campus construction, but only one of those eras would be legal by today's standards. He also
stated that the style should be better defined, and presented some examples of older buildings.
Al McQuillkin responded by stating that according to the Design Standards for Old Towne
buildings on North Glassell Street shall not exceed 2 stories or 30 feet, nor the heights of
adjacent buildings, whichever is less, and no fi-ont yard setback shall exceed 25 feet. He cited
these as reasons why the Old to«ne Design Guidelines are not compatible with other provisions
in the Chapman University plan.

There was further discussion regarding the architectural elements and designs of the project. Mr.
McQuilkin stated that he felt that the Design Standards for Old Towne could not be applied
letter to letter to Chapman Campus.
Mr. Donovan explained the Specific Plan and how it is the over riding document of importance.
Joan Crawford stated that she believes that the Old Towne Design Standards should apply to
Chapman. She feels that a standard is being set for future buildings on the campus.
The applicant was given a preference to have the project continued or voted upon. The choice
was a vote.
A recommendation was made to deny the project based on the aesthetics not being in compliance
with intent of the Old Towne Design Standards, being in a more haditional style and the mass of
the building in relationship to the location of the campus exceeding the intent of the Specific
Plan with regard to the stepping graduated height to the edge and the compatibility with the
adjacent buildings.
MOTION by Steve Prothero to deny the project subject to the following:
1. The aesthetics not being in compliance with intent of the Old Towne Design
Standards, being in a more traditional style.
2. The mass of the building in relationship to the location of the campus exceeding
the intent of the Specific Plan with regard to the stepping graduated height to the
edge.
3. The compatibility with the adjacent buildings.

New wall sign for an existing office building
C-2 (General Business) District, Old Towne
The project was presented by Mr. William Bennett. The proposal is to install a new wall sign
made of wood, and to install new lettering on the 2 existing awnings.
The board raised concerns with the cluttering of too many signs. The proposed lettering on the
awning is strongly discouraged. The size of the wall sign is also of concern, as it seems to be
rather tight in between the bottom of the entablature and the top of the entry door casing. Also,
what type of lighting is being used?
Mr. Bennett replied that external goose neck lighting would be used.
MOTION by Steve Prothero to approve the project subject to the following conditions:
1. Delete lettering for awning
2. Additional lettering, such as "Real Estate", may be added onto the lower portion of the wall
sign with similar text and color, 4 inches high maximum letter height.
3. Provide painted border on wall sign.
4. Wall sign shall be externally ilhiminated. Goose neck lighting is permitted, located below
the entablature.
5. Condense the height of the wall sign to provide a minimum of 12 inches between the bottom
of the entablature and top of the entry door casing.
6. Prior to issuance of building permits, revised signage plans, including lighting fixture to be
reviewed by Dan Ryan, Senior Historic Preservation Planner.

Swain Sign, Inc. C-1 (Limited Business) District
The project was presented by Nancy Parker with Swaim Sign, Inc. The proposal is to install a
wrap around awning along the south and west building elevations, and to install a new wall sign
on the east building elevation. The awning would be internally illuminated with signage on bofll
sides of the awning.
The board raised concerns with the awning wrapping around the corner of the building. This is
inconsistent with the architecture of the building. Also the size of the wall sign appears crowded
on the east building elevation.
MOTION by Robert Reilly to approve the project subject to the following conditions:
1. The awning shall be separated and not wrapped around the comer of the building.
2. The awning along the west elevation shall be reduced in width to match flee inset of that
building face.
3. ~hhe awning along the south elevation shall be reduced in width to within 18 inches to the
building edge.
4. The center portion of the awning that contains the signage may be intei7~a11y illuminated.
The green color portion of the sign shall be opaque. The straight runs on the sides of the
awning shall also be opaque. Down lighting may be permitted.
5. The wall si~m along the east building elevation shall be reduced to 3' x G'8" size.
6. Provide a mesh shield underneath the awning to conceal light fixture.

Swain Sign, Inc. C-1 (Limited Business) District
The project was presented by Nancy Parker with Swain Sign, Inc. The proposal is to install a
wrap around awning along the north and east building elevations. The sign would be located on
each side of the awning.
The board raised concerns with the proposed installation of the awning because it severely
interrupts the architecture of the building. The design of this building was not meant for an
awning of this type. The board strongly suggested that individual channel letters be used in lieu
of the awning.
MOTION by Steve Prothero to approve the installation of individual channel letters on both the
north and east building elevations, subject to the following conditions:
1. 16 inch high letter are allowed
2. the proposed awning is not allowed.

Civic Center landscape remodel

The project was presented by Bernie Eichenberger, Landscape Architect. The proposal is to re-
landscape the perimeter area of the Civic Center. Many of the existing plants that are not doing
well would be replaced with new varieties.
The board raised concerns with the proposed use of some planting materials that are less well-
known and that are not yet proven to be durable.
MOTION by Tim McCormack to recommend to the Community Services Department the
following:
1. Suggest replacing An-henatherum Elatius Bulbosum "Variegatum" (Bulbous Oat Grass),
Brunsfelsia (Yesterday-Today-Tomorrow), and Osmanthus Fragrans (Sweet Olive), with
alternative plant materials which are more proven, such as Rephiolepis, Asian Jasmine,
Pittosporum, etc., to perform in varied solar orientation positions around the building.
