The board met for an administrative session beginning at 4:30 P.M. The meeting adjourned at approximately 8:00 P.M. City of Orange -Design Review Board Meeting Minutes for May 21, 1997 Page 2 Regular Session - S: 00 P.M. Steven Prothero opened fl1e meeting and asked whether board members had any comments or revisions to the meeting minutes for May 7, 1997. A motion was made by Steve McHarris to approve the minutes with the following corrections. DRB No 3176 (Old Towne Brewing Co.l page 3. condition #3, sentence 2, amended as follows: The sign face uzexM shall be painted, with neon lighting on the perimeter. Orange Street (abandoned) Cathcart/Begin Landscape Architects • University parking lot • Review of final landscape plans • Chapman University Specific Plan -Old Towne District The project was presented by Bill Cathcart -Landscape Architect, and AI McQuilkin -Director of Facilities for Chapman University. The DRB had previously reviewed the westerly portion the this parking lot back in March of 1996. This submittal involves the easterly portion which includes the Orange Street abandonment. A copy of the parking lot electrical plan was provided to show that there are no conflict with the placement of trees in relationship to the lighting Fixtures. The frontage along Walnut Avenue has been dedicated to the City, and it would be the City's responsibility to provide landscaping and irrigation for this area. The intention of placing a new Jacaranda tree at the northwest corner of the parking lot is to match the existing one at the southwest corner. Anew parking structure would be constructed within next several years that would necessitate removal of all landscaping along the easterly side. All trees are provided with root barriers. Also, Sycamore Avenue is planned as a signalized intersection at Glassell Street, and that entire entrance would be re-done with new landscaping at that time. MOTION by Steve Prothero to approve the project subject to the following conditions. 1. Lighting plan in relationship with tree placement is approved as submitted. 2. Use Rainbird Model No. 1806 Pop-up heads along curb adjacent to overhang parking stalls. 3. Add 3 Liquidambar trees along Walnut Street frontage in the parkway area, staggered with the Brachychiton Populneus (Bottle Tree). 4. The spacing of trees shall be adjusted to reflect the actual striping of the parking spaces. 5. Add concrete wallcway adjacent to the 3 easterly handicap parking spaces so that the wallcway does not terminate into a parking space. Chapman Ave. • Remodel of an existing retail center • C-1 (Limited Business) District The project's new architect, Toni Campos, presented the revised plans to the DRB. Mr. Campos was hired by the property owner to redesign the project so that it may be acceptable to the DRB. The new design consists of raised parapet, a simple cornice band detail, a diamond shape the insert detail, and new stucco finish. The existing wood window and door frames would be retained and painted over. New awnings would be added to each of the store fronts. The DRB expressed concerns as follows: • The raised parapet above the interior corner unit appears out of place. • The round shape awnings should be replaced with a straight edge type to better tie-in with the straight edge lines of the building. • The double horizontal bands needs to be interrupted or modified with some vertical elements to help break-up the lengthy appearance of the building. • Suggest adding tile~ wainscoting at the lower portion of the store fronts. MOTION by Steve Prothero to approve the project on a preliminary basis, subject to the following conditions. 1. Replace the round shape awnings with a straight edge type. Awning shall be burgundy color. 2. Delete the raised parapet above the interior corner unit. 3. The end unit shall be furred-out and align with the raised parapet roof to create a vertical element. 4. Modify and reduce the size of the second horizontal band so that it is enhancing, rather than competing, with the top cornice band. 5. Prior to issuance of building permits, submit final plans with the above modifications. Final submittal shall include material color samples of stucco, awning, and tiles. Washington Street existing detached garage with new garage Actec Engineering R-2-6 (Residential -Duplex District), Old Towne. The property owners, David and Erin Kerr, and C.M. Thompson - Actec Engineering presented the project to the DRB. The proposal is to remove a 308 sq.ft. porch and add-on 596 sq.ft. at the back of the house. Also to be removed is a 224 sq.ft. detached garage, and to be replaced with a 427 sq.ft. garage. This project has been noticed for Old Towne demolition. MOTION by Steve Prothero to recommend approval of the project to the Planning Commission, subject to the following conditions. 1. All windows to be wood or similar material with same profile as existing window sash and frame. No aluminum frame sliding windows or doors allowed. 2. New chimney shall be brick veneer or masonry. No siding allowed. 3. House addition and new garage shall be clapboard siding with 3" exposure. (No stucco allowed) 4. Color to match existing house. 5. Garage roofing to have exposed rafter tails. 6. Increase setback at rear property line from 3 ft. to 5 ft. to allow for appropriate eave overhang on garage to match existing house. 7. Match existing roof and gable end vent. 8. Provide flat panel wood garage door. 9. Recommend man door and/or window in garage. Architects Pacificia, Ltd. ~ C-TR (Commercial -Tustin Street Redevelopment District) The project was presented by Les Cooley, New wall signs would be installed on the south, east and west elevations only. MOTION by Steve McHarris to approve the project subject to the following conditions. 1. Building elevations approved as submitted 2. Wall signs approved as submitted. 3. Add three 4'x4' tree wells spaced evenly along the west side of the building along the curb edge of the concrete walkway. The selection of trees maybe any of the following: • Washingtonian Robusta 15 to 20 ft. brovv~l trunk • Tristania 24 inch box (with root barriers) • Platanus Mexicana 24 inch box (with root barriers) • Platanus acerifolia 24 inch box (with root barriers) • Provide automatic irrigation to these three (3) tree wells • Wall pack lighting units shall be mounted on the east and west building elevations only.
