The board met for an administrative session beginning at 4:30 P.M. The meeting adjourned at approximately 6:00 P.M. City of Orange -Design Review Board Meeting Minutes for May 7, 1997 Page 2 Regular Session - S: 00 P.M. Steven Prothero opened the meeting and asked whether board members had any comments or revisions to the meeting minutes for April 23, 1997. A motion was made by Robert Reilly to approve the minutes as submitted. SECOND: Steve McHarris AYES: Richard Cavecche, Steve McHarris, Steven Prothero and Robert Reilly NOES: None ABSENT: Tim McCormack MOTION CARRIED City of Orange -Design Review Board Meeting Minutes for May 7, 1997 Page 3 (1) DRB No. 3176 Old Towne Brewing Co. Sign plans for abrew-pub 186 N. Atchison St. SPZ-C1 (Santa Fe Depot Area Specific James Guerin Plan, Limited Business District) Mr. James Guerin, owner of the business, presented the sign plan to the DRB. The proposal is to install 2 wall signs on the building, one on the outdoor silo, and one freestanding sign out front along Chapman Avenue. MOTION by Steven Prothero to approve the project subject to the following conditions: 1. Wall signs approved as submitted. 2. Silo sign approved at 60" diameter with external illumination from above. A 4" return may be added at the discretion of the owner. 3. Freestanding sign approved at 10 inches thick maximum, with transformer mounted (hidden) at the base of the sign. The sign face shall be painted with neon lighting on the perimeter. The post and base shall be of period design with fluting on the post to match the existing fixtures in the area. Crawford Canyon Road / Patric Court Don Cantacessi (This item was approved on the consent calendar) • Neighborhood identification sign for a new single family residential tract development. • R-1-40 / PUD (Single Family Residential, 43,560 sq. ft. minimum lot size /Planned Unit Development) MOTION by Robert Reilly to approve the sign as submitted. Main St. Bill Pettett, Architect • Preliminary building elevations and landscape plan for atenant-divisible retail building • C-3 (Commercial District) Dave Valentine, owner of the property, and Bill Pettett, Project Architect, presented the project to the DRB. The proposal is to erect an approximately 3,000 sq.ft. retail building behind the existing Walgreen Pharmacy store at Chapman and Main. The building design is similar to Walgreen's. MOTION by Steven Prothero to approve the preliminary building elevations and landscape plan with the following conditions: 1. The square columns along the fiont building elevation shall be widened to 30 inches minimum. 2. 111corporate the landscape design pattern of the adjoining property to the north (Walgreen's), and limit the turf area to match with the existing shrubs. 3. Relocate and match the tree at the entry driveway further west to line-up with the existing trees (Tristania) along Main Street frontage. 4. Suggest replacing the Lagerstroemia Indica (Lavender Crepe Myrtle), to Indian Tribe variety, i.e., Zuni (Dark Lavender), as it is generally more resistant to mildew. 5. The use of Escalonia shrub is not recommended because of susceptibility to bacterial blight. Suggest Pittosporum, Raphiolepis, or Ligustrum. 6. Prior to issuance of building penllits, submit final building and landscape plans to staff for review and approval.
