Steven Prothero opened the meeting and asked whether board members had any comments or
revisions to the meeting minutes for March 5, 1997.
A motion was made by Robert Reilly to approve the minutes with the following revisions:
DRB No 3200 (Cit~of Orange -Department of Public WorksZpage 5. revise conditions 1, 2 and
3 to read as follows:
1. Add last sentence, "Otherwise, all other structure maybe demolished in their entirety."
2. First sentence, change "residue" to "residual".
3. Upon demolition of any structure, a temporary wood fence should be constructed along
the interior side of the property line. The remainder of the parcel be planted with grass
and maintained properly with automatic irrigation..

Mark Fehlman, Fehlman LaBarre Architects, Presented the exterior finishing color and material samples to
the DRB. Detailed plans also showed that all roof top mounted mechanical equipment are adequately
screened from view.
MOTION by Timothy McCormack to approve the final building plans with the following
condition:
1. Prior to issuance of building permits, submit final landscape plans to DRB for approval.

Cecil Carney, Project Architect, presented the final landscape plans to the DRB.
MOTION by Timothy McCormack to approve the plans with the following conditions:
1. Replace Pittosporum Tobira with Pittosporum Crassifolium Nana.
2. Replace Liriope Muscari with Hemerocallis Hybrid or Lily of the Nile.
3. Agapanthus Peter Pans to be spaced 12" on center.
4. Front entry trees (Pyrus) to be replaced with either Chinese Tallow Tree (Sapium Sebiferum)
or Chinese Flame Tree (Koelreuteria Bipinnata).
5. Add 3 vine pockets at service yard area; 2 Wisteria along the north side, and one Boston Ivy
on the east side, all pockets to be planted with ground cover.
6. Use Flax as an accent rather than as a corner treatment in planter areas. Corners should be
planted with Pittosporum Crassifolium Nana instead.
7. Provide separate irrigation valve for all vine pockets.
8. Final landscape plans shall be reviewed and approved by the Community Services
Department staff, with all of the above corrections.

Michael Smith, Project Manager, presented the new freestanding sign to the DRB. This is to
replace an existing monument sign located directly in front of the building that was removed
because it interfered with a building code required exit doorway. The new sign would be shifted
further west to avoid this problem.
MOTION by Robert Reilly to approve the plans subject to the following condition:
1. The lower tenant panel shall be blocked out until used by a new tenant.

• Remodel of an existing retail center

David Jackson, CBI Construction, presented the revised plans to the DRB. The new building
design no longer has the framed truss pattern across the top band of the building. Instead it is
now a much simpler design with awnings that resembles the adjacent Boston Market building
recently approve by the DRB. The awnings are red, white, and black in color.
'The board raised concerns with the different colors used for the awnings. It was suggested that a
single color (black) be used instead. The board stated that although this is an improvement over
the previous submittal, the new building design appears top heavy, lacks detail, and is devoid of
any interest. Conversely, the existing building has lots of detail and texture. Additional design
element may be needed to provide depth, shade, movement and texture, to create more character.
MOTION by Steven Prothero to continue review of this project for further study. It was agreed
that the applicant can bring the revised plans to the next meeting.

New Proposals -

Chili's Restaurant

Theatre Entertainment Complex

The project was presented by Lorenzo Reyes, The Reyes Group, and Steve Lewis, Brinker
International. The new Chili's Restaurant is a freestanding building pad at the southeast corner
of the Century Theatre entertainment complex. The building is located several hundred feet
away from the main complex, and therefore is designed differently than the Art Deco theme of
the theatre building. The restaurant's exterior is made of antique bricks (Authentic Used
Chicago Bricks) rather than the plaster finish of the main complex.
The general consensus of the board is that it may be appropriate for the restaurant to have an
entirely different design theme as this is a stand alone building located far enough away from the
main theatre complex. However, there are some reservations with the selection of antique bricks
as it does not relate to anything else in the area (outside of Old Towne). The theatre complex is
very animated in its design. Perhaps the use of a different (new) brick with more of a
consistency in color and texture may work better. It is suggested that the applicant also explore
other alternatives.
Tim Mccormack expressed concern with the view coming west bound from Katella Avenue.
The building is oriented with the front parapet in a 45 degree angle facing in a southeast
direction. The main concern is that the back of the high front parapet wall could be seen from
Katella. As for the proposed landscape plan, a good effort was made and a lot of thought was put
into such an elaborate design. Perhaps it is a bit too busy and it may need to be simplified.
Since the building design is entirely different, it is necessary for the landscape deign to be
consistent with the rest of the center so that it would all tie in.
MOTION by Richard Cavecche to approve the building elevations and colors as submitted,
subject to the following conditions:
1. Prior to issuance of building permits, final landscape plans shall be submitted to the DRB for
approval. The final plan shall be integrated with the rest of the center, specifically
addressing the rear (north) elevation of the building. Also suggest replacing the birch tree
(Betula Pendula) to another type of deciduous tree.
2. Staff recommends the use of an alternative shrub to Oleanders, as it is susceptible to
bacterial disease problems.
3. Recommend that the applicant study and consider the use of an alternative brick material that
is a softer period brick (yellowish or tan color), similar to the ones that are used on the
"Edison" building located to the south at the corner of Batavia Street and Palm Avenue. The

changes, if any, would be at the discretion of the applicant, subject to staff review of the
construction documents.
4. Recommend that the applicant further study the east building elevation for the view coming
from west bound Katella Avenue, in order to assure that the backside of the high front
parapet wall cannot be seen.
5. Wall signs are approved as submitted, subject to compliance with the City's current Sign
Ordinance.

229 N. Glassell St. Review of new freestanding sign
Jeannie Berryman & Gail Hutchinson C-2 (General Business) District, Old Towne
Jeannie Berryman, owner of the business, presented the project to the board. The proposal is to
construct a monument sign for a new retail business. The sign base would be made of color
concrete instead of brick as shown on the plans. The sign would be illuminated externally with
perhaps flood lights.
MOTION by Steven Prothero to approve the project subject to the following conditions:
1. The base of the monument sign maybe changed to either smooth plaster finish concrete or
an integral color concrete matching the color of the sign.
2. Shift the monument sign closer to the existing paved walkway and remove a 6 ft. by 11 ft.
turf area to create a planter bed around the base of the sign.
