The board met for an administrative session beginning at 4:30 P.M. The meeting adjourned at approximately 6:30 P.M. Steven Prothero opened the meeting and asked whether board members had any comments or revisions to the meeting minutes for December I8, 1996. Chapman Ave. Advertising Graphics • Replacement wall signs for an existing office building. • C-2 (General Business) District Prior to the meeting, the applicant contacted staff to request continuance of this item to allow additional time for plan revisions. MOTION by Richard Cavecche to continue review of the application at the request of the applicant. Marquez Remodel and addition onto an existing 232 N. Harwood residence to include demolition of a portion Mark Designs of the residence, and to replace the existing garage with a new 2-car garage. • R-2-6 (Residential Duplex) District -Old Towne Mr. Luis Marquez, owner of the property, presented the project. The site photographs showed that the existing residence is in desperate need of repair, both interior and exterior. The proposal is to remove approximately 330 sq.ft. off the rear of the existing residence and add-on 820 sq.ft. Also proposed is the removal of the existing detached single car garage and replace with a new 2 car garage constructed towards the rear of the site. The DRB noted that the architectural style is craftsman/bungalow. Concerns were raised as follows: • Existing front windows -are these divided lights? Double hung? • The water heater should be relocated to other side of building. The enclosure should be framed to match the house. Pre-fabricated metal is not permitted. • Wood trims around doors and windows should be minimum 4" wide. • Windows shall be wood with full sash and double hung. If multiple pane type windows are to be used, they must be true divided light. No plant-on windows allowed. • Front porch -need more details (post, base, material). • Submit color palette and sample of roof material • Delete fascia board to provide exposed rafter ends • Provide detail of roof bracket. 4x4 or 6x6 are typically used. • Garage -provide wood panel door. No metal doors allowed. Add man door at side of garage. • Provide ribbon driveway up to where the new addition begins. • Revised plans should be drawn in a larger scale to better illustrate details. • Preferably, the revised plans should be submitted early so that it can be included in the DRB's packet. However, if more time is needed, the applicant may bring the plans to the meeting. MOTION by Richard Cavecche to continue this project for revisions per the above discussion. Anita Drive Advertising Graphics, Inc. • Replacement wall signs for an existing 3 story office building. • C-1 (Limited Business) District Mr. Jim Murphy presented the project. The proposal is to remove 4 signs on 4 sides of the building and replace with only 3 signs. The square footage of the signs are in compliance with the current sign ordinance. The existing sign are currently mounted on a raceway. The DRB has reservations with the use of raceway. As DRB policy, individual Mounted channel letters are preferred. However, given the fact that the existing signs are already mounted on raceways, the new signage would be similar to a sign face change. MOTION by Richard Cavecche to approve the project, subject to the following condition: 1. The left side of the raceway shall be cut out to conform to the triangular outline of the logo. C-1 (Limited Business) District The project was presented by Jim Dietz, Architects Orange, and Lou Miramontes, owner of the property. The project involves facade renovation of the interior buildings only. The two end buildings, Thrifty Drugs and the dental offices, are not included, and no work is being done on the parking lot. The site plan shows that a new building pad with frontage to Tustin Street maybe proposed in the future, however, it is only for illustration purposes, and should not be considered as part of this proposal. Also, a new sign program will be submitted at a later date. The DRB commented as followed: • The existing open area that is being filled in -there seems to be water drainage through this location currently. How is this being addressed? • How is the corner return at the west end of the Office Depot building being handled? Need more details. • Existing roof mounted equipment - is the parapet wall of the new facade high enough to screen some of it? Need sight line drawing to determine proper parapet wall height. • Existing yellow steel bollards in front of Office Depot -these should be replaced with more decorative ones. MOTION by Steven Prothero to approve the preliminary plans, subject to the following conditions: 1. Prior to issuance to building permits, final plans shall be submitted to the DRB for approval. 2. Provide side building elevation plans to show corner return detail. 3. Replace existing steel bollards with decorative bollards, or eliminate altogether. 4. Provide sight line drawing and roof equipment profile to determine proper height of parapet walls. 5. Provide lighting detail for awning/canopy. 6. Address site drainage for the small open area that is being filled-in. 7. Submit landscape plans if any existing landscaping is to be removed or replaced, prior to initiation of any work on landscaping. 8. Submit new sign program.
