The board met for an administrative session beginning at 4:30 p.m.. The meeting adjourned at approximately 8:35 p. m. Regular Session - S: 30 P.M. Rick Cavecche opened the meeting. A motion was made by Rick Cavecche to defer the review and approval of the September 9, 1998 minutes to the October 7, 1998 meeting. Tustin Street Larry Manchel • Wall sign for an existing convenience market • C-TR (Limited Business District, Tustin Street Redevelopment Project Area) The project was presented by Larry Manchel. The proposal is to install an additional sign to the existing wall sign. The new sign is to help identify the added service at this location. The DRB stated that they have been consistent with their policies of disallowing ancillary signs because it creates unnecessary clutter. The Board also noted that there are numerous existing illegal signs that are placed on the building and on the store front windows. MOTION by Steve Prothero to deny the project, based on the finding that ancillary signs creates unnecessary clutter. Palmyra Avenue Anderson & Associates Architects • Demolition and replacement of front and rear facade and new 1% story addition for an existing residence in Old Towne District. • R2-6 (Duplex Residential District) • Recommendation to Planning Commission The project was presented by Daniel Argento and Ronald Holland. The plans have been revised to address many of the board's concerns from the previous meeting. The 2 dormers have been redesigned and lowered, and the front porch have been change to a more period design. Also submitted are detail drawings of brackets, windows, trims, balcony, railings, columns, etc. An actual sample of the wood window being used were also presented to the board. The DRB stated that although this is a contributing structure (1919 California Bungalow), it is not one of the better examples of this type of architecture. Since the existing residence has already been modified substantially, the proposed changes will not further detract from its historical significance. The DRB finds that with careful attention to details and the use of proper materials, the proposed modifications would result in a project that is more in keeping with the Old Towne Design Standards. The architecture style is Cottage Bungalow. The DRB had extensive discussions with the applicant regarding the proposed use of masonite siding in lieu of wood. One of the primary concern is the exterior corner treatment detail. Traditionally, wood siding may have a mitered exterior corner that cannot be achieved with masonite siding. This often results in a compromised design such as the use of metal or wood corner trims. Although the board has provided the applicant with a distinctive detail of a corner trim treatment as an alternative design, the board strongly prefers the use of real wood siding with a mitered corner finish. MOTION Steve Prothero to recommend approval of the project to the Planning Commission, subject to the following conditions: 1. Increase roof eave overhang to 2 ft. minimum with 2 x 6 exposed rafter tails. (Rain gutters acceptable) 2. Front porch to have brick pilasters instead of siding. (masonite siding cannot be mitered) Brick finish to have rustic heavy wire-cut finish with a cast concrete top. 3. Extend out the porch base level to encapsulate the stair edges and railings on both side. 4. Front porch header to be framed-in with 1 x 10's or 1 x 12's vertical face spanning over the width of the porch. 5. Provide rectangular gable end vents at the lower gable at both the front and rear of the house. 6. Smooth masonite lap siding is approved with 8 inch exposure. Exterior corner trims to have 3 inch exposure, mitered, with a 3/8 inch maximum extension beyond the face of the siding. (The bottom course of the lap siding to be flared out and flush with the corner trim). 7. Exterior corner trims to be painted the same color as the siding to take design emphasis away from the corner trims. 8. Lighting fixture to be period to the style of the house. 9. Roofing material and exterior finish color to match existing garage. 10. Wood windows are approved as submitted. (Sierra Pacific -true divided lights) 11. Provide head lap at wood window frames. Lapping may be angled or straight vertical. 12. Submit final revised plans to City Historic Preservation Planning staff for approval. No revised plans were submitted for this meeting. Prior to the meeting, the applicant had contacted staff to request that the DRB take action on the project and make their recommendations to the Planning Commission based on the previous submittal. MOTION by Rick Cavecche to recommend the following to the Planning Commission: • The back of the project will be facing the existing residences on the west side of Alpine Street. The west building elevation, especially Retail "A" is a lengthy blank wall that appears rather plain and uninteresting. Require a combination of architectural and landscaping treatments to create some movement and better articulate the back of the building and achieve screening. Perhaps some type of trellis element with 3 to 4 layers of ascending vertical profile planting material would help to soften this area. (The placement of Palm trees to be coordinated with street trees) • Roof parapet must be high enough to screen all mechanical equipment from view. • Bright blue awning for the Rite Aid building is overwhelming. (Ancillary signage such as "One hour Photo" and "FoodmarC are not allowed. • The design of Retail "A" building should be more consistent with the architecture of the Rite Aid Building. Suggest integrating some of the design elements such as cornice details to be more coherent and compatible. The entrance and end tower elements should be higher to help break-up the roof line. • The submitted plans are drawn at 1/16 inch scale which lacks the necessary details. • Submit color palette and exterior finish materials. • The project as a whole needs better coordination to create some consistency between the retail buildings and the pad buildings. • The submitted building elevations and conceptual landscape plans are not acceptable. Submit revised plans back to the DRB based on the above discussion. Chapman Avenue Pacific Coast Architects • Addition and replacement of front building facade in Old Towne • C-2 (General Business District) • Recommendation to Planning Commission The project was presented by the owner Mr. William Bennett, and Philip Edmonson with Pacific Coast Architects. The proposal is to add-on 6'-ll" to the front of the building and to reconstruct the facade in the same manner as the existing (Western Storefront) facade. Mr. Edmonson indicated that they are also seeking approval of an Administrative Adjustment Permit from the City's Zoning Administrator for a reduction in parking requirement, in order to add-on another 15 ft. to the front of the building for a zero front setback. The DRB raised concerns with stepping-out the front of the building further than the two adjacent buildings on each side, although the board acknowledge that the Old Towne Design Standards (Spoke Streets) allows for zero front setback along West Chapman Avenue. The DRB also suggested replacing the existing reflective glazing with anon-reflective type, and to "lace- in" the exterior finish siding so that the new construction appear less as an add-on. The DRB asked the applicant to first resolve the parking issue to establish the building setback, than return with a more detailed revised plan to the DRB for final approval. MOTION by Rick Cavecche to continue this item to allow time for the applicant to resolve the zoning code issues first. Center Street Scott McBride Renovation of an existing residence in Old Towne R2-6 (Duplex Residential District) The project was presented by the owner, Mr. Scott McBride. The proposal is to repair and replace the items that are damaged for an existing California Bungalow. No additional square footage is being added to the existing residence. The DRB expressed concerns with the use of non-wood slider windows that are different in profile than the existing windows. MOTION by Steve Prothero to approve the project, subject to the following conditions: 1. All remodeling and repair work to match exactly with the existing architecture. 2. Smooth (HardiPlank) lap siding is approved with 5 inch exposure. Exterior corner trims to have 3 inch exposure, mitered, with a 3/8 inch maximum extension beyond the siding face. 3. Replacement front windows to match the existing window. (Profile & break-up) 4. Provide revised detail plans of side and rear porches. Otherwise, the side and rear porches are not approved at this time. (Existing aluminum canopy at the rear to be removed) 5. Provide raised panel doors. (including water heater enclosure) 6. Replace vinyl windows with wood windows. (Double hung or casement type are acceptable) 7. Roofing material to be dark, heavy profile composition shingles. 8. Finish color (light tan) to be reviewed and approved by City Historic Preservation Planning Staff.
