A motion was made by Robert Reilly to defer the review and approval of the June 17 and June 24, 1998 minutes to the July 22, 1998 meeting. SECOND: Rick Cavecche AYES: Rick Cavecche, Tim McCormack, Steve Prothero, Robert Reilly NOES: None ABSENT: None ABSTAINED: None MOTION CARRIED City of Orange -Design Review Board Meeting Minutes for July 8, 1998 Page 2 (1) DRB No. 3249 Ron Jon City Mills Shopping Center Complex Design Forum Architects • Final review of elevations for new retail tenant at the City Mills Shopping Center. • C-2 (General Business District) The project was presented by Debra Warner with the Mills Corporation, and Declan McCormack with Design Forum Architects. Further development of the project revealed the complexity and cost involved with the original wave design. The design has been simplified so that the wave element would only occur at the store front entrance. MOTION by Steve Prothero to approve the project including the signage, subject to the following conditions: I. Modify the landscaping in front of the loading dock screen wall by deleting the Pepper trees and replace with Washingtonian palms of varying trunk height similar to the other palms that are used through out the shopping center, and to also replace the ground cover with turf. Culver Avenue residential addition on property that now Bob Gibson -Designer contains a single family residence. • R-2-6 (Residential Duplex District), Old Towne The project was presented by the owner, Mr. Ralph Zehner. The current submittal is an effort to modify the proposal to be more in keeping with the Old Towne Design Standards than the previous application. The new plans reduces the size of the structures to 1 % stories, which also eliminates the need for a conditional use permit. The new design is in Craftsman style which include 2 duplex units, one cottage unit, and a single story 7-car garage. The existing single story residence is to remain unchanged. The new proposed F.A.R. has been reduced from the previous 0.58 down to approximately 0.45. This project has been scheduled for Planning Commission hearing on July 20, 1998. The DRB stated that the applicant has made some significant changes to the project in regards to architectural appearance, placement of structures on the site and the height of the buildings have been lowered from 2-stories to 1'/z stories. However, many of the issues that were identified at the previous meetings have not been addressed. The current submittal still does not meet the intent of the design standards for many of the same reasons that were stated in the previous meetings. The project F.A.R. (Floor Area Ratio) complies with the minimum requirements. The existing F.A.R. on the site is approximately 0.06 and the existing average F.A.R. in the neighborhood is approximately 0.08. The new project's proposed F.A.R. is approximately 0.45. This is a significant increase that is not appropriate for the area. The DRB acknowledge the fact that due to the new increased density in the area, one would expect that a certain number of units can be build on this property. However, due to certain mitigating circumstances (perhaps the configuration of the deep narrow lot), the number of units being proposed on this particular site may not be appropriate. Based on the discussion relating to bulk and mass, architectural design, and open space/landscaping, the DRB suggested the following changes to improve the project: 1. Most of the open space is being maintained at the front of the property, and is penalizing the rear of the property. Recommend removing the excess single car garage and shift the 4- single car garages, the 25 ft. wide double loaded drive aisle, and the open parking spaces forward approximately 11 ft. to create more open space area. 2. Unit A, being only 18 ft. wide, is out of proportion and does not work architecturally. Recommend redesign and possibly integrating unit A with B & C to create one single building. Consider changing to single story design and/or one bedroom units to help reduce bulk and mass. This would also create more open space between the buildings. 3. Recommend changing to a shed type roof over the east end single car garage (sloping down towards the east property line). This helps to keep the bulk of the building over the 3 middle garages and reduce the impact of the roof height from the adjacent property. This also creates an opportunity to shift the end garage 3 ft. north to help further break-up the plane of 4 continuous garage doors. 4. Recommend changing the focus of the front porch of unit D to orient towards more open space area potentially being created to the east. 5. Need more details on building: • Fascia and gable roof end treatment • Finish material sample Windows (Should match existing) • Garage door and man door designs 7. The proposed plan lacks border shrubbery and trees to help soften the project. Recommend professional landscape plan. 8. Submit plans for trash enclosure and laundry room. 9. Design of the new units must be consistent with the existing house and compatible with the surrounding neighborhood. MOTION by Rick Cavecche to recommend denial of this project to the Planning Commission based on the following findings: 1. The development standards and design criteria contained in the Old Towne Standards apply to all historic structures within the residential quadrants. These requirements are in addition to the zoning standards applicable to each property. Where conflict arises, these standards supersede base zoning requirements. With the understanding that the purpose of the Old Towne Design Standards and design review process as it relates to projects within the Old Towne Historic District, it is intended to protect the historic and architectural resources which contributed to the cultural richness of Old Towne. The protection of the Old Towne Historic District will ensure that the City's unique quality will remain for the enjoyment, pride and economic benefit for its citizens. The board also understands that design standards were developed to implement the City's General Plan Historic Preservation Element, to protect the desirable and unique features of historic neighborhoods, and to protect and to ensure that new construction is structurally and aesthetically compatible with existing historic neighborhoods. 2. This block has the only remaining examples of small orchards or small ranch farms in the historic district. These sites represents the transitional period of development of Orange from small ranches to residential development. These large 300 ft. deep lots have an average open space of 15, 670 sq.ft. and are unique to the neighborhood, the district, and the city. Design criteria requiring: 1) the project shall retain the historic relationship between buildings, landscape features and open space. 2) Additions shall be designed and constructed so as to not significantly change, obscure, damage, or destroy the character defining features of an historic building or feature. The average statistics on Culver lots are 17, 363 sq.ft., average building size are 1,690 sq.ft. and average F.A.R. is 0.08. The proposed project's 0.45 F.A.R. is inappropriate for the area, and is therefore not consistent with the Old Towne Design Standards. 3. Included also are the items that were previously identified and made record on the meeting minutes for the November 19, 1997 DRB meeting. Toepfer, Architect • New 2-story second unit and demolition of an existing detached single car garage • R2-6 (Duplex Residential) District, Old Towne • Recommendation to Planning Commission The project was presented by Scott Fike and Russell Toepfer, Architect. The rear building setback has been increased to 13 ft. ,and the second story footprint has been reduced by approximately 100 sq.ft. size to minimize the bulk and mass of the building. The cantilever has been eliminated and replaced with a small 2 ft. by 6 ft. wide pop-out which creates more movement to that building elevation. The project remained as a 2-story design. This project has been postponed to the Planning Commission hearing on July 20, 1998. MOTION by Rick Cavecche to recommend approve of this project to the Planning Commission, subject to the following conditions: 1. Exterior finish materials including siding, windows and doors to match existing residence. 2. Roof pitch to match existing residence. 3. Change dormer to shed type and lower approximately 2 to 3 ft. down from ridge. 4. Provide cap treatment on exterior stairway railings. 5. Modify stair post at entrance to match porch on existing residence. 6. Provide ribbon style driveway for new garage. 7. Set fence back along La Veta Avenue to provide for a2 ft. wide planter on exterior side of fence. 8. Submit lighting fixture detail to DRB for approval. 9. Prior to issuance of building permits, submit final plans to the DRB for approval. The project was presented by Vicky Mata with Beazer Homes and Fred Talarico -Project Consultant. The proposal is to construct a 66 units multiple family residential complex on the west parcel of the Rock Creek Ranch development. The DRB has previously reviewed and approved a nearly identical project on the South Parcel. This is a submittal of the final phase of the same development. MOTION by Tim McCormack to recommend approval of this project to the Planning Commission with the following conditions: 1. Building elevation plans approved as submitted. 2. Add 3 trees in the paseo area between Buildings #3 & 4, similar to other paseo areas within the project. 3. Add landscaping (trees and shrubs) to common area at the triangular space behind Building #1. 4. Provide 2 pedestrian crossings at common recreation pool area. This may be accomplished with painted speed bumps or enhanced pavement. 5. Add pedestrian walkway in front of Building #4 to provide access to children play area. 6. Modify walkway location to add tree wells (minimum City standard 3' x 3') in front of Buildings #1, 2, 5, 11, 12, 13 & 14 to create a unified streetscape. (Tree selection to be determined by applicant). 7. Provide turf at northeast corner of project site. 8. Upgrade size of Queen Palms from 36 inch box to minimum 12 ft. brown trunk height. (Alms rhombifolia may be reduced in size [minimum 15 gallon] to defer cost for palm tree upgrade) 9. Add a variety of vines for usage on walls and trellis structures. 10. Provide City required inspection notes on landscape and irrigation plans. 11. Reduce spacing of street trees along right of way from 45 ft. to 35 ft. on center. 12. Prior to issuance of building permits, submit final landscape plans to DRB for approval. Lincoln Street R1-6 (Single Family Residential) District Bert Tarauat, Architect Recommendation to Planning Commission The project was presented by Howard Morgan.. The proposal is to extend the existing garage back 34 ft. to accommodate an recreation vehicle, and construct a 616 sq. ft. accessory second unit over the new garage. This project has been scheduled for Planing Commission hearing on August 3, 1998. The DRB expressed concerns with the issue of privacy for the adjoining neighbors to the south. The DRB suggested replacing the see-thru metal railing at the patio with a higher solid wall element, and the use of smaller bedroom windows mounted higher up along the south building elevation. The DRB also noticed that the traditional design of the new unit is inconsistent with the existing house's contemporary style architecture. MOTION by Steve Prothero to continue this item to the July 22, 1998 meeting with the following changes: 1. Replace the see-thru metal railing along the south side of the building with a higher solid wall element to continue around to the west elevation. 2. Second story bedroom windows to be replaced with smaller windows mounted higher up, or provide opaque glass if the larger windows are used. 3. The architectural style of the existing house and the new addition should be more compatible. Suggest use of stucco finish on the first level and shingles on the upper level.
