The meeting adjourned at approximately 9:05 p.m. Study Session - 5: 30 P.M. 1. Discussion with Orange Police Department (Crime Prevention Bureau) regarding the design review process and how it relates to law enforcement/safety issues. 2. Review of Conflict of Interest laws with City Attorney's Office. 3. Review of how City staff plan check and monitor a project's conditions of approval. 4. Discussion of establishing a "Substitute Materials" list for projects within the Old Towne Historic District. (1) DRB No. 3249 Mills Corporation Sign program for new commercial center. Sign Program The Block at Orange The project was presented by Jerry Engen and Debra Warner with the Mills Corporation, and John Ward with Communication Arts, Inc. The proposed sign program will have a major impact on the future success of this project. A Conditional Use Permit application has been submitted to establish a Major Commercial Center Sign Program scheduled for Planning Commission hearing on July 20, 1998. MOTION by Steve Prothero to recommend approval of the project to the Planning Commission, subject to the following: Stylon Signs: Good design concept. Avoid garish colors. Keep black and white or monochromatic. Small stylons should be limited to approximately 10% of area for advertising. Placard Signs: Needs to be better integrated with the architecture. Suggest different mounting technique, profile and shape. Third party (non-tenant) use of changeable copy signs for advertising should be prohibited. Wall Signs: Allocation of wall sign square footage to the individual tenant space -How is this monitored? Ring Road Directional Signs: Needs to be integrated with landscaping. May be too large and not appropriate in size and scale. Entry Magazine Signs: Needs to be integrated with landscaping. Maybe too large and not appropriate in size and scale. Outparcel Signs: May not be complimentary to outparcel tenant buildings. Tenants should have freedom to integrate the sign with the building architect. Major Tenant Signs: Needs to be submitted back to the DRB for final review and approval.
