The board met for an administrative session beginning at 4:30 P.M. The meeting adjourned at approximately 8:10 p.m. City of Orange -Design Review Boarci Meeting Minutes for June 3, 1998 Page 2 Regular Session - S: 30 P.M. Tim McCormack opened the meeting. A motion was made by Steve Prothero to approve the April 22, 1998 minutes with the following revisions: DRB #3249 (Mills Corporation) page 5, condition 6 amended as follows: Add plant material at south side of the theater (Building `B'), especially at the main exits to help break-up the uniform landscaping and to screen the transformers. DRB #3303 (Orange Heights Senior HousingLpage 10, para~--aph 2, sentence 1 amended as follows: Tim McCormack commented that the plans have not been revised to addressed the board's concerns from the previous meeting. DRB #3314 (Childbrid~e Preschools, Inc.l, pale 11, condition 9 added as follows: 9. Prior to issuance of building permits, final landscape and irrigation plans shall be submitted to Department of Community Services for approval. DRB #3334, (Greystone Homes) page 6, condition 2, amended as follows: 2. The proposed site plan layout is not acceptable. Accessibility to the units are poor due to a lack of pedestrian pathways. Taft Avenue Lantz-Boggio Architects • Final review of a 3-story community care facility for the elderly • R-3 (Multiple-Family Residential District) The project was presented by Ben Beckler with Southern California Presbyterian Homes, and Dennis Boggio with Lantz-Boggio Architects. This is a final review of an approved project that was reviewed by the DRB on October 18, 1995. The final building design, exterior finish, roof material, color palette, etc. were carefully selected to assure compatibility with the existing residential community. Construction documents have been submitted to the City's Building Department for issuance of building permits, pending final approval by the DRB. Tim McCormack asked the applicants for a full presentation of the project, since none of the current board members were on the Design Review Board when the project was first reviewed and approved. MOTION by Tim McCormack to approve the project subject to the following conditions: 1. Prior to issuance of building permits, submit revised plans to the DRB for approval. 2. Landscape architect to re-evaluate the proposed use of Pinus pinea (Italian Stone Pine) in a relatively small planting area along the north property line. Recommendation to use Pinus halepensis (Aleppo Pine) instead, as this is a smaller specie that is more appropriate for the size of the planting area. 3. Queen Palms at the south side of the main building entrance to be shifted further south to create more space for the larger tree to grow in this area. 4. The proposed use of Bougainvilla and Wisteria Vines requires the use of trellis structures attached to the walls, in order for the vine to climb. Boston Ivy may be use instead which it will climb without the use of any trellis structure. Submit detail of how the vines are to be attached to the building structure. 5. Submit civil engineering plans to DRB for review of paving layout and other site details. Plans to show adjusted parking stall layout at the northeast corner of the property, and the replacement of the existing drive approach with standard sidewalk, curb and gutter. 6. Provide street trees along Taft Avenue per City requirements. 7. Recommendation to provide enhanced paving at the entrance porte cochere to the building. 8. Submit architectural detail plans of columns, balconies, railings, roof truss, corbels, etc. to DRB for approval. 9. Submit detail plan or sample of lighting fixtures. Coordinate location of light fixtures with the landscaping plan to alleviate potential conflicts. Address the potential impacts of light pollution spill-over onto neighboring residential properties. 10. Submit signage plans to DRB. SECOND: Robert Reilly AYES: Tim McCormack, Robert Reilly NOES: None ABSENT: Rick Cavecche ABSTAINED: Steve Prothero MOTION CARRIED City of Orange -Design Review Board Meeting Minutes for June 3, 1998 Page 5 (2) DRB No. 3303 Orange Heights Senior Housing 340 Newport Blvd. Cathcart/Begin Landscape Architects New 87 units senior citizen housing project C-1 (Limited Business District) The project was presented by the owner, Jerome Greubel, and Bill Cathcart, Landscape Architect. The revised plan now corresponds with the City approved grading plan which shows the limit of the grading going beyond the property boundaries. The cut slopes would be hydroseeded with a native plant mix with no irrigation. MOTION by Tim McCormack to approve the project subject to the following condition: 1. Prior to issuance of building permits, final landscape plans (Construction Documents) shall be submitted to the DRB for approval. Final plans to indicate that the slopes be hydroseeded with a matching native plant mix at appropriate timing (early winter/late fall when forecast of rain is available). Project is approved with no irrigation at the cut slope areas. Chapman Avenue Anchor Signs • New replacement blade sign for an existing retail business • SPZ (Specific Plan -Santa Fe Depot Area) The project was presented by Derek Looney. A scaled model of the existing building was presented to the board, along with historic documentation and photographs of the building and signage. Staff pointed out that a provision in the Old Towne Design Standards (Page 17) allows for historically referenced signs as documented from original building photographs may exceed permitted standards. As such, a variance is no longer needed for the proposed sign. Steve Prothero reiterated his concerns with the use of neon lighting which extends out beyond the sign face area. Although he does not have a problem with the design of the sign, this may be precedent setting for future projects in the Old Towne area. MOTION by Robert Reilly to approve the project as submitted. Chapman Avenue KOBA Architects • Renovation of an existing office complex • C-2 (General Business District) The project was presented by Charles Lamb, Landscape Architect. The proposed building renovations were approved by the DRB at the April 22, 1998 meeting. This is a submittal to upgrade the existing landscaping on the property. Anew gateway structure in the back parking lot was also included as part of the submittal. MOTION by Tim McCormack to approve the project subject to the following conditions: 1. Submit final landscape plans to DRB for approval. (Recommend use of Boston Ivy vine) 2. Submit revised plan of new gateway structure to include a detail plan of the base support structure and a north elevation plan looking towards Chapman Avenue. The gateway structure to be similar scale as the new portico along the south building elevations. 3. The enhanced color pavement at the new outdoor seating area at the rear of the building to match existing enhanced paving. 4. Submit detail plan of cast concrete cap for the proposed new 18" high decorative planter wall and pilaster at the front of the building. Also submit detail plan of optional decorative lighting fixtures on top of the pilasters. 5. The optional middle enhanced paving at the entry drive aisle to be raised in a speed bump to the same elevation level as the pedestrian walkway to allow for handicap access connecting between the 2 building entrances. Drainage towards Chapman Avenue and towards the drainage system to the north. 6. Provide permanent under planting (Annual Colors) at the base of the 4 Tupidanthus calyptratus trees. 7. Submit detail plan for the proposed up-lighting of the Palm trees at the entry drive aisle. Walnut Avenue Richard Dennen • New accessory second unit housing • R1-6 (Single Family Residential District), Old Towne. • Recommendation to Planning Commission The project was presented by James Martini and Deborah Kay Martini, and Richard Dennen - Contractor. The proposal is to construct a new 498 sq.ft. accessory second unit housing onto the backside of an existing 3-car detached garage. The project has been scheduled for Planning Commission public hearing on July 20, 1998. The DRB expressed concerns with the construction of the new gable roof side-by-side to the existing gable roof. This is an awkward roof layout that is also likely to have rain water leakage problems in the future. The board discussed several alternative roof layouts with the applicant, and also suggested that a small entry porch structure be added to the front of the new unit. MOTION by Steve Prothero to continue this project with the following recommendations: 1. Submit revised plans with new roof configuration per DRB discussion. 2. Exterior building finish materials to match existing residence. 3. Provide wood windows through out. 4. Submit detail plan of porch lighting fixture, if proposed.
