The board met for an administrative session beginning at 4:30 P.M. The meeting adjourned at approximately 9:30 p.m. Regular Session - S: 30 P.M. Steve Prothero opened the meeting. The February 4, 1998, March 18, 1998 and April 1, 1998 meeting minutes were deferred for review and approval to the end of the meeting. City of Orange -Design Review Board Meeting Minutes for April 22, 1998 Page 2 A motion was made by Rick Cavecche to approve the February 4, 1998 minutes with the following revisions: DRB #3262 (Acute Rehab Hospital), pale 2, condition 7, amended as follows: 7. Add Boston Ivy vines at 8 ft. on center along north property line wall. Page 2, condition 8, amended as follows: 8. Of noted importance; will incandescent which is existing in residential areas be matched, or will whiter light such as incandescent or metal halide be used instead of high pressure sodium? Page 2, concern #5, added as follows: High levels of light pollution in residential areas. Page 3, comment #3, amended as follows: 3. Provide a "Demonstration Project" location on the street of the actual light fixtures with frost, and without frost, luminaries, and poles, for public comments. Page 2, paragraph 2, sentence 3, amended as follows: The safety concerns of the pine needles droppings and surface roots can be mitigated with proper tree maintenance. Page 3, condition 4, sentence 4, amended as follows: This maybe accomplished with a different treatment (i. e. size/spacing) and/or specie of Palm trees. Page 3, condition 5, sentence 1, amended as follows: Suggest that some type of treatment such as a small street tree be provided at the new sidewalk nodes. Page 3, condition 6, sentence 1, amended as follows: The Plaza area has lost some of its period style "Fussiness" due to open areas and lack of pathways to define rose garden areas. SECOND: Tim McCormack AYES: Rick Cavecche, Tim McCormack, Steve Prothero, Robert Reilly NOES: None ABSENT: Steve McHarris ABSTAINED: None MOTION CARRIED City of Orange -Design Review Boarcl Meeting Minutes for April 22, 1998 Page 5 1) DRB No. 3249 Mills Corporation City Mills Shopping Center Complex Mesa Design Group Landscape Architects • Final review of parking lot landscaping plans. • C-2 (General Business) District The project was presented by Debra Warner with the Mills Corporation, and Bill Milsap with the Mesa Design Group Landscape Architects. This is an update of the site landscaping with some minor adjustments to certain areas that have been modified. The overall design concept remained essentially the same as the previously approved plan. There is an overall increase in the ratio of landscape area verses the number of parking spaces through out the site. Some of the planting materials have also been upgraded to larger size. The board raised concerns with the 10 ft. wide landscape setback area along City Drive South, especially along the area where the bus bay is to be located. What is the grade difference`? Are there guard rails along the street? This area needs to be addressed. The applicant replied that this area needs to be finalized with the City's Public Works Department, than it would be better defimed in their next plan submittal to the board. MOTION by Steve Prothero to approve the project subject to the following conditions: 1. The landscape area fronting along City Drive South needs to be better defined. This needs to be addressed on the next plan submittal to the DRB. The submittal shall include any hardscape design including wall and railing details. 2. Eliminate one of five Brazilian Pepper trees and rearrange at truck wells (SC2A & SC2B) to avoid conflict with truck traffic movements. 3. The landscaping shown adjacent to tenant spaces that non-leased are approved in concept only. A final landscape plan shall be submitted to DRB when the tenant(s) are identified. (Note: Where there is no building, landscape areas to be curbed). 4. Extend landscape treatment further into truck well areas. This may be accomplished with ground cover and shrubs, or vines, at the option of the developer. 5. Provide bollards at truck wells to prevent damage to curbed planter areas from truck traffic. 6. Add plant material at south side of the theater (Building `E'), especially at the main exits to help break-up the uniform landscaping and to screen the transformers. 7. Truck well walls to be approximately 11 ft. high with stucco over CMU walls. (Exception: East side primary entry to be 12 ft. high split-faced block with glazed tile). 8. OFF 5TH: In Lieu of landscaping, a trellis element (Espalier) is being provided against the building face for growing vines. 9. Provide screening for transformers where possible with shrubs. 10. Consider using Brazilian Peppers on each side of truck wells at service yard (SC4) both sides. This is one of the new tenant at the City Mill Shopping Center. MOTION by Rick Cavecche to approve the project subject to the following conditions: 1. Building elevation plans are approved as submitted. 2. Increase Palm tree height to above top of roof parapet height (minimum 2T-6") 3. Provide double row of shrub. 4. Submit signage plans to DRB for review. Chapman Avenue Larry Carlson Inc., Landscape Architects Review of landscape plans for a recently renovated drug store. • C-1 (Limited Business) District The project was presented by Henry Kwon with Nadel Architects, and Larry Carlson, Landscape Architect. The proposal is to enhance the existing landscaping on site to compliment the newly renovated Rite Aid store (formerly Thrifty Drugs). The DRB commented that the existing landscaping, especially the trees along Chapman Avenue, was poorly maintained by the previous owner. The proposed enhancements would be a welcomed improvement to the new store as well as the shopping center. The DRB recommended that the location of the trees be coordinated so that it does not conflict with building signage. MOTION by Steve Prothero to approve the project subject to the following conditions: 1. Coordinate tree placement with signage. 2. All damaged shrubs to be replaced. 3. Add Boston Ivy vine at trash enclosure. 4. Star Jasmine to be spaced maximum 18 inches on center. 5. Upgrade Crape Myrtle from 15 gallon to 24 inch box. 6. Add minimum 3 Crape Myrtle in planter strip along Chapman Avenue. State College Blvd. (Orange Drive-In Theater site) Rick Manners & Joe Bricio • Revision to building elevations (and con- struction method) for auto sales building • M-1 (Light Industrial) District • Southwest Redevelopment Project Area The project was presented by Rick Manners with Carmax, and Joseph Bricio -Project Architect. The proposal is to change the previously approved building material from split-face block to concrete tilt-up because it is a more suitable material. There were also some alterations to the layout of the roof structure. MOTION by Rick Cavecche to approve the revised building elevations, subject to the following conditions: 1. Wash/Detail building material to match main showroom building. 2. Provide sight line study to verify proper roof parapet height for adequate screening of mechanical equipment. 3. All other conditions of approval from the previous meeting shall apply. The proposal has been substantially revised from the previous submittal. The option of the 2-story addition has been eliminated. MOTION by Steve Prothero to approve the project subject to the following conditions: 1. Exterior siding/finish, trim, brick and roof materials to be reviewed and approved by the City's Historic Preservation Planner. 2. Provide ribbon driveway to setback of building. 3. Provide wood casement windows with true divided lights. 4. Add gable dormer at front pop-out. 5. Carport to match existing garage. 6. Maintain existing Canary Island Palm or relocate same. 7. A soils report was submitted which shows that there are no problem with the soils condition. Tim McCormack commented that the plans have not been revised to address the board's concerns from the previous meeting. Also, a grading plan still needs to be submitted by the applicant to accurately illustrate the slope conditions of the site. It is unclear what the proposed concept is due to a lack of information. MOTION by Steve Prothero to continue this project to the next scheduled meeting. SEC Villa Park Road and Hewes Street Cathcart/Begin Landscape Architects New preschool facility in un-incorporated County area. Proposed R-3 (Multiple -Family Residential) District The project was presented by the owner, Martha Malane, Dennis Muth -Project Architect, and Leonard Feldner with Cathcart/Begin Landscape Architects. MOTION by Tim McCormack to approve this project subject to the following conditions: 1. The building finish materials and color palette are approved as submitted. 2. Match west side of parking lot entry to the east side by extending the sidewalk through and creating a planter area to shift the tree further south. Selection of the tree to taken from # 5 -Parking Lot Trees, or # 7 -Evergreen Mass Trees. 3. The #4 -Vertical Accent Trees at the circular area shall be an evergreen tree to contrast with the deciduous accent trees. 4. Strong recommendation not to use Jacaranda in the selection of Deciduous Accent Trees. 5. Strong recommendation not to use Liquidambar in the selection of #7 -Evergreen Mass Trees at turf area. 6. Trees at both driveway entrances off Villa Park Road and Hewes Avenue shall be setback minimum 25 ft. from the corners to allow for adequate vehicular sight distance. 7. Landscape Architect to verify toxicity of all tree selections. 8. Provide street trees per City requirements. 9. Prior to issuance of building permits, final landscape and irrigation plans shall be submitted to Department of Community Services for approval. The proposal is to remodel an existing office complex that is currently being used as a trade school. MOTION by Rick Cavecche to approve the project subject to the following conditions: 1. Building elevations and color palette are approved as submitted. 2. Change the metal roof over the new portico to a the material to match the existing roof, preferably using the same tiles that are being removed for the gable addition. 3. The issue of bird nesting behind the pediment and wrought iron railing false balcony of the new portico needs to be addressed so that it does not become a maintenance problem for the tenants. 4.
