The board met for an administrative session beginning at 4:30 P.M. The meeting adjourned at
approximately 8:30 p.m.
Regular Session - 5: 30 P.M.
Steve Prothero opened the meeting. A motion was made by Steve Prothero to defer the review
and approval of the December 17, 1997 and the January 21, 1998 minutes to the February 18,
1998 meeting.

Final Review
The project was presented by Matthew Greiner -Farnsworth Group Architects. This is a final submittal
of the site plan, building elevations, and landscape plan. The signage plans will be submitted separately
at a later date.
MOTION by Steve Prothero to approve the project subject to the following conditions:
1. New site walls where exposed shall be 2 sided split-face block.
2. Driveway island at parkway strip is to be eliminated.
3. Recommendation to modify the curb ramp that cross the drive aisle at parcel 3 parking area.
4. Recommendation to change Australian Willow to Sycamore on the north side of the entry trellis to
match the existing Sycamore on the south side.
5. Change Crape Myrtle to California Sycamore at the southeast corner of the property.
6. Change London Plane Tree to California Sycamore along riparian area at the rear of the property.
7. Add Boston Ivy vines at 8 ft. on center along north property line wall.
8. Provide linear root barriers in linear planting areas in lieu of round root barriers around tree root
balls.
9. Prior to issuance of building permits, submit irrigation plans to Community Services Department
staff for review and approval. (Plans to address the issue of irrigation for adjacent off-site planting)
10. Submit fmal landscape plans of adjacent church property.
11. Submit signage plans to DRB. (Suggestion: Consolidate the signage for the multiple uses including
the new rehabilitation center, the existing church, and the future development on parcel 3)

• New wall sign for an existing tenant within
a retail center
• C-P (Commercial Professional District)
The project was presented by Delia Tamasan, D.D.S. and Bob Swanson with Sign-A-Rama. The
proposal is to replace the existing generic sign that reads "DENTISTRY" and replace with a new sign
that includes the name of the dentist and a graphic logo.
MOTION by Rick Cavecche to approve the wall sign, subject to the following conditions:
1. Change the lower can sign to individual channel letters (red color is approved), or
2. Eliminate the lower can sign altogether.
3. Maximum overall wall sign height shall not exceed a maximum ratio of two-thirds of the fascia wall
height.

Recommendation to Planning Commission
The project was presented by Jack Selman -Architects Orange, Mike Presilio -Ewing Properties, Inc.,
and Jack Chandler -Landscape Architect. The revised plans incorporated many of the changes that were
suggested by the DRB from the previous meeting.
MOTION by Steve Prothero to recommend approval of this project to the Planning Commission, subject
to the following conditions:
1. Prior to issuance of building permits, final site, building elevation, lighting, and landscape plans shall
be submitted to the DRB for review and approval.
2. Provide trellis over trash enclosure for commercial buildings.
3. Revise landscape plans to show Ficus benjamina along Main Street and Crape Myrtle (Red fern
variety) along Town & Country Road.
4. Add landscape trellis along the south elevation of Retail Building #2.
5. Exterior finish material and color palette are approved as submitted.
6. Submit signage plans to DRB for review.

• Replacement wall sign for an existing
restaurant
• C-1 (Limited Business District)
The project was presented by Yvonne Dobie with Bradley Signs. The proposal is to replace the existing
wall sign with Sizzler restaurant's new corporate identity sign and logo. Also proposed is the addition of
a small directional sign on the existing freestanding sign pole.
The board expressed concerns with the illuminated red stripe that runs across the entire length of the roof
not being well integrated as part of the roof structure. The board also questioned the need for a new
directional sign.
MOTION by Steve Prothero to approve the project subject to the following conditions:
1. Lower the wall sign so that the top (including the protrusion) is no higher than the top of the existing
parapet roof structure.
2. Eliminate the illuminated red stripe that runs across the entire length of the roof.
3. Eliminate the directional sign on the existing freestanding sign pole.
4. Provide an opaque background.

The project was presented by James O'Malley with Beazer Homes, and Mike Boyd, project
architect with Danielian Associates. This is a new 133 dwelling units residential project that was
recently approved by the City Council on December 1997.
MOTION by Steve Prothero to approve the project, subject to the following conditions:
1. Add street trees (Crape Myrtle) per City requirement along Spring Street.
2. Recommend replacing Nerium Oleander with a different planting material.
3. Recommend replacing Hedera helix `Hahnii' with Hedera helix `English Ivy'.
4. Recommend replacing Rhododendron with a different planting material.
5. Recommend replacing ground cover, Gazania, with a different shrub planting material.
