DRC No. 3334-B - GREYSTONE HOMES • Proposed 48 lot residential planned unit development • Southeast corner of Canal Street & Heim Avenue • DRC Action: Recommendation to Planning Commission • (Continued from 9/22/99 and 10/06/99 meetings) The project was presented by Greg Mendoza with Greystone Homes, and Frank Radmacher - Landscape Architect. The plans have been revised to address the DRC's concerns from the previous meeting. The existing Eucalyptus trees are to be removed to accommodate street widening along Heim Avenue, as required by the City Public Works Department. As a mitigation, 2 new rows of tree massing will be provided to help lessen its impact. New street tree will also be provided per the City's requirements. The two entrances to the tract would are further enhanced with accent Palm trees. The building elevations that are directly facing public streets are now better articulated with architectural trims and details. Perimeter wall/fencing consists of a 6 ft. high, tan colored, slump stone block wall with pilasters and trim caps. The DRC appreciates the applicant's effort in making these changes to improve the quality of the project. The DRC would prefer to see that the architectural trims be applied to the elevations that does not have direct street frontage, but can be viewed from the adjoining streets. A motion was made by Susan Secoy to recommend approval the project with the following conditions: 1. The perimeter homes along Heim Avenue and Canal Street shall be provided with more articulation around the windows on the second story. The articulation to consists of stucco trim to emulate the front elevations so that it is consistent with the architecture. This condition shall apply to all elevations (rear and/or side) that are visible from public streets, including: 2. Provide street trees per City requirements. (Recommend a mix of 2 species of evergreen vertical screen trees as a background to the street trees) 3. Submit final landscape and irrigation plans to Department of Community Services staff for approval. Final plans to include City required inspection notes. 4. Exterior finish materials and color palette approved as submitted. DRC No. 3467 -SAM DESAI • New automotive service station with mini-mart, automated car wash and oil change/tube facility. • Southeast corner at Main Street and Almond Avenue • DRC Action: Recommendation to Planning Commission • (Continued from 10/06/99 meeting) The project was presented by Jeff Chess and Anthony Elliott with Architekton. The plans heave been revised to address the DRC's concerns from the previous meeting. Signage will be submitted separately at a later date. Mark Paone stated that although he was absent from the previous meeting, he has been updated on the project from the meeting minutes. The DRC stated that the revised plans are much improved from the previous submittal, particularly the proportions of the columns and pilasters on the building which are now more consistent. However, the roof element at the building entrances need to be strengthened. Suggest extending the gable roof out to at least the same plane as the front horizontal fascia band, and also extending the roof element further back towards the building to give it more of a 3 dimensional appearance. MOTION by Susan Secoy to recommend approval to the Planning Commission, subject to the following conditions: 1. Final building elevations to be reviewed by the DRC to verify the articulation of the roof elements at the building entrances and the massing of the facade, per discussion above. 2. Cashier area shall be screened from view via the use of a bulkhead of spandrel glass, or some other type of opaque material. 3. Building exterior finish materials (including smooth plaster finish), and color palette are approved as submitted. 4. Landscape concept plans are approved, subject to inclusion of City required landscape and irrigation notes on final plans. Final landscape plans shall be reviewed by Department of Community Services. 5. Submit signage plans to DRC. DRC No. 2487 - BASANT SACHDEVA • Building facade remodel of an existing retail center • 1736-1746 E. Meats Avenue • DRC Action: Final determination The project was presented by Mr. Basant Sachdeva, Architect and owner of the shopping center. The proposal is to renovate an existing retail center that's about 50 years old. Minor landscape upgrade includes replacing the existing overgrown material with low shrub plants in front of the restaurant area. The DRC commended the applicant for his effort, and that the project is going in the right direction. There are, however, some design issues that should be studied more carefully. It appears that the existing restaurant (Cafe Francais) is the anchor tenant in the center, but its front primary entrance seems to be overpowered by the new architectural element on the adjacent elevation. The new horizontal fascia band along the store fronts needs more vertical height to allow for proper signage opportunity (in reference to the 2/3 ratio code requirement for wall signs). Perhaps the cornice element can be carried over to the rest of the center, and the mansard the roof can be eliminated altogether. The proposed color palette should be more consistent with some of the recent commercial projects that has been approved by the DRC. A good example would be the Orange Villa Shopping Center at the southwest corner of Tustin Street and Meats Avenue. Also, a conceptual landscape needs to be submitted to identified the new planting materials to be used in the existing planter area. MOTION by Susan Secoy to continue the project based on the above discussion. DRC No. 3488 -RANDY 8~ SHELBA HANSHAW New 2-story single family residence 6123 E. Cliffway Drive (Tract No. 13913 -Lot 1) DRC Action: Final Determination The project was presented by Mr. Greg Sponseller with Champion Development. The proposal is to construct a new 2-story 5,998 sq.ft. residence on a vacant parcel of slightly over one acre in size. The adjacent property to the east is the site of an above ground water tank house to be constructed in the future, and the new house will partially be screened by the adjacent hillside from the Orange Park Acres community to the east. Mr. Bob Bennyhoff, representing the Orange Park Acres Planning Committee, was also present at the meeting to express his concerns to the DRC. The DRC expressed concerns with reviewing the proposed development without a conceptual landscaping plan and site section plans, particularly for a site on a hill top that can be viewed from 3 sides. The DRC would prefer to see some type of landscape element to help soften the view from down the hills below, but the Fire Department may not approve the placement of trees in this area due to fuel modification requirements. If that is the case, then the applicant must come up with some alternative solutions. it may potentially have a significant impact on the square footage and location of the structure(s), and the type of landscaping on the site. It is a real concern that the applicant has not yet contacted the City's Fire Department for fuel modification requirements. MOTION by Mark Paone to continue the project with the following conditions 1. Submit conceptual landscape plans. (Applicant to meeting with the City's Fire Department for verification of fuel modification requirements). 2. Submit exterior finish material sample and color palette. 3. Submit site section plans. DRC No. 3489 -CITY OF ORANGE • New concession building and restroom facility, and renovation of an existing restroom at an existing public park in the Old Towne district • Southeast Terrace at Hart Park • DRC Action: Final Determination Susan Secoy asked if anyone in the audience wishes to address the DRC, since the project is located within the Old Towne District. (None) The DRC also made reference to and agreed with the recommendations and findings outlined in a letter dated November 1, 1999, from the City's historic preservation consultant, Mr. Robert J. Chattel. MOTION by Susan Secoy to approve the project with the following conditions: 1. Existing trees (Pine, Jacaranda, Chinese Elm) shall be maintained or relocated. 2. New structures shall be ADA compliant. The approval was made based on the following findings: 1. The project conforms to the Old Towne Design Standards. 2. The project complies with the Secretary of the Interior's Standards and Guidelines. 3. The project will not adversely affect the significant architectural features of the existing building, nor adversely affect the character of historical, architectural, or aesthetic interest or value of the building, Its site, or the surrounding area.
