The board met for an administrative session beginning at 4:30 p.m. The meeting adjourned at approximately 8:40 p.m. Regular Session - 5:30 PM REVIEW OF MINUTES: A motion was made by Susan Secoy to approve the September 8, 1999 minutes with the following corrections: DRC #3444 (AI & Ed's Autosound) page 4 paragraph 1 sentence 1 amended as follows: The project was presented by Mark Franks with San Pedro Electric Sign Company. Condition 2, sentence 2 amended as follows: Palm tree shall be 15 ft. minimum brown truck height, and shall match the existing ones that were removed. Condition 2, sentence 3 amended as follows: Placement and size of the Palm tree to be verified by City Community Services Department staff. SECOND: Leonard Filner AYES: Leonard Filner, Jack McGee, NOES: None ABSENT: None ABSTAINED: None Mark Paone, Susan Secoy, Joe Woollett MOTION CARRIED City of Orange -Design Review Committee Meeting Minutes for September 22, 1999 Page 3 DRC No. 3334-B - GREYSTONE HOMES • Proposed 48 lot residential planned unit development • Southeast corner of Canal Street & Heim Avenue • DRC Action: Recommendation to Planning Commission The project was presented by Greg Mendoza with Greystone Homes. The proposed development is a 48 lot subdivision with detached single family residences. There are 3 floor plans each with 3 different elevation treatments, and the units range from 1,656 sq.ft. to 2,057 sq.ft. in size. The project has been scheduled for Planning Commission on November 1, 1999. The DRC discussed the following issues with the applicant: • The front building elevation plans of the units were generally acceptable, however, no side and rear elevations were submitted. The elevations showed all the roof ridges running parallel with the street. Suggest adding a mix of gable ends facing the street to create a more interesting streetscape. • Applicant also needs to submit perimeter wall/fencing plans and conceptual landscape plans to show views of the project from the adjoining public streets (Canal & Heim). Landscape plans must show the location of required street trees. • There are several mature Eucalyptus trees along Heim Avenue that are likely to be removed with widening of the street and construction of this project. This needs to be addressed and properly mitigated, possibly upgrading the size and quantity of new replacement trees to be used for this project. • It appears that a fair amount of grading may be necessary for proper site drainage. Applicant to verify site section drawings for accuracy. MOTION by Susan Secoy to continue the project with the following conditions: 1. Submit perimeter wall/fencing plans and landscape plans to DRC for review. Landscape plans must address the removal of the existing Eucalyptus trees along Heim Avenue, and show the location of required street trees. 2. Submit side and rear building elevation plans with consideration to roof configurations as viewed from adjoining streets. 3. Applicant to verify site section drawings to assure proper site drainage. DRC No. 3436 - KRAGEN AUTO PARTS • Revised building elevation and landscape plans for a new automotive parts store. • 910 N. Tustin Street • DRC Action: Final Determination (The applicant was not present) MOTION by Leonard Filner to approve the project with the following conditions: 1. The use of Hibiscus Rosa-Sinensis is not recommended because it is susceptible to insect problems (i.e. Giant White Fly) which is very difficult to control. 2. Change spacing of Aptenia/Red Apple from 10" on center to 8" on center. 3. Replace the Rhapiolepis with Xylosma `Compacts' for screening around the transformer. 4. Provide City required inspection notes on plans. 5. Prior to issuance of building permits, submit final landscape and irrigation plans to Community Services Department staff for approval. DRC No. 3456 - PHILLIP DOYON • Conversion of an existing residence to a bed & breakfast facility in Old Towne • 224 N. Glassell Street (Contributing Structure) • DRC Action: Recommendation to Planning Commission • (Continued from 8/11/99, 8/25/99, 9/08/99 AND 9/22/99 meetings) (Applicant not present) MOTION by Susan Secoy to continue the project with a directive to staff to require submittal of the revised plans for inclusion in the DRC packets, prior to scheduling for the next meeting. DRC No. 3458 -PAUL HUDSON • Second story dormer addition and demolition/addition at the rear of an existing residence located within the Old Towne District • 212 S. Orange Street (Contributing Structure) • DRC Action: Recommendation to Planning Commission (Approved on Consent Calendar) The DRC found the revised plans to be consistent with the changes that were requested of the applicant from the previous meeting on July 21, 1999. The DRC also found the project to be consistent with the Old Towne Design Standards. MOTION by Susan Secoy to recommend approval of the project as submitted to the Planning Commission. DRC No. 3476 -ORANGE VILLA SHOPPING CENTER • Facade renovation for a former bank building in an existing shopping center complex. • 2000 N. Tustin Street • DRC Action: Final Determination The project was presented by the owner Mr. Craig Jones, and Jim Dietz with Architects Orange. The proposal is to renovate the facade of a former bank building for a new retail tenant that needs more window exposure along their Tustin Street frontage. The DRC expressed concerns with the architecture being substantially different, and therefore does not tie-in well with the rest of the shopping center. The building's location and prominence along Tustin Street requires more attention to the building's architecture so that it does not have the appearance of a "bandaged" approach. Perhaps the design can pick up some of the rhythm and architectural features of the newly remodeled shopping center (i.e. arcade, cornice detail, etc.). Additionally, the new design should also take into consideration and incorporate signage opportunities. MOTION by Susan Secoy to continue the project for further study based on the above discussion.
