1. DRC No. 3390 -AMERICA ON TRACK (DROMO)
Revised signage for a new indoor go-cart racing facility

DRC Action: Final Determination
The project was presented by the owner, Mr. Larry Putnam. This a revision to the original
proposal that was approved by the DRB back in December 1998. The new plans are prepared
by a new graphic designer because the previous designer has gone to Italy. The previous
signage only had a small case "d"letter at the front of building which do not provide adequately
identification for the business. The new graphics on the new proposed signage is more
descriptive, and will better identify the business.
Mark Paone commented although he did not have any problems with the proposed graphics, he
is unclear as to how the sign is to be fabricated and attached to the building.
Mr. Putnam responded that they are trying to emulate the signage for the "Vans" store at The
Block at Orange. Mr. Putman further stated that the method of attachment is similar with the
use of cable wire, clamps, etc.
Susan Secoy stated that the applicant will be required to submit a sample of the actual material
and color palette used for the proposed signage. The applicant's submittal package lacked
adequate information for the DRC to conduct a thorough review of the project.
Mark Paone added that the submittal must also include the method of lighting and type of
fixtures to be used for the proposed signs.
MOTION by Susan Secoy to continue the project for the applicant to provide a complete
submittal to the DRC per the above discussion.

2. DRC No. 3421 - KRISPY KREME
Signage and landscaping for a new donut shop with drive-thru lane
The Block @ Orange
DRC Action: Final Determination
The project was presented by Richard Escalante -Project Manager, and Joe Marks with
Superior Electrical Advertising. This is a review of the final landscape plans and sign program
for the project.
The DRC complimented the applicant for a signage presentation well done. It is greatly
appreciated. The DRC suggested that perhaps an additional directional sign(s) may be placed
at the driveway entrance at the far end of the property to help facilitate vehicular traffic.
The applicant agreed to add another directional sign at the far driveway entrance.
Leonard Filner commented that there are some existing mature coral trees on the site that
should be saved and transplanted for the new project.
MOTION by Leonard Filner to approve the project subject to the following conditions:
1. Save and transplant 2 existing Coral trees on site. One Coral tree to be relocated to the
outer planter area at the delivery driveway. Another Coral tree to be relocated to the planter
area at the end of the drive-thru lane. Also relocate the new Palm tree at this location to the
planter area along the west side of the drive-thru lane. Palm trees in this area to be evenly
spaced apart.
2. Submit final landscape and irrigation plans to Community Services Department staff for
approval. Final plans to include City required inspection notes.
3. Sign program approved as submitted. Recommend that an additional directional sign be
installed at the driveway entrance at the far end of the site to help facilitate vehicular traffic.

3. DRC No. 3434 - RONNIE NORTON
• Revised front porch modification of an existing residence in Old Towne

• DRC Action: Final Determination
The project was presented by the owner, Mr. Ronnie Horton. This is a revised proposal from
the previous meeting with the DRB on May 19, 1999. The plans show that the two end columns
have been shifted further out to line-up with the edge of the house, and some architectural
detail elements have been added to better emulate the style of a bungalow. Again, the primary
objective is to fix an on-going maintenance problem due to rain water damage by raising the
roof approximately 36 to 39 inches to cover the 2 sides of the porch that were covered with a
flat roof about 20 years ago. Since the previous meeting with the DRB, Mr. Horton has done
some research at the library on the design of bungalows.
Susan Secoy stated that she is disappointed to see essentially the same project returning to the
DRC, as very few changes have been made since the previous submittal. It appears that all the
previous DRB stated comments are being ignored. As such, she has not changed her opinion
of the project in terms of denying it.
Leonard Filner stated that he had met the property owner during his visit to the site. They
exchanged greetings, however, no discussions were made regarding the project.
Mark Paone stated that the proportions of the porch shown on the newly revised plans are
actually worse and not better than the previous plans. It is the overall massing, scale and a
combination of many items (architectural detailing) that are inconsistent with the design
vocabulary of a California Bungalow. Unless there are some significant changes that can be
made to the plans, he cannot offer his support for this project.
Susan Secoy asked if there were anyone in the audience that wishes to comment on the

proposed is not consistent with the Old Towne Design Standards.

4. DRC No. 3436 - KRAGEN AUTO PARTS
Revised new automotive parts store

DRC Action: Final Determination
The project was presented by David Abernathy with Howard Spunt and Associates, Inc., and
Lou Werbe with Kragen Auto Parts. The original plans were reviewed and denied by the DRB
on May 19, 1999. The DRB's denial was primarily due to the site plan having zero building
setback along the north and west property lines, and that the building elevation design was very
minimal with no articulation. The DRB's decision was appealed to the Planning Commission
on July 7, 1999. The Planning Commission overturned the DRB's denial and approved the
proposed site plan with zero building setbacks along the north and west property lines. The
Planning Commission, however, concurred with the DRB's finding in regards to the aesthetic of
the project, and therefore is requiring the applicants to submit revised building elevations,
landscape and signage plans to the DRC for review and approval.
The DRC stated that the revised architectural plans are much improved over the previous
submittal. Other discussion items included code requirement for handicap parking, the location
screening of the transformer on site.
MOTION by Susan Secoy to approve the project with the following conditions:
1. Building elevation plans, exterior finish materials and color palette approved as submitted.
2. Applicant to consult with Southern California Edison to determine the possibility of utilizing
the existing transformer located on the adjacent parcel. If a new transformer is to be use as
shown along the south side of the building, then replace the Rhapiolepis with Xylosma
`Compacta' variety for screening around the transformer.
3. Upgrade one of the 15 gallon Tristania tree to a 24 inch box size to comply with the City's
minimum 25% - 24 inch box tree size requirement.
4. Submit final landscape and irrigation plans to Community Services Department staff for
approval. Final plans to include City required inspection notes.

6. DRC No. 3446 -JOHNNY REB'S RESTAURANT
Renovation and expansion of an existing restaurant

DRC Action: Final Determination
The project was presented by the owners Larry and Cheryl Carter, and the project architect, Mr.
Bhupendra Singhal. The submitted plans are now more refined and detailed which reflects the
colored renderings that were shown to the DRB at the previous meeting.
The DRC raised concerns with the submitted landscape plans being incomplete and lacking
information. It appears that some of the planter areas that were shown on the previous plans
have been eliminated. Also, the narrow width of the planters in the center parking aisle are
inadequate for trees. Other items of discussion included the use of more authentic exterior
finish materials and parking lot lighting.
MOTION by Leonard Filner to approve the project with the following conditions:
1. Building elevation plans, exterior finish materials and color palette approved as submitted.
2. Provide 3 tree planters (3 ft. x 3 ft. min.) with 6 inch raised curbing in the center parking
aisle. Staff to verify the issue of code compliance with the use of 6 inch curbing.
3. Submit final landscape and irrigation plans to Community Services Department staff for
approval. Final plans to include City required inspection notes.
4. Recommendation that the proposed stone work on the building be as authentic as possible.

7. DRC No. 3448 -SELECT LEASING & VIKING PLUMBING
Construction of two new truck storage and maintenance buildings for an existing
industrial facility.

DRC Action: Recommendation to Planning Commission
The project was presented by the project architect Gus Orozco. The plans have been revised
to addressed many of the DRC's concerns from the previous meeting. The elevations have
been enhanced with the use of different materials to add texture and color to the building. Also
included is a conceptual landscape plan showing that new planter areas have been added
throughout the site and along the west property line. The project now exceeds the minimum
10% landscape requirement, and proper screening is provided, particularly along the west edge
of the property.
The DRC stated that the revised project is an improvement over the previous submittal, but a
sample of the exterior finish material and color palette is still needed for approval. While the
DRC appreciates the architect's effort in addressing the landscaping issues, it may have been
slightly overdone along the west edge of the property. It is suggested that the selected trees
(Tristania conferta) are spaced further apart (every 3 parking stalls) as they tend to have large
canopies. And for that same reason, a different tree (i.e. Crepe Myrtle) should be used in the
planter areas adjacent to the buildings. Another concern is the minimum 25 ft. wide 2-way drive
aisle required by code. Suggest replacing parking stalls #16 and 23 with angled landscape
planters to achieve required drive aisle width.
Mr. Orozco agreed to install the landscape planters, as the parking is in excess of code
requirements.
MOTION by Susan Secoy to recommend approval of the project to the Planning Commission
with the following conditions:
1. Conceptual building elevations are approved as submitted. Prior to issuance of building
permits, submit exterior finish material sample and color palette to the DRC for approval.
2. Tristania trees along the west edge of the property shall be spaced approximately 25 ft.
apart (i.e. every 3 parking stalls).
3. Add under-story planting materials and vines along the west edge of property. Also add
foundation planting in planter areas adjacent to buildings.
4. Eliminate parking stalls #16 & 23, and replace with angled landscape planters to achieve
code required drive aisle width.
5. Suggest use of smaller trees (i.e. Crepe Myrtle) in planter areas adjacent to buildings.
6. Prior to issuance of building permits, submit final landscape and irrigation plans to
Community Services Department staff for approval. (Final plans to include required City
inspection notes)

8. DRC No. 3450 -ORANGE HILLS RESTAURANT
Expansion of an existing restaurant with new parking structure
6410 E. Chapman Avenue
DRC Action: Recommendation to Planning Commission
The project was presented by the project architect, Mr. Phil Bennett. The proposal is to
construct a 29,000 sq.ft. parking structure, and to add approximately 3,700 sq.ft. onto the
existing Orange Hills Restaurant. The project has been scheduled for Planning Commission
hearing on August 16, 1999. They have been working with City staffs for the past 2 years to
create a plan that has the least amount of impact for the surrounding area. A schematic section
of the site shows that the parking structure is kept as low as possible. As for the impact of light
and glare, the lighting fixtures would be shielded and directed away from the surrounding
residential properties.
The DRC raised concerns with the lack of landscaping along the south side to screen the
parking structure. The addition of vines would also help to soften the image of the project. As
for the restaurant addition, more detail information is needed (cross sections)
The DRC asked if there were any comments from the people in the audience.
Ms. Nancy Coleman, residing at Rocking Horse Way, commented that she would like to see
that the structure is properly screened, and that the lighting impact be kept to a minimum. She
suggested that the use of larger planting materials would definitely help to achieve this. Ms.
Coleman also stated that she can sometimes hear the music all the way from her house.
MOTION by Susan Secoy to recommend approval of the project to the Planning Commission
with the following conditions:
1. Increase the landscaping along the south edge of the site where the parking structure can
be potentially viewed. The use of vertical (trees) screening is required.
2. The north side of the parking structure shall be concealed with natural earth and with
landscape barriers, to help make the parking structure as harmonious with the landscaping
as possible.
3. Encourage the use of vines and planter boxes on the parking structure.
4. Encourage the use of more sensitive lighting standards that are shielded with minimal light
spillage.
5. Applicant to submit landscape plans to the DRC for review.
6. Applicant to submit cross sections and other building elevation plans to further study the
proposed restaurant expansion.
7. Applicant to submit exterior finish material samples and color palette to DRC for review.

Expansion of an existing automotive dealership facility

DRC Action: Recommendation to Planning Commission
The project was presented by Erik Marcussen with Dennis Flynn Architects, and Brian Butler
with Villa Ford. The proposal is demolish the existing showroom/offices and replace with new
modernized facilities. The existing service shop buildings at the rear will remain unchanged.
The project has been scheduled for Planning Commission hearing on September 8, 1999.
The DRC generally liked the building elevations and did not have any problems with the
architecture. However, there are concerns with the landscaping, especially with the removal of
the existing mature Eucalyptus trees on site. Relocation and replanting of these trees would
nearly be impossible. Some type of mitigation measure should be provided to replace these
trees with new ones, preferably in larger sizes. The DRC supports the simplicity of the
architecture, but felt it can be strengthen by incorporating the use of landscaping. The applicant
will be required to submit a landscape plan to the DRC addressing these concerns. The
applicant should also consult with Community Services Department staff to determine the
type(s) of street trees that are required along Tustin Street (per the new Master Plan of Street
Trees). Additionally, the issue of signage should be considered in relationship to the
architecture and landscaping, to assure compatibility.
MOTION by Susan Secoy to recommend preliminary approval of the project to the Planning
Commission with the following conditions:
1. The building elevation plans are approved as submitted.
2. Submit final landscape plans to DRC for approval. Emphasis shall be placed on the
relocation and/or replacement of the existing trees on site, per the above discussion.
3. Submit exterior finish material samples and color palette to DRC for approval.
4. Submit signage plans to DRC for approval.

Conversion of an existing commercial building (former residence) to a bed & breakfast
facility in Old Towne
224 N. Glassell Street (Contributing Structure)
DRC Action: Recommendation to Planning Commission
The project was presented by the project architect, Douglas Ely. The existing 2-story Victorian
was originally constructed in 1905, and is listed as a contributing structure within the Old Towne
District. Sometime after 1950, the entire structure was picked-up, rotated and moved to the
rear of the property (The building was originally setback the same distance as other residences
on Glassell Street). Mr. Ely stated that the description of the property as commercial is
incorrect since the building was never legally converted (no permits) to commercial use, and
therefore should be described as an existing residence instead. The proposal is to convert the
first story into a bed & breakfast inn, and retain the second story as a residence. Also proposed
is the addition of new landscaping area in the front parking lot to help soften the view from
public streets and adjoining properties. The existing parking lot is currently paved with almost
no landscaping. There are no external building facade modifications being proposed at this
time. This project has been scheduled for Planning Commission review on September 8, 1999.
Mr. Vern Jones stated that the DRC's purview of this project is to 1) consider the historic
significance of the existing structure in its present form, 2) consider the landscaping plan in
relationship to the bed and breakfast concept, and 3) to ensure that the project complies with
the Old Towne Design Standards and the Secretary of the Interior Standards. Based on this,
staff has identified several non-permitted alterations to the building facade such as external
staircases, plumbing and utility service lines, etc. There are also code related issues of
landscape setback and vehicular stacking distance requirements that still need to be
addressed.
The DRC raised concerns that the excessive amount of asphalt paving and minimal
landscaping in the parking lot area, and at the front of the structure, did not create an
environment supportive of the bed and breakfast concept. The submitted plan indicates that 7
striped parking spaces are provide on site and only 6 spaces are required by code. The
additional parking space resulted in a reduction of the front yard landscape setback from the
code required 15 ft. down to only 10 ft. Additionally, over 37 feet of vehicular backing distance
is provided, whereas only 25 ft. is required by code. The applicant should consider reducing
some of the excess parking and paving area and converting it into a softer landscaped garden
area. As for the architecture, the applicant should submit building elevation plans to show how
the various non-permitted alterations are being addressed.
Leonard Filner further stated that the proposed Carrotwood trees may be too large for use in
such a narrow 2 ft. wide planter area as proposed along the north and south property lines.
Suggest that a larger planter area be provided, or choose an alternative tree.
Mr. Ely replied that the owner's intention is to utilize the parking lot for special events such as
the City's annual street fair. The additional stalls can also be used for overflow parking, since
the surrounding area seems to be short on parking spaces most of the time. Given the limited
budget for this project, the added landscaping would be a significant improvement over the
existing bare asphalt parking lot.

Replace existing flat roof over rear bedroom addition with new gable roof, and remove
front patio enclosure of an existing residence in Old Towne

DRC Action: Final Determination
The project was presented by Mr. Robert Mein representing the owner. The existing single
story bungalow was originally constructed in 1920, and listed as a contributing structure within
the Old Towne District. The proposal is to replace an existing shed roof with a new gable roof
over a room addition at the rear of the house that was added probably during World War II.
The intent is to fix a leakage problem and to make the room addition tie-in better with the
original architecture of the house. Mr. Mein also made a clarification that there are no
modifications being proposed on the front (east) elevation at this time.
The DRC stated that they support the applicant's effort in restoring the property.

1. New gable end vent shall be made of wood to match the existing vents on the house.

DRC Action: Final Determination
The project was presented by Mr. Jack DeRosas, and the property owner Mr. Thomas
Tereschuk. The proposal is to add 2 new bedrooms and bathroom to an existing single story
house. The house is not listed as a contributing structure.
The DRC expressed concerns with the proposed use of aluminum sliding windows for the new
addition. Although this is not listed as a contributing structure, the new windows should still
match the existing ones in character and profile, but not necessary be of the exact same
material.
MOTION by Mark Paone to approve the project with the following conditions:
1. Prior to issuance of building permits, new windows shall be reviewed by City staff. New
windows shall match the existing windows on the house in character, style, profile, color and
to include the trim details around the windows. The new windows may be of an alternative
material.

15. DRC No. 3469 -ORANGE COAST COMMUNITY CHURCH
Proposal to develop a small community church in a residential District.

DRC Action: Recommendation to Planning Commission
The proposal was presented by Mr. Wayne Brazil with Orange Coast Community Church. The
proposal is to construct a new 2,880 sq. ft. church building that includes a 150 seat sanctuary
with related offices and restroom facilities. The existing house at the front of the property is
listed as a historic resource, and is to remained unchanged and be utilized as the pastor's
residence. The existing building at the rear is not listed as a historic resource, and is to be
demolished. The project has been scheduled for Planning Commission hearing on September
8, 1999.
The DRC stated that it is very difficult to review the design issues of this project based on a set
of plans that lacked detail information. Although the overall site plan layout seems to work well
for its intended use as a church.
Mr. Brazil responded that this is a preliminary submittal to go through a public hearing process
and find out if the proposed church is an acceptable use on this site by the surrounding
community and the City. Once the land use issues and conceptual plans are approved, they
will then proceed with the purchasing of the property, and hire the requisite professionals to
prepare the necessary detail plans and submit it back to the DRC for design approval.
MOTION by Susan Secoy to recommend approval of the project in concept only to the Planning
Commission with the following conditions:
1. Submit final site, building elevation and landscape plans to the DRC for approval.
2. Submit exterior finish material samples and color palette to the DRC for approval.
