The board met for an administrative session beginning at 4:30 p.m.. The meeting adjourned at
approximately 7:15 p. m.
Regular Session - S: 30 P.M.
The review and approval of the May 19, 1999 minutes were deferred to the June 23, 1999 meeting.

• New donut shop with drive-thru lane

• Recommendation to Planning Commission
The project was presented by the project construction manager Mr. Richard Escalante, and Mr.
Steve Jordan with Tarlos & Associates. The proposal is to construct a new 3,811 sq.ft. doughnut
shop with adrive-thru lane on an out-parcel between TGIF and El Torito Restaurants at the
Block at Orange.
The DRB expressed concerns with the following:
• Trash enclosure is located directly facing the main driveway entrance to the site. Relocate to
a less prominent area.
• Location of fire hydrant too close to truck delivery driveway.
• Increase size and quantity of trees on the site. (24" box Palm trees are too small. Need min.
36" box)
• Add street trees. (Magnolia -dwarf variety)
• Roof top mechanical equipment must be fully screened by parapet wall.
• Graphic elements on the building; are these considered signage, or part of design element?
• Location of freestanding signs must comply with City requirement for vehicular sight
distance.
MOTION by Susan Secoy to recommend approval of this project to the Planning Commission,
subject to the following conditions:
1. Provide an additional pedestrian walkway at the southerly corner of the site to the sidewalk.
2. Shift trash enclosure further north, or relocate to opposite side of parking aisle.
3. Roof top mounted mechanical equipment shall be fully screened by building parapet wall.
4. Increase the size and quantity of Queen Palms in the planter area along the drive-thru lane.
Provide one additional Queen Palm and increase to minimum 36" box size.
5. Provide one additional street tree (Magnolia) along inner ring road to match existing street
trees on site.
6. Indicate all existing planting materials in parking lot area on final landscape plans.
7. Provide City required inspection notes on final landscape and irrigation plans.
8. Submit signage plans to DRB for approval (signage plans to include all graphics on
exterior building walls)
9. Existing sign program allows for 2 freestanding signs along the inner-ring road, however,
prohibits any freestanding signs along City Drive. Location of freestanding sign shall
comply with City requirements for vehicular sight distance.

Oakridge Private School

• Conceptual landscape plans for a new
elementary school with sport fields
• R-O (Recreational Open Space District)
• Recommendation to Planning Commission
The project was presented by the school consultant Mr. Philip Anthony and Carol Hesketh with
Cathcart/Begin Associates. The proposal is to develop a private elementary school on a vacant site of
approximately 22 acres in size. The proposal includes night lighted ball fields that are also opened for
general public use.
The DRB expressed concerns with the following:
• Modify the arrangement of classrooms to achieve a more "campus" like layout. The proposed plan
does not provide for a quad or some type of U-shaped layout or outdoor gathering/assembly area for
the students.
• Provide a fencing program to achieve campus security, but still provides for public open space.
• Provide street trees at 35 ft. on center. Crape Myrtles along Prospect Street and Bradford Pears
along Spring Street.
• Coordinate on site trees with street trees to achieve some type of pattern or design.
• Trees along west edge of property adjacent to the creek to be riparian trees (i.e. Sycamore, Poplar,
Oak, etc.)
• Add trees along Spring Street to mitigate light spillage from ball field to adjoining properties.
Spacing of trees to be approximately 30 ft. on center. (trees may be in groupings averaging approx.
30 ft. on center spacing)
• Increase the quantity of trees on site to comply with City landscape requirements.
MOTION by Tim McCormack to continue the project for the applicant to revise the plans to address the
above stated concerns.

Bank of Yorba Linda New freestanding sign for an existing bank
1875 N. Tustin Street C-TR (Limited Business District -Tustin
Quiel Brothers Signs Street Redevelopment Project Area)
The project was presented by Mike Clark with Quiel Brothers Signs. The proposal is to construct a new
freestanding sign in front of the building to identify the bank. Also proposed is a small directional sign
at the main entrance to the bank to help facilitate pedestrian traffic. The sign was approved under
Variance 2062-99 b the Zoning Administrator.
The DRB raised the following concerns:
• Need accurate site plan drawn to scale.
• Need color palette.
• Brick material used at base of directional sign is inconsistent with the exterior finish material
(plaster) of the building.
• An illuminated address minimum 6 inches in height is required.
• Opaque background is required. Text and logo may be illuminated.
