The board met for an administrative session beginning at 4:30 p.m.. The meeting adjourned at

The Courtyard • New 2-story in-fill retail space addition in
152 & 154 N. Glassell Street Old Towne
Lesson F. Pomeroy -Architect C-1 (Limited Business District)
The project was presented by the owner and architect, Mr. Lesson Pomeroy. This is a final
review of the construction documents, prior to building permit issuance. The project was
approved by the Planning Commission on January 4, 1999.
MOTION by Steve Prothero to approve the building elevations, subject to the following
conditions:
1. Submit final color palette to DRB for approval.
2. Submit manufacturer's specifications (cut sheet) of exterior lighting fixtures to be used for
the project.
3. The landscape planter in the courtyard and in the parking lot area to be planted with
Sycamore.

Dan Arguello • Residential addition in Old Towne
604 E. Almond Avenue R2-6 (Duplex Residential District)
Brian Davis Recommendation to Planning Commission
The project was presented by Mr. Brian Davis, and the owner Mr. Dan Arguello. The project has
been substantially revised to address the DRB's concerns from the previous submittal. In
particular, the new garage has been relocated to the back of the property detached from the
primary residence. A photocopy of a bungalow style house was also shown to the board. The
project will be scheduled for Planning Commission hearing pending the outcome of this meeting.
The DRB stated that although the revised plans are much improved over the previous submittal,
there are still come concerns with the following:
• The high roof pitch tends to make the house appear top heavy. The house featured in the
photocopy appears more proportional because it has a traditional raised foundation which
adds more mass to the base of the house. The majority of the bungalow style houses in
Orange typically have a lower roof pitch.
• More refinement is need for the architectural details such as the use of multi-pane windows,
addition of outriggers, exterior siding, trims, etc.
• Windows should be made of wood with full sash, and have more of a vertical proportion.
• Further study the use of river rock versus culture stone for the chimney and front porch.
• Provide ribbon driveway to a minimum distance at the front plane of the house.
• Submit exterior finish material and color palette.
• Submit manufacturer's specifications (cut sheet) of exterior lighting fixtures, if proposed.
The applicant replied that the high roof pitch is needed to provide the proper ceiling height for
anticipated future use of the attic area as habitable living space. The finish floor is approximately 15"
above grade, and since the entire existing roof is to be removed and reconstructed, the plate height can be
raised from 8 ft. to 10 ft. to make the house appear more proportional.
MOTION by Rick Cavecche to continue the project for the applicant revise the plans to address the
above stated concerns.

Systems Building Integration
2-story residential addition in Old Towne
R2-6 (Duplex Residential District)
Recommendation to Planning Commission
The project was Presented by Sandy Ingram with Systems Building Integration. The plans have
been revised per discussion with the DRB from the previous meeting. New horizontal siding has
been added at the second level along the south and west elevations. The windows have been
enlarged to match the existing and to comply with code exiting requirements. Architectural
trims and features have also been added to be more in keeping with the period of the existing
house. 2 color schemes have been studied to help create more contrast and better articulate the
building. This project will be scheduled for Planning Commission hearing pending outcome of
this meeting.
The DRB stated that the revised plans are improved over the previous submittal, however, the
plans are still not drawn accurately to scale. It is also very difficult to visualize the proposed
color scheme of the house with only the submitted color photographs (no sample material or
color paint chips were submitted). The board also suggested that the horizontal siding material
be wrapped around the second story on all 4 sides of the building rather than just the south and
west elevations. The DRB again noted that this is a contemporary stucco building constructed in
the early 1960's that is not listed as historically contributing. The DRB finds the proposed
project to be consistent with the Old Towne Design Standards.
MOTION by Steve Prothero to recommend approval of the project to the Planning Commission,
subject to the following conditions:
1. Revised plans shall be accurately drawn to scale. Doors, windows, architectural trims and
features shall be placed proportionally on the building, and shown accurately on the plans.
2. The horizontal siding shall be wrapped around all 4 sides of the building on the second floor.
3. Add "belly band" along the north and east elevations to help delineate the first and second
stories of the building. The south elevation may be provided with either a "belly band" or
the proposed trellis element shown on plan.
4. Provide wood windows to match existing.
5. Specify on plan the type and style of garage doors to be used.
6. Provide new ribbon driveway off Toluca Avenue to minimize the amount of paving.
7. Submit exterior finish material and color palette to Planning Commission for approval.

Creek View Senior Community • New 70 unit senior housing project
353 S. Tustin Street C-1 (Limited Business District)
Richard Hanson -Architect Recommendation to Plannina Commission
The project was presented by Richard Hanson -Architect. The proposal is to construct a three
story, 70 dwelling unit senior citizen housing project. A color brochure of two similar existing
projects in the City of Cypress were shown to the DRB. The project is scheduled for Planning
Commission hearing on May 17, 1999.
The DRB stated that the overall design concept is good in terms of articulation, and having lots
of movement with voids/solids and window space. However, there are still several issues that
needs to be addressed as follows:
• The end island planters in the rear parking lot area are only 2 - 3 ft. wide, which are
insufficient for proper landscaping.
• Only the south and west exterior building elevations were included in this submittal packet.
Need to provide north and east building elevations.
• Submit interior courtyard elevations.
• Submit interior floor plans of all floors.
• Submit exterior finish material board and color palette. (Color needs more contrast)
• Submit manufacturer's specifications (cut sheet) of windows to be used for this project.
• Submit manufacturer's specifications (cut sheet) of block walls to be used for this project.
• Submit manufacturer's specifications (cut sheet) of roof material to be used for this project.
• Submit manufacturer's specifications (cut sheet) of lighting fixtures to be used in the parking
lot. (Parking lot lighting plan to coordinate with landscaping to avoid potential conflicts)
• Submit signage plans. (Maybe separate submittal)
MOTION by Rick Cavecche to continue the project to the next meeting on May 5, 1999, for the
applicant to address the above stated concerns.
