(or as soon thereafter as the matter may be heard) SUBJECT: PLANNING COMMISSION RECOMMENDATION TO THE CITY COUNCIL ON AN ORDINANCE AMENDING TITLE 17 (ZONING CODE) OF THE ORANGE MUNICIPAL CODE TO ADD DEFINITIONS, UPDATE CODE REFERENCES, AND AMEND CHAPTER 17.34 RELATING TO OFF- STREET PARKING AND LOADING PROPERTY: Citywide REQUEST: Staff has completed a comprehensive update of parking rates and standards for non- residential uses based on outreach, analysis, and consultant work product to reflect appropriate parking rates and standards for the City of Orange. The proposed parking ordinance update would reduce parking requirements for many business, particularly office, retail, and restaurant uses, to meet current demand standards, thereby supporting economic development. Staff is seeking a recommendation from the Planning Commission. ENVIRONMENTAL INFORMATION: The project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15305 (Class 5- Minor Alterations to Land Use Limitations).
