(or as soon thereafter as the matter may be heard) SUBJECT: SMALL LOT SUBDIVISION ORDINANCE; AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ORANGE AMENDING TITLE S 16 AND 17 OF THE ORANGE MUNICIPAL CODE TO ESTABLISH DEVELOPMENT STANDARDS, AND STREAMLINED SUBDIVISION AND ENTITLEMENT PROCEDURES FOR SMALL LOT SUBDIVISIONS PROPERTY LOCATION: MULTI-FAMILY RESIDENTIAL ZONES (R-3 AND R4) CITYWIDE REQUEST: An Ordinance amending Titles 16 and 17 of the Orange Municipal Code to establish development standards tailored to the small lot subdivision infill development format and streamlined subdivision and development review procedures for infill development in multi-family (R-3 and R-4) zones. Companion Small Lot Subdivision Guidelines are proposed for concurrent adoption that provide guidance related to compatibility of new development with surrounding neighborhood context, site planning, privacy, and façade articulation. ENVIRONMENTAL INFORMATION: The Small Lot Subdivision Ordinance and related Small Lot Subdivision Guidelines are exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15305 (Class 5, Minor Alterations in Land Use Limitations) because they involve only changes to development standards that create more flexibility in housing development format and streamlining of procedures . No changes are proposed to the allowable residential density established by the General Plan. There is no public review required.
