06-08-2021 Public Hearing - Landscape Maintenance Districts 86-2 and 15-1 Annual Assessment CITY OF ORANGE NOTICE OF PUBLIC HEARING LANDSCAPE MAINTENANCE DISTRICT NO. 86-2 & LANDSCAPE MAINTENANCE DISTRICT 15-1 As you know, you are in a Landscape Maintenance District formed in 1986 and in an overlay Landscape Maintenance District formed in 2015 to maintain the extra ordinary landscape in the medians, parkways and Paseo walkways in Santiago Hills. Your districts were formed using the Landscape and Lighting Act of 1972, Street and Highways Code, commencing with Section 22500. The City Council will hold a Public Hearing on Tuesday, June 8, 2021, at 6:00 p.m., or as soon thereafter as may be heard, in the City of Orange Council Chamber, 300 East Chapman Avenue, Orange, California, and various teleconference locations. The purpose of the public hearing is to receive and consider public testimony regarding the maintenance of the landscape improvements and the proposed assessment. The 1972 Act provides that the total cost of maintaining the landscaping including labor, materials, water, electricity, administration and incidental expenses can be spread among the benefiting parcels annually. The LMD 86-2 assessment rates are proposed to remain the same as last fiscal year and not to be increased. The current annual assessment rates for LMD 86-2 are: Single Family Lots - $369.44, Multi Family Lots - $221.66, Commercial Lots - $4063.84 per acre. The LMD 15-1 assessment rates are proposed to increase by 1.5% based on the Consumer Price Index (CPI) for the Los Angeles-Long Beach-Anaheim area. The annual assessment rates for LMD 15-1 Single Family Detached Equivalent will be $248.16, which includes the 1.5% CPI increase.
