NOTICE OF PUBLIC HEARINGS
(1) REVISION TO PARTICIPATION AGREEMENT NO. AGR-6749; AND
(2) APPROVAL OF A DEVELOPMENT AGREEMENT
(DCSG DEVELOPMENT, LLC)
NOTICE IS HEREBY GIVEN that the City Council of the City of Orange will hold two Public
Hearings, Tuesday, June 8, 2021, at 6:00 p.m. or as soon thereafter as the matters may be heard, in the
Council Chamber, 300 E. Chapman Avenue, Orange, and various teleconference locations, to consider
the following matters:
SUBJECT: (1) AN AMENDMENT TO PARTICIPATION AGREEMENT NO. AGR-6749
BETWEEN THE CITY OF ORANGE AND DCSG DEVELOPMENT, LLC; AND
(2) APPROVAL OF A DEVELOPMENT AGREEMENT BETWEEN THE CITY
OF ORANGE AND DCSG DEVELOPMENT, LLC.
PROPERTY LOCATION: 3000 West Chapman Avenue, Orange, CA
REQUEST: (1) DCSG is requesting approval of a First Amendment to Participation Agreement that will
have the effect of reducing the amount of the Economic Development Assistance payment to DCSG from
33-⅓% to 25% for the first three years of the 25-year term. (2) DCSG is requesting a Development
Agreement to vest rights to develop a 306-room hotel with related facilities.
ENVIRONMENTAL INFORMATION: The consideration of these matters does not require
environmental review pursuant to State CEQA Guideline 15162, as there is no change to the previously
approved entitlements that would necessitate additional review.
