MINUTES
September 17, 1990
I . Roll Call
The regular meeting vf the Orange Public Library Board of
Trustees was called to order at 4:32 p.m. by Chairman Tom
Saenz in the EI Modena Branch Library Community Room, 380 South
Hewes, Orange, California.
Present: Trustees Saenz, Courtney, Gorham, McEwan, and Way.
Also present: Hazel Wang, Branch Services Manager and Acting
Technical Services Manager and Karen Leo, Library Director .
II . Approval of Minutes
Trustee Gorham moved that the minutes of the July 16, 1990
meeting be approved as presented. Seconded by Trustee Courtney.
III . Library Director 's Report
Oirector Leo pointed out that the Library statistics for the
month were down and believed this was due to the fact that few
new books were purchased froR� April to July because it is the end
of the fiscal year.
IV. Legislatfve Update
Director Leo advised that $4,000,000 was cut from the statewide
Public Library Fund, which is a �16,000+ cut to the Orange Public
Library book fund.

� V. Old Business
A. Library Automation ProJect:
Director Leo infiormed the Board that the Full Load Responae
Time Performance Test wiil be conducted on September 2Q�
1990 and asked Trustees to valunteer to assist with the
test. The activities necessary to accomplish this test were
elaborated upon� including the search for stapwatches and
volunteers, th� preparation ofi scripts and the training of
staff to perform the test.
VI . B. Main Library Hispanic Teens Program:
Director Leo discussed with the Trustees the request for
second year grant fiunds of �$Q,OOQ from the California
State Library by Main Library Manager .Kerry Stern. Director
Lso shawed the Board a s41id brass engraved paperweight star
signifying the Orange Public Library as an "Allstar. " This
"Allstar" award was. presented to Director teo and Main
Library Manager Stern at their Partnerships for Change
Conference in Dakland on September 12. It was ane of two
Allstar awards presented to a public library.
C. The Plenning Process
Directar Leo relayed to the Board the two primary roles and
two secondary ral�s for the Orange Public Library selected
by the Planning Pracess participants at the meeting on
September 13. They are:
1 . Reference Library.
2. Popular Materials Library. �
3. Preschoolers' Door to Learnin�.
4. Independent Learning Center.
Director Leo will provide copies of the Draft Mission
Statement to Trustees for approval at the October Board
meeting.

� D. New Maln L(brary Facillty
Trustees reviewed a letter to the City Council from Ron
Thompson, City Manager� about discussions with the County vf
Orange regardin� County Fire Headquarters properties.
Directar Leo has b�en advised that the building ofi a new
Main Library facility is 5-8 years away rather than 2-3
years away. Director Leo and Trustees agreed to stimulate
interest fQr a new Main Library facility with th� imp�nding
Mayor and Council elections by calling another meeting of
the Blue Ribbon Site Selectivn Committee.
1 . Tour of Beverly H( Ils Public Library
Trusfies Courtney suggested that the Blue Ribbon Site
Seiection Comnittee tour the Beverly Hills Public
Library in Qctober or November ,
VI . New Buslness
A. Patron Complaint About Overdue Fines
Trustees reviewed a letter written by a patron complaining
of the high overdue fines and her surprise upon receipt of
an ov�rdue notire. Dir�ctor Leo advised Trustees that each
patron is given a fee schedufe when their library card is
issued. Trustee McEwan noted that the patron is not a
resident of Qrange.
B. FY 89/90� Annua� Repvrt
DireGtor Leo d.iscussed the Annual Report for the Library
Department which was presented fio the City Manager and City
Gouncil . This w�s the first Annual Report prepared by the
� Library Department.
Director Leo and Library Bvard Trust�es commended the
Library staff for a year of accom�lishment and hard wvrk.
C. FY 91/92 Budget
Director Leo reported that there were two large items that
were tentatively ap�roved in the budget committee totaling
�90,000 for a lar�er CPU for the Library Automation proJect
and �.6�,000 fQr Friendly Stop per�onnel fundin�g.

E. Multi-Ethnic Recruitment
1 . Scholarship Award 1990/91
Director Leo gave the Trustees a brief history of
this scho(arship award.
Director Leo was disappointed to inform the Board
that the Multi-Ethnic Scholarship Award recipient
had declined the scholarship.
F. National Young Reader's Day
Trustees received a memo and proposed resolutian from Mayor
Pro Tem Beyer for National Young Readers Day on
November 14. The Library Plans to hold a reception on
Novemb.sr 17 in honor of Children's Book Week.
G. �ibrary 8oard Svcial Fund
A Library Board Social Fund has been establishe� for a
couple of years. Trustees discussed guidelines for use
of the funds.
(1) Library staff retirement
(2) Co�incil member illness
(3) Council member retirement
Trustee McEwan agreed to act as soaial secre�ary, with
Trustee Courtney being an alternate in her absence. Library
Administrative Secretary is to infiorm Trustee McEwan or
Courtney vf such occurrences.
VII . Public Presentatfons
There were no public �resentations.
VIII , Announcements
A. Friends of the Llbrary
- Director Leo advised Trustees of the resignation of
Ion�time Frisnd Nora Jacob.

A joint meeting with the Board of the Friends and the
Library Board of Trustees was discussed to strengthen
the Friends activities with the Library and to reaffirm
the common goals betwePn Friends and the Library.
Trustee Gorham gave a brief history of the Friends as he was
one of the original members.
Director Le� told about the Friends booksale to be held on
Saturday, September 29 at Main Library with a "members oniy"
sale the evening of Friday, September 28.
B. C�A Annual Conference
Director Leo informed the trustees that CLA this year was
meeting in San Diego and that Saturday, November 3 was
trustee's day. She encouraged trustees to attend.
Trustees McEwan and Courtney expressed an interest in
attending. Director Leo advised that registration was soon
approaching and for interested trustees to contact her
office by September 24.
C. Other
There was no other business.
It was moved by Trustee McEwan that the meeting be adjourned at 5:55 p.m.
The motion was seconded by Trustee Courtney.
