May 21 , 1990
I . Roll Cail
The regular meeting of the Orange Public Library Board of
Trustees was called to order at 4:31 p.m. by Chairman Tom 5aenz
at the Santiago Hills Branch Library, 7522 East Chapman Avenue,
Orange, California.
Present: Trustees Saenz, Courtney, Gorham, and Way. Also
present: Karen Leo, Library Director; Jane Newell , Local History
Librarian; and Kerry Stern, Main Library Manager.
Absent: Trustee Martha McEwan; Joan Campbell , Technical Services
Manager ; and Hazel Wang, Branch Services Manager .
II . Approval of Minutes
Trustee Gorham moved that the Minutes be approved. Seconded by
Trustee Courtney. Motion ca�ried.
III . Flnanolal Report
Financial report of March 31 was reviewed.
IV. Library D(recto�'s Report
March and April Library Director's Reports were revfewed. No
comments or questions were raised.
V. Leglslative Update
Trustees were provided copy of reply letter from Congressman
Dannemeyer concerning passage of Library Services and
Construct (on Act. Director Leo commented to Trustees haw
important this Act is for public libraries. Literacy programs
were discussed.

A. Library Automation ProJect Report
Letter from Inlex dated May 3 was discussed. It was pointed
out that the Santiago Hills Branch Library could not go
online without the OPAC terminals, but the Library could
operate if they were not received by the June 2 opening
date.
1 . Joan Campbell 's Retlrement Eftective June 8
Director Leo invited all Trustees to the retirement
party for Joan Campbell on June 7 from 2:30 to 3:30 p.m.
in the Main Library Community Room.
B. Librery Facility Needs
1 . 91ue Ribbon Committe�
Director Leo stated she was pleased and impressed with
the performance of the Blue Ribbon Committee. Trustees
agreed.
Chairman Saenz and Trustee Gorham discussed the longtime
need for a west Orange branch library.
a. Study Session, May 23, 3 p.m.
Director Leo invited all Trustees to attend the
Study Session for the FY 90/91 budget on May 23.
2. Santfago Hills Branch
Santiago Hills Branch Supervisor Susan 8arb discussed
the renovation of this branch library. She advised of
sev�ral problems with the handicapped ramp, its location
and revamping to meeting building code requirements.

b. Grand Opsning, June 2, 10 a.m. - 6 p.m.
Director Leo and Branch Supervisor Barb invited
Trustees to Grand Opening ceremony, June 2,
10 a.m. to 5 p.m.
3. RSC/OPL Joint Fecility Use Task Force
Director Leo expressed concern regarding RSC/OPL Joint
Facility Use Task Force and directed Trustees to Page 19
of this task force's report regarding " Imp�ementation
Issues. " There were no potential solutions and Director
Leo feels there is a need for an impartial and objective
consultant to make recommendations.
C. FY 90/91 Budget
Director Leo advised Trustees that the City has proposed
that the hiring of new personnel approved in the FY 90/91
budget will not occur until October.
D. Main Library Hispanic TeQns Program
Main Library Manager Kerry Stern reported that the Friendly
Stop has been more active with more teenagers than expected.
She advised of several probtems encountered concerning the
sharing of space with the Friendly Center's day care
operation. Stern advised that Friendly Stop might need to
move-uMe�-I�. its location after September. Stern also advised
she would be writing another Partnership for Change Grant
for the coming year.
E. The Planning Proces�
Director Leo spoke of the need for a facilitator to direct
the Planning Committee through phases of the Planning
Process. it wiil delay the timeline but it will involve
staff more in this process, and better enable the
development of the Library System's five year plan.
Trustee Courtney also gave information regarding his
participation on the Planning Committee and Director Leo
more fully explained the role of a facilitator to Trustees.

Main Library Manager Kerry Stern discussed and explained
the " Iooking around" phase of the Planning Process which
resulted in the recent survey conducted at each of the
libraries. She advised Trustees that they would be provided
with copies of the results of this survey when it is
compteted.
F. Legislative Day
Trustee George Gorham reported to Trustees on Legislative
Day held in Sacramento on May 1 . He gave a detailed account
of the day, comnenting that he was surprised that the State
of California had the least amount of support for school
libraries in the nation.
G. Vandalism et EI Modone Bra�ch
Qirector Leo provided Trustees with paperwork between her
office and Police Chief Parker 's office regarding more
frequent patroling of the EI Modena Branch Library to reduce
vandalism at that branch as advised by Trustee McEwan.
VIi . New Busine�s
A. Library Departme�t ObJectives
During the budgetary process the Library Department
presented to the City its department's ob�ectives tor
FY 90/91 and 91/92. A list of these objectives was provided
to Trustees. Director Leo will report back to the Board
after January regarding progress toward these objectives.

There were no public presentations.

A. Community History llbra�lan
Local History Librarian Jane Newell was introduced to the
Board by Library Director Karen Leo. Jane discussed her
educational and personal background wfth her current goals
for her archive duties.

B. Friends
Director Leo informed the Trustees of �9,700 donation from
the Friends ot Orange Pubiic library and provided them with
a copy of the letter sent to Mayor pon E. Smith and City
Councii informing them of this donation.
Director Leo distributed to the Trustees who were unab�e to
attend the Voluntee� Recognition Celebration certificates of
appreciation from the Orange Public Library for their voluntary
service.
Trustee Gorham moved to adjourn the meeting at 5:41 p.m. Seconded by
Trustee Way. Motion carried.
