March 19, 1990
I . Roll Cail
The regular meeting of the Orange Public Library Board of Board
of Trustees was called to order at 4:36 p.m. by Chairman Tom
Saenz at the Taft Branch Library.
Present: Trustees Saenz, Courtney, Gorham, McEwan, and Way.
Also present: Joan Campbell , Technical Services Manager ; Kerry
Stern, Main Library Manager; Hazel Wang, Branch Services Manager;
and Karen Leo, Library Director .
II . Approvel of Minutea
Chairman Saenz amended Library Minutes of Board of Trustee
Meeting held February 26, 1990, as follows: Page 4 - There were
# ive �200.00 scholarships offared at the Hispanic Youth
Leadership Conference; Kerry Stern, Main Library Manager , and
Ricardo Serrato, Audiovisual Supervisor, Main Library,
participated as facilitators at the Canference.
Trustee Gorham moved that the Minutes be approved with the above
changes. Seconded by Trustee Way. Motion carried.
III . Flnanclal Report
Director Leo advised the Trustees that the Library was well
within its budget, and discussed the FY90/91 and FY91/92 budget
process being carried out by staff.
Trustee McEwan moved that �500.00 be added to the Library
budget for Trustess to attend training workshops. Trustes
Gorham seconded motion. Motion carried.
V1 . Llbrary Dlrector's Report
Trustees expressed concern regarding recent vandalism at the
EI Modena Branch Library. Trustee McEwan suggested contact be
made with Mike Parker requesting more frequent patrolling of
this branch to inhibit more vandalism occurring.
Trustee Courtney commented that the Library Statistics were
higher in all categories.

Director �ea encouraged the Trustees to send letters to
their fed�ral �enators and Congressm�n regarding the propo�ed
ce����ivn of fundin� for LSCA �Library Servi�e� and �an�tructivn
Act) . These funds pay far our grants (L�ca9 Histvey and Hisp�nic
Teens} and MURL tMajvr Ur-ban Resvurces Library� .
A. Library Autom�tion Pro�eot Report
Technical 5ervic�s Manager Joan Campbeil advised of a d�lay in
ordering termir�als. �he stated that the Jnline Catafog wi ! ( b�
aperafiing by May 5.
g. Library Facility Needs
1 . Blue Ribbon Commi�tee
The Board vfi Trustees was pre�ente� w�th th� name� vf
the public members of th� Biue Ribban Cvrnmitte�. The
agenda for the fir��t meetin� of the Blue Ribbon
Corr�nitt�e was reviewed. Trustees agreed fihat a taur of
the pds�ibie future library site� wauld be beneficial
to th� co►r�nittee members. The pos�ibiiity of also
vfsitin� existing librarie� to compare size5 wa� aiso
discussed.

Trustee Courtney asked what hours and day� the Santiago
hlills �ranch l.ibrary would be in operation and
�u�gested that bookm�rks reflect this informatian.
C. �Y80/91 Budget
Directnr Leo advis�d �he Trustees that th� City's budget
prepar�tion covers two year� thi� year a� oppo�ed to only
one year'� ,preparation in th� past. Bud�et warkshops fio revi�w
supplem�ntal reque5ts will be held wifih City department and
divisian managers fi�r three days, March 22, 23, an� 30.

Kerry �t�rn also discussed the Hispanic �outh Leadership
Conference on March 9� in which she participate� al�ng
with Ric�rdo �errato, Main Library Audiovisual Supervisor.
E. The Pianning Process
Trustee Courtney discu5s�d the March 8 meeting of the Pla�ning
Process Cor�nittee. Ch�ir�ersdn o� this corrrnit�ee, Kerry Stern,
a�ded that �he�e wilf be a que�tiannaire distribufied to Library
patrons regarding their li�es and dislikes. Re�ult� wiil be
tabulat�d to aid in the Planning Proc�ss. Directvr Le� advised
that �he timeline of �his committee may be �xtended.
�. CALTAG-WiLL Workshop
Tru�te�� C�ur�ney and McEwan discus�ed the CA�TAC-�iLL wor�shop
they attended on March 10 at the Lo� �n�eles Public Library.
Trustee McEwan provided Tru�tees with her notes and specificaliy
discussed the incentives for vofunteers at fhe Yorba Lin�� PubliG
�ibrary. Directvr Leo and �ranch Ser�ice� Man�ger �an� di�cu��ed
�range PubiiG Library'� val�nt��r program and reward �ystem,
�neluding �he Valun�eer Recv�ni�ivn Pr�qram s�he�uied f��
Aprif 25. Nors Jacob �a� aiso pres�nt at the CALTAC-WlLL
work�hop.
Tr�stee Courtney discuss�d the dire need #or funds for iibraries
in th� state. He �ugge�ted th�� �riends �I�o be Included in
th� letter writing proce�s to state officfaBs s�eking fund�
