The regular meeting of the Drange F'ublic Library Esoard of Trustees was called to order at 4:45 p.m. by Trustee McEwan at the Main � Library. Present: Trustees Caurtney, McEwan and Way. Also present, Karen A. Leo, Library Director; Margaret Donnellan, Head of Main Library; and �oan 5lumenstein, Children's Services �Supervisor. Absent: Trustees Gorham and Saenz. II. Due to lacF; of a quor��m at the beginning of the meeting, Chairwoman McEwan delayed approval of the minutes until other Poard members arrived. III. The Library Director's monthly report indicated that circulation and reference questions statistics have increased, with E1 Modena showing a very significant increase. Trustee Courtney requested information regarding the decrease in new books in April. The Library Director explained that the ordering has been spr��d ❑ut more evenly this year, and that during April, a priority had been placed on encumbering material rather than the physical processing of materials received. Also, the retroconversion project had reduced pro�essing time. She stressed that the Library has not ordered fewer materials. IV. It was noted th�t there were no personnel changes to report. V. Joan Blumenstein, Children's Services Supervisor, made a presentation regarding the Summer �teading Program (SFtP) . The theme this year is "Wild About Feading. " The program theme is a cooperative effort of the Santiago Libr�ry System, the Metropolitan Cooperative Library System, the Los Angeles County F'ublic Library, the LA Zoo and other local �oos. All three OF'L libraries wor4:ed together to develop our progr�m plan. The Friends ❑f the Library have donated money for hook bags, paperbacla•s and weekly programs. The SkF runs from June 18 to August 1�. ORANGE �UBLIC LIPRARY FOARD MINUTE� ,�. It wa� sugge5ted that the video taped at the program be �hown at the next Ffoard meeti,ng. VI. Director Leo reported on the California Energy Commissian Audit of the Main Libr�ry. She �tated that �he had received a draft copy of the consultant`s repart. The r-eport recommends that an eddy current � test be per#ormed on the chill.er �nd bundles ta determine if the � chiller is 9.n gaod enough condition to war-rant the investment in a tear dawn and over-haul. If it is not, the report recommends that the chiller be replaced. Unfor-tun�tely, a new chiller will be conside.r-�bly noiser-. It i� the conclusion of this report that the current air conditioning/heating 'sy�tem with an effective chiller� uni t sho�.�ld be abl e to serve the Li hrar-y's need�. �'waren then stated . that if a new unit did not need to be purchased, carpeting wou�.d be reque�ted in the 1987/88 CIF' E��.tdget. , The report also recommends three imprav�ments for the lightinc� system. Fir-st, to in�tall reflectar� to direct the light dawn. Secandly, ta repl�ce the egg crate ceiling with acrylic type panel�, and finally, to remove some of the florescent laghts. The reflector� wi 11 al l�ow f or- the ��me amount of 1 i ght, but wi,th f ewer actual 1 ights. The appr-o.,i mate cost wi 11 b� ��6,�:��0 wi th an esti mated paybacl� of �.�5 years. VII. I X. Karen Leo r-epor-ted that both per�onnel i tems r-equested i n the FY 1987/88 budget were funded. E]. Moden� will r-eceive a 2t� haur Librarian I and a �'roctor. �aren stated that Hazel Wang, in her capacity as a budget an�ly�t, was pr-e�ent at the final personnel considerations and w�s r-esponsible for convincing the City l�anager o� the val i d z ty of the req��est. h:ar-en al�o ment i oned that f ol 1 awi ng the ad�ice of the City �lanager, she had r-econsidered sending the �oard's letter to the Mayor regarding the personnel request�. _ X. Di�ector- Leo stated that Councilwoman Goonta had arranged a meeting with the Pre�ident of the (]r�nge Gommunity Histor-ical Society. The Library i� very interested in hou�ing the archives of the Historical 5ociety. The room used by th� Literacy Uolunteers of America in the Edwards House would be the be�t loeation. That room, hawever, will nat be awailable until the Orange City Centennial Committee ha� completed its worl�. XI. M�rg�ret Dannell�n pr-ovided a report Qn the Hispanic Lihrary Advisary Committee, The committee had its fir��t meeting in Ap�-il with the secand scheduled for May ��. �lt the first meeting, �even people i nc 1 udi ng Cca�,�nci 1 man E�ar-r-era were pre5ent. The commi ttee seem�ed enthusia�tic and committed. XII. In �egard to the City's P'ergonnel �teclas�ification Study, Directar Leo �tated that she is very plea5ed with the results, �lthough some � st�ff inember� have e�:pre��ed con�er�ns. The policy of the Lihrary in regard to public h�ndouts and bulletin �oar-d po�ting5 was discussed. Trustee Courtney stated that he belie�ed that the E�oar-d had approved a policy in the past. I}irector Leo requested that the F�oar-d approve the current pol i cy, but as{�ed that they w�it for consideration until after her June meeting with a citizen who ha� registered a complaint regar-ding her refu5al tQ allow the Learning Activity to be placed in the Library as it is a profit-maE�ing organiaation. The �oard req�ested further informatian on other libray polici,es �nd the City'� policy. ` ' XIV. Trustee Courtney recommended, and it was agreed, that the H�oard will meet f ar- dinner following the June 15, 1987, meeting. The dinner wi 11 be at Yen Chi ng Restaurant (can t31 assel l Street, nes�t to Hol y Family Ghu�ch) and �pouse� �re invited. One hundred-fifty people were in attendance.
