MITJUTES OF A REGULAR MEETING
November 25, 1985
The regular meeting of the Library Board of Trustees was called to order at
4:30 p.m. in the office of the Library Director.
Present: Trustees Courtney, Gorham, McEwan, Way. Also present, Agnes Marsh,
Head of Technical Services and Karen A. Leo, Library Director.
Absent: Trustee Saenz
lhe Board members were lead to the Conununity Room to view the videotape c�f the Centennial
Celebration. Audiovisual Specialist Ricardo Serrato presented the video for the Board.
The Board meeting reconvened in the Director's office.
The minutes of the Octob�r 21st meeting were approved as received.
Reports Presented and Discussed:
The Finance report indicated the library was within its budget.
The Library Director's monthly report was discussed. Trustee Gorham remarked on the
reduction in circulation figures. Director Leo said it was of concern; however, the
increase in reference questions at all three libraries was of nntice also.
Trustee Gorham a�ked about the California State Library's program "Talking Buildings"
and Director Leo responded with a synopsis of t�e topics covered at the two-day seminar.
Old Business:
The letter to Mayor Beam from Board Chairman, Bill Courtney will be on the City Council
agenda Tuesday, November 26, 1985, the afternoon session. Trustee McEwan offered to
call Councilman Beyer to solicit his support of the library site study< Director Leo
suggested that all board members �-�'rio could attend do so to indicate support of the
library expansion.
The Board's request to have library hours from 10:00 - 5:00 on the eve of Thanksgiving,
was approved tSy City Council.
Telephone Directory Charge;
Trustee Courtney received a response from the Director of Public Affairs, Public litilities
Commission, with regard to the Board's letter about the charge for telephone directories.

Pacific Bell will continue to provide their own telephone directories free. However,
they must buy the other companies' telephone directories and they do not feel they
can 'foot the bill' for free distribution of these to public libraries. Director
Leo reported that the California Library Association intends to pursue the matter
further with the Public Utilities Commission and possibly bring suit against Pacific
Bell.
Director Leo spoke with City Manager Bill Little regarding compensation for
board meetings and learned the only board serving the city that receives compensation
is the Planning Commission. It is felt that due to the frequency, the length and the
responsibility of the meetings involved, they are due a stipend. It is not recommended
that the Library Board of Trustees seek such compensation. The city does pay for
membership in the California Association of Library Trustees and Commissioners.
The Library Centennial fiscal report was received.
New Business:
Karen Leo discussed a proposed State L�brary Regional Telecommunication Support System
Project. The public libraries in Orange County will test a microcomputer system that
links the automated circulation systems of libraries which have them. It will require
four days of staff training and a commitment of three months participation, The Board
was favorable to OPL's inclusion in this project.
Karen Leo reported on her attendance at the California Library Association's Conference
in Oakland. Trustee Gorham maintained that the Board members should consider the
annual conference when it is in Southern California. Next year it will be in Long Beach.
The Christmas Tea was announced for Thursday, December 12, 1985 from 2:00 - 3:30 p.me
All Trustees were invited.
Trustee Courtney suggested refreshments for the Board's next meeting, Monday, December 16,
1985 at 4:30 p.m. Everyone offered to bring something.
The meeting adjourned at 6;00 p.m. Next meeting December 16, 1985.
