SPECIAL NOTICE REGARDING CORONAVIRUS (COVID-19)
On March 4, 2020, Governor Newsom proclaimed a State of Emergency in California as a result of the
threat of COVID-19. On March 17, 2020, Governor Newsom issued Executive Order N -29-20
(superseding the Brown Act related provisions of Executive Order N -25-20 issued on March 12, 2020),
which allows a local legislative body to hold public meetings via teleconferencing and to make public
meetings accessible telephonically or otherwise electronically to all members of the public seeking to
observe and to address the local legislative body. Pursuant to Executive Order N -29-20, please be
advised that CDBG Program Committee Members and staff may participate from the Weimer Room or
via teleconference.
PUBLIC PARTICIPATION
The Weimer Room will have seating available for members of the public to attend the meeting in
person. All persons visiting City Hall shall wear masks and observe social distancing protocols.
Public Comments:
Members of the public may address the CDBG Program Committee on any agenda items or matters
within the jurisdiction of the governing body in-person at the meeting or electronically as follows:
1) In-Person Comments
Members of the public can provide in -person comments in the Weimer Room. Social distancing
measures will be in place and masks are required. Public comments are limited to three (3) minutes
per speaker. Members of the public may observe the meeting from inside the Weimer Room if seating
is available.

2) Written Comments
Members of the public can submit their written comments electronically for the Committee ’s
consideration by emailing them to CDinfo@cityoforange .org with the subject line “CDBG Public
Comment Item # (insert the item number relevant to the comment) or “CDBG Public Comment
Non-agenda Item” for general public comments. To ensure distribution to the CDBG Program
Committee prior to consideration of the agenda, we encourage the public to submit comments by 3:00
p.m. the day of the meeting. All public comments will be provided to the Committee Members, posted
on the City's website, and compiled as part of the record.

NOTE: Any public record that is distributed less than 72 hours prior to the Committee meeting will be
made available at the City Clerk’s Office and posted on the City’s website.

4.PUBLIC COMMENTS
Opportunity for members of the public to address the Committee on non -agenda
matters which are within the subject matter jurisdiction of the Committee. Members of
the public can submit their comments in writing for the Committee ’s consideration by
sending them to CDinfo@cityoforange .org. In addition to electronic comments,
members of the public can provide in -person comments in the Weimer Room. Public
Comments are limited to three (3) minutes per speaker. Please refer to pages 1 and 2
of the agenda for more information and detailed instructions.
