OPENING
CALL TO ORDER
Chair Fox called the meeting to order at 5:31 p.m.
PLEDGE OF ALLEGIANCE
Committee Member McDermott led the flag salute.
ROLL CALL
Present: Fox, lmboden, McDermott, McCormack, and Skorpanich

PUBLIC COMMENTS
None.
CONSENT CALENDAR
All matters listed under the Consent Calendar are considered to be routine by the
Design Review Committee and will be enacted by one motion. There will be no
separate discussion of said items unless members of the Desrgn Review Committee,
staff or the public request specific items removed from the Consent Calendar for
separate action.
Approval of meeting minutes of the Design Review Committee of the City of
Orange for the February 18,2021 Adjourned Regular Meeting.
ACTION: A motion was made by Committee Member Skorpanich, seconded by
Committee Member lmboden, to continue the February 18, 2021 meeting minutes to a
date uncertain to allow staff more time to confirm the content of the Minute Order.
The motion carried by the following vote:

3. CONTINUED ITEMS
3.1.Administrative Design Review No. 0151-20, Reigel Residence, 1025 E. Palm
Avenue
A proposal to construct a '1,877 square foot, two-story addition to an existing
single-family residence and construct a new 1,428 square foot, two-story
detached garage. The project has been referred to the Design Review Committee
(DRC) by the Community Development Director for final determination pursuant
to Orange Municipal Code (OMC) Section 17.10.070.E.4. The DRC previously
provided comments on this project at the December 16,2020 meeting.
Steve and Jessica Reigel, applicant, and Daniel Roberts, project architect, spoke on
behalf of the project.
The Committee discussed the following:. Windows. Massing. Privacyconsiderations. Porch columns. Architectural articulation and materials. Driveway width. Landscaping. Design options to comply with the lnfill Residential Design Guidelines
A motion was made by Committee Member Skorpanich, seconded by Committee
Member Mccormack, to continue Design Review No. 0151-20, Riegel Residence to a
date uncertain and then withdrawn by Committee Member Skorpanich to include the
terms of the continuance.
A motion was made by Committee Member Skorpanich, seconded by Committee
Member McCormack to continue Design Review No. 0151-20, Riegel Residence to a
date uncertain to allow the applicant time to address unmet lnflll Residential Design
Guidelines as follows:
1. Prevent direct line of sight to neighboring properties' living areas and yards.
2. Reduce perceived scale by reducing two-story wall plane on the east and west
elevations through architectural features as noted in the design standards or others at
the applicant's wishes.
The motion carried by the following vote:
