The board met for an administrative session beginning at 4:30 p.m. The meeting adjourned at approximately 6:30 p.m. Regular Session - 5:30 PM REVIEW OF MINUTES: MOTION was made by Joe Woollett to approve the September 13, 2000 minutes with the following corrections: DRC No. 3577 -Barbara Rose page 7 paragraph 5, sentence 2 amended as follows: The base color of the building should continue through the recess and steppirr~ to stop at the window frame where there is a change of materials. DRC No. 3578 -Clark Hills page 8, paragraph 4, sentence 1 amended as follows: Luis Caballero (487 S. Grand) is the adjacent property owner to the south. Sentence 10 amended as follows: He die objects to the east building elevation because it is not consistent with anything along the alley. Grand) resides at the corner of La Veta Avenue and Grand Street. Paragraph 8, sentence 2 amended as follows: She feels that there should be more of a study, on this block or any similar blocks, to see if it can handle the additional number of units that it already #ave has. Paragraph 13, sentence 1 amended as follows: Susan Secoy agreed with Mr. Woollett's comments particularly with the perception of the project from the alley. DRC No 3587 - VALARE TARDIF page 7 paragraph 3, sentence 1 amended as follows: Robert Imboden had spe4~e spoken to Planning ~~ierr Commissioner Smith and was told that there are no established methods for proper documentation. Page 8 condition 8, sentence 1 amended as follows: 8. The applicants are applauded in the effort to save and relocate the existing 1915 Craftsman Bungalow ~k into the historic district. Sentence 2 amended as follows: The DRC strongly tree urges the City's processing of this application in a timely manner respectively to the December 31, 2000 deadline set by the property owner at 1103 W. Chapman Avenue. Almond Avenue (Non-Contributing Structure) DRC Action: Final Determination Continued from 6/7/00 & 6/20/00 meetings) The project was presented by Mr. Lam Nguyen with DLA Design -Construction. He was hired as the new project designer by the owner Mr. Dan Arguello. The plans have been re-drawn more accurately with Craftsman Bungalow detailing through out. Also included are colored building elevations with material samples and color palette. Joe Woollett asked what is the purpose of applying varnish on the exterior cedar shingles? He suggest that vanish not be used because cedar typically weathers very well without any type of finishing. Susan Secoy asked if new or old bricks would be used for the chimney? (New, in a light color) She also commended the applicant for using real river rocks rather than cultured stones. MOTION was made by Susan Secoy to approve the project as submitted. The approval is based on the finding that the proposed work conforms to the standards and design criteria referenced and recommended by the Design Review Committee. The proposed work complies with the Secretary of the Interior's Standards and Guidelines. The proposed work is compatible with, and therefore will not adversely affect the use and design of existing buildings within Old Towne. DRC No. 3513 - WIENERSCHNITZEL New freestanding sign for adrive-thru restaurant 108 W. Lincoln Avenue DRC Action: Final Determination Approved as Consent Item) MOTION was made by Susan Secoy to approve the project with the following recommendation: 1. Simplify the address by deleting the verbiage "Lincoln" so that it reads "108 W." to help reduce clutter. DRC No. 3575 -EXTENDED STAY AMERICA Landscape plans for a new 4-story, 124 room hotel at Stadium Promenade North side of Katella Avenue, east of Santa Ana River DRC Action: Final Determination The project was presented by Don Fowler -Construction Manager, and James Bazinet - Landscape Architect. This is a review of the landscaping plans prior to submittal to proposed landscaping plans have been coordinated with the parking lot lighting plans to avoid potential conflicts. The selected planting materials would match and/or compliment the existing landscaping in the parking lot. Leonard Filner raised concerns with the use of Eucalyptus Citriodora (Lemon Scented Gum), as this tree has become susceptible to insect problems (Lerp Psyllid). MOTION was made by Leonard Filner to approve the project with the following conditions: 1. Replace all Eucalyptus Citriodora (Lemon Scented Gum) with Tristania Conferta (Brisbane Box) of equal (24 inch box) size. 2. Submit final landscape and irrigation plans to Community Services Department for approval. DRC No. 3594 -CORNING DEVELOPMENT Remodeling of an existing freestanding sign for a retail shopping center 940 N. Tustin Street DRC Action: Final Determination The project was presented by Rick Adler with Rainbow Sign Service. The proposed remodeling includes adding new pole covers on each side, and the individual tenant panels would be replaced by new aluminum panels with an acrylic push-through lettering. The sign lettering would be internally illuminated. MOTION was made by Susan Secoy to approve the project with the following conditions: 1. Provide street address number underneath the name of the center per elevation plan. 2. Individual tenant panel background to be white color. DRC No. 3596 -TACO BELL New restaurant with drive-thru lane 490 N. Tustin Street DRC Action: Recommendation to Planning Commission The project was presented by Baray Karim with Fred Cook Architects. The proposal is to demolish the existing restaurant and construct a new Taco Bell restaurant with improved on-site circulation and vehicle stacking for the drive-through operation. The submittal package includes exterior finish material sample and color palette. The architecture is contemporary in style similar to the newly constructed Taco Bell restaurant on South Main Street. Leonard Filner expressed concern with the removal of 3 existing trees (Ficus) on site. New larger box size (36") trees should be added for mitigation. Also, the Palm trees should be specified in brown trunk height (8ft. min.) rather than 24 inch box size as proposed. MOTION was made by Leonard Filner to recommend approval of the project to the Planning Commission with the following conditions: 1. Queen Palms shall be upgraded from 24 inch box size to 8 ft. minimum brown trunk height. 2. Add 3 trees minimum 36 inch box size (any type of owner's choice) to mitigate the removal of the 3 existing trees on site. 3. Prior to issuance of building permits, submit final landscape and irrigation plans to Community Services Department for approval.
