Proposal to construct a new two-car detached garage

A motion was made by Committee Chair Joe Woollett to approve the project subject to the
following conditions:
1. The roof plan of garage shows a lowered roof section on the east side with
extended eaves and barges whereas, the main roof Elevation 3 on Sheet A-4
shows flush barges and flush eaves. Provide matching eave overhangs on garage.
2. The exterior elevations show dormers on both the east and the west sides,
however the roof plan, framing plan, and sections show only a dormer on the west
side to make the drawings more consistent.
3. The dormer's ridge is level with the ridge of the garage, whereas another
elevation shows the dormer about 18" lower than the main roof to make the
drawings more consistent.
4. Return fascia back into building.
5. Section 4, on Sheet A-5 calls out a roof pitch of 4:12 and specifies that it should
match existing, the sections scale out as drawn as 8:12 while the elevations scale
out at 9: 12 to make the drawings more consistent.
6. Exposed rafter tails should be 2x6 size trimmed out to 2x4.
7. The elevations should show exposed rafter tails on the dormer roof(s).
8. Specify type and dimension of matching siding.
9. Provide mitered corners to match the existing house.
10. Extend window head trim beyond side rail on each side to match the projecting
sill below and provide full window trims.
11. Provide matching brackets or outriggers on the garage to match those on the
house.
12. Provide cross-buck style wood garage doors.
13. Provide Catalogue Cut sheets on proposed wood (man) door, to be panel, rail
style no glass.
14. All windows to be wood, double-hung type except for gable windows can be
fixed or casement design.

Proposal to attach an unmanned wireless telecommunication antenna on an existing SCE
Transmission Tower and construct a 160 sq.ft. equipment cabinet enclosure underneath
the SCE Transmission Tower.
The property is within SCE Easement, Parcel No. 085-581-74.

5. DRC No. 3835-03 -SCOTT & MARI MONTGOMERY
Proposal to add a second story onto aone-story single-family residence, and to modify
the existing architectural style from 1950's Stucco Box to Spanish Colonial.

DRC Action: Recommendation to Planning Commission
Staff introduced the project, and presented a brief report, as to the proposed redesign of the
existing 1950, non-contributing Stucco Box styled one-story residence into atwo-story Spanish
Colonial Revival styled residence. Due to the complete redesign, staff reviewed this project as an
in-fill type project. Staff noted that the architectural style was one of the approved Old Towne
Styles, and that the project met the criteria for development within the Old Towne Orange
Historic District. Positive comments were received from OTPA as to the proposed design. The
Design Review Committee discussed finishes and details with the applicant and their architect.
A motion was made by Committee Member Craig Wheeler to recommend approval of the
project to the Planning Commission subject to the following conditions:
1. Provide true divided light, double-hung wood windows.
2. Clay roof the to be two-piece not "S" type.
3. Chimney to be stucco with brick cap.

7. DRC No. 3858-03 - TRAMMELL CROW RESIDENTIAL
Proposed mixed-use development consisting of 279 apartment units constructed around
a parking structure, with approximately 4,200 sq. ft. of general retail space, and a 4,000
sq. ft. leasing office on the ground floor.
3091 West Chapman Avenue (NEC Chapman Ave & Rampart St.)

A brief presentation was given by the applicant, Alex Wong with Trammell Crow Residential,
RC Alley with Architects Orange, and Matt Jackson with MJS Design Group Landscape
Architecture. The proposal is to demolish the existing motel suites, and replace it with a new
mixed use project that consist of 279 apartment units, 4,200 sq. ft. of retail space, and a 4,000 sq.
ft. leasing office. The proposed architecture is contemporary in style, and the building elevations
are well articulated through the use of varied rooflines, wall planes and trim details. These
elements work together to soften the mass of the overall building complex. The placement of
window openings with raised window trims, and private balconies provides depth along the wall
surfaces to create shade and shadow. Roof cornice elements and eave brackets helps to
accentuate the distinctively contemporary style of the building. The building elevation has been
broken-up both vertically and horizontally so that it will not read as one large, continuous mass
that stretches across an entire block. The proposed landscape concept plan indicates that the
project will be extensively planted with an assortment of trees, shrubs, and groundcover that will
complement the contemporary architecture.
Committee Member Wheeler supports the overall project, but he would like to see the overall
landscaping tie-in better with the adjacent BRE Pinnacle project that was reviewed recently.
Although the two projects are very different in terms of architectural style, the landscaping for
both projects should be more cohesive with the use of similar planting materials and design.
Chuck Lau, Associate Planner, recommended the addition of street trees (Palm trees) to be
planted at 20 ft. on center in the public right-of--way along Chapman Avenue, so that the
project's street frontage is more consistent with the adjoining BRE Pinnacle project.
Committee Member Woollett agreed that the overall project is well designed. The building
elevations are well articulated with architectural detailing and features, and there is sufficient
undulation in the wall planes to give the building some movement, and create the necessary
shade and shadow effect. He is concerned, however, with how the building would be viewed
from above, by the adjoining I-5 freeway. He would like to see a more detailed roof plan in
terms of how mechanical equipments are being handled for this project.

A motion was made by Committee Chair Joe Woollett to recommend approval of the project to
the Planning Commission, subject to the following conditions:
1. The applicant shall submit final landscape plans to the Design Review Committee for
review and approval, prior to the issuance of building permits. The final landscape plans
to incorporate the use of palm trees as street trees spaced at a maximum of 20 foot in the
public right-of--way along the Chapman Avenue frontage. The placement of the palm
trees shall be continued around the street corner and terminating before the first driveway
approach along Rampart Street. The appropriate palm tree variety shall be verified by the
City's Street Tree Coordinator to match with the palm trees used for the adjoining
Pinnacle at Uptown Orange apartment project. Final landscape plan to include City
required inspection notes.
2. The applicant shall submit detailed roof plans to the Design Review Committee for
review and approval prior to the issuance of building permits. The roof plans shall
address the proper architectural methods of screening roof mounted mechanical
equipment as viewed from the adjoining I-5 Freeway.
