Cliffway Drive DRC Action: Final Determination Continued from 9/20/00 meeting) Applicant requested for a continuance prior to start of the meeting) A motion was made by Susan Secoy to continue the project. DRC No. 3583 - METRICOM/WFI Wireless communication antennas installed on an existing commercial building 1815 E. Heim Avenue DRC Action: Final Determination Continued 9/20/00 meeting) The project was presented by Wendy Novak with Compass Telecom Services. The plans have been revised to include a dormer element on the mansard roof to screen the antennas from view. Their engineer has investigated the DRC's suggestion of mounting the antennas horizontally, but determined that this could not be done. They have also tried to locate the antennas inside the mansard roof, but there is not enough space. Susan Secoy stated that the addition of dormer elements is not a solution the DRC supports. Are there any possibilities to incorporate the antenna into the existing Ford Dealership sign on the adjoining property? Joe Woollett stated that he is still not convinced that the antennas could not be installed behind the parapet roof. Ms. Novak replied that they have not contacted the adjacent property owner. Mark Paone stated that there are other alternatives that must be explored, before they can determine if the project fits well into the community. As proposed, the DRC cannot offer their support at this time. Ms. Novak asked if the primary concern is the visual impact from the freeway? (Yes) Joe Woollett stated that he would rather see the antennas mounted on top of the parapet rather than in front of it. Although this would exceed the maximum height allowed by code, and that a variance may be required. Susan Secoy acknowledge that there is a real need for technology, but the issue of compatibility must also be addressed to avoid adding blight to the community. Ms. Novak asked if the project could be continued for further investigation of alternative solutions? A motion was made by Susan Secoy to continue the project. DRC No. 3587 - VALARE TARDIF Demolition of an existing residence (1906 Hip Roof Cottage) and detached garage, and replace with a 1%2 story residence (1915 Craftsman Bungalow) relocated from another site, and to construct a new 2-car detached garage. 151 S. Harwood Street (Contributing Structure) DRC Action: Recommendation to Planning Commission The project was presented by the owner Valare Tardif and his son Andre Tardif. The proposal is to demolish the existing residence and replace it with an existing residence moved from another location at 1103 W. Chapman Avenue. The existing residence is a 1906 Hip Roof Cottage with batten board single wall construction that does not meet current codes. The existing residence at 1103 W. Chapman Avenue is a 1915 Craftsman Bungalow built in 1915, located on a commercial zone lot. The project was opened for public comments Jeff Frankel asked if the applicants have already obtained clear deed to the house at 1103 W. Chapman? (Not yet, perhaps in a few weeks) Robert Imboden is concerned with this project as it is extremely unprecedented. He has looked at the property and agrees that the existing house is severely dilapidated and therefore cannot be restored. The moving of another house to this site to save it from potential destruction is admirable. However, there needs to be some assurance that the house would be moved to this site after the demolition of the old house. There needs to be detailed description and clear plans as to what exactly is to be done, and what the end result would be. There also needs to be clear and concise documentation to the removal of the existing contributing structure to be kept as permanent records. Also, could the house (1103 W. Chapman) after it has been moved to the new site still qualify for nomination as a contributing structure? Janet Crenshaw concurred with the need for documentation of the demolition of a contributing structure. Joe Woollett asked what is the extent of the documentation and who keeps it? Robert Imboden replied the issue of documentation should be discussed with the City's consultant Robert Chattel to determine what would be considered the standard in the industry. Mark Paone asked the applicants if they have verified how the structure is to be moved? Andre Tardif replied that he has consulted with an engineer regarding the move. He was told that the roof would be taken off and be reassemble afterwards. There are also some structural upgrades that may need to be done. Susan Secoy supports the project in concept, but more detail information is still needed. Joe Woollett stated that this project will set a good precedent, and he hopes that some type of procedure could be established as a result. The applicant should also submit exterior finish color and material samples to the DRC for approval. Mark Paone felt that the use of poured concrete instead of cinder block for the new foundation may be more appropriate for Old Towne. More investigation is needed, and a more detailed demolition plan should be submitted. It would also be helpful if photograph documentation of the existing house at Chapman can be provided. The method of transportation should be clearly outlined, and proof of ownership of the structure prior to issuance of any demolition permit would be required. DRC No. 3590 - MONIQUE NAVARRETE Addition to the rear of an existing residence (1925 Bungalow) 184 S. Pine Street (Contributing Structure) DRC Action: Final Determination The project was presented by the owner Monique Navarrete and her contractor David Nunez. The proposal is to add 500 sq.ft. at the rear of an existing single story residence in Old Towne. The residence is a 1925 Bungalow. The project was opened for public comments: Robert Imboden and Jeff Frankel are concerned with the windows and details to be used for the new addition. It appears that the front of house has already been modified by previous owners. Mark Paone asked if the existing garage will remain? (Yes) Susan Secoy stated that a demolition plan needs to be submitted to document the removal of the storage shed along side the garage. Mark Paone asked if the front of the house can be restored back to its original condition? This would greatly improve the historical significance of the house. He strongly suggest that this be further studied. Monique Navarrete replied that she likes the front as is. She is more concerned with the proposed addition at the rear. Perhaps she would consider it in the future when she has more money, but this is definitely not within her current budget. Susan Secoy asked that more photographs be submitted, as well as the exterior finish material sample and color palette. MOTION by Susan Secoy to continue the project based on the discussion above. DRC No. 3591 - WEBLINK WIRELESS New wall sign for an existing 4-story office building 765 The City Drive South DRC Action: Final Determination The project was presented by Oscar Salinas with P.S. Services. The proposal is to install a new wall sign on a 4-story office building for an existing tenant that has recently changed its name from PageMart to WebLink Wireless. The existing individual channel letters would be replaced with a new cabinet sign. Mark Paone raised concerns with the cabinet sign not being consistent with the existing individual channel letters that used along the other side of the building. Although the sign ordinance does not expressly prohibit the use of cabinet or can type signs, it should still be consistent and aesthetically compatible with the existing signage already on the building. MOTION by Susan Secoy to approve the project with the following conditions: 1. Cabinet signs are not approved. New signage shall be individual channel letters. 2. New signage shall comply with the sign ordinance for maximum area allowed. 3. New signage shall be reviewed and approved by City staff for consistency with existing signage already on the building, otherwise, any proposals that are not within these parameters shall be re-submitted to the DRC for review.
