The board met for an administrative session beginning at 4:30 p.m. The meeting adjourned at approximately 6:30 p.m. Regular Session - 5:30 PM REVIEW OF MINUTES: The review and approval of the September 13, 2000 minutes was deferred to the October 4, 2000 meeting. City of Orange -Design Review Committee Meeting Minutes for September 20, 2000 Page 2 DRC No. 3582 - REZA ZOLFAGHARI New custom single family residence at Prospect Hills 6127 E. Cliffway Drive DRC Action: Final Determination The project was presented by the project architect Ardeshir (Arthur) Bahar and landscape architect Leonard Filner. The proposal is to construct a new 2-story single family residence approximately 6,000 sq.ft. in size. The plans were reviewed by the Fire Department for compliance with fuel modification requirements. Mr. Bahar had also met with a representative Bob Bennyhoff) of the Orange Park Acres (OPA) Association. Mr. Bennyhoff informed staff that he has no problem with the overall design of the house, however, he objects to extending the pad area out beyond the edge of slope resulting in a retaining wall. Mr. Bahar has since provided an alternative plan that showed a cantilevered concrete pad that extends out approximately 12 feet from the edge of slope, in lieu of a retaining wall. Mark Paone has similar concerns with retaining walls that are more than 2 to 3 feet in height. Perhaps there are other solutions that may be more effective than just cantilevering out over the edge of slope. This needs to be further explored. Upon closer examination of the site contours, there may be an opportunity to minimize the retaining wall by working with a more precise grading plan prepared by a civil engineer. As for the architecture, the submitted building elevations, exterior finish materials and color palette are acceptable. If however, there are any changes and/or addition of new finish materials (i.e. granite, marble, etc.), it must be submitted back to the DRC for approval. DRC No. 3583 - METRICOM/WFI Wireless communication antennas installed on an existing commercial building 1815 E. Heim Avenue DRC Action: Final Determination The project was presented by Mr. Joseph Thompson with Compass Telecom Services. The proposal is to install wireless communication antennas along the exterior side of the mansard roof of an existing commercial building. A total of 12 antennas (3 per elevation) would be mounted vertically no higher than the top of parapet wall. Susan Secoy expressed concern with the aesthetics of the antennas being exposed, particularly the view from along the adjacent freeway. Can they be installed behind the mansard roof? Mr. Thompson replied that the antennas would have to be mounted at a height above the parapet roof in order to function properly. This cannot be accomplished because the existing building already exceeds the maximum 32 ft. height limit allowed by zoning code. Perhaps an alternative solution would be to construct a dormer element made of fiberglass to fully enclose the antennas and screen it from view. Leonard Filner noted that there are existing trees planted along the perimeter of the building to partially screen the antennas from view. Mark Paone asked if the antennas could be mounted horizontally? Mr. Thompson doesn't think it would work horizontally, but he would investigate the possibility with the engineers. A motion was made by Mark Paone to continue the project per discussion above.
