The committee met for an administrative session beginning at 4:30 p.m. The meeting adjourned at approximately 7:35 p.m. Regular Session - 5:30 PM REVIEW OF MINUTES: The review and approval of the July 23, 2003, August 6, 2003, and August 20, 2003 minutes was deferred to the September 17, 2003 City of Orange -Design Review Committee Meeting Minutes for September 3, 2003 Page 2 1. DRC No. 3660-01 -SAINT JOSEPH HOSPITAL Redevelopment of St. Joseph Hospital campus for compliance with State earthquake building standards and upgrade hospital facilities. 1100 W. Stewart Drive Staff Contact: Christopher Carnes, Senior Planner DRC Action: Recommendation to City Council Continued from 08-06-03 meeting) The applicant's architects, John Pangrazio and Nancy Lim, NBBJ Architects, and landscape architect, Bill Cathcart, Cathcart & Associates, reviewed proposed building plans related to the entry plaza between the new building and the existing building, the first floor building plans, the roof plans, and landscaping plans for the sidewalk area on the south side of the new building. To answer questions raised by the DRC members, the architects explained that to create a sense of unity within the lobby they are proposing aterra-cotta wall (ranging in height from 12' to 14') and an open trellis that will extend across the front of the existing building and thru the new lobby. The roof-mounted equipment was screened from public view by the proposed parapet walls. The landscape architect reviewed the sidewalk area and streets proposed along the south side of the building. It was found that the limited space between the building and drive aisle did not allow the addition of landscape planters, and that the growth of the street trees would provide shade for pedestrians and would also be an attractive feature across the front of the building. The DRC members reviewed samples of building materials for the terra-cotta wall and the exterior wall for the first floor of the new building. The DRC members commented that the additional information provided showed that the design of the new building was compatible with the existing buildings and the proposed landscaping along the south side of the building provided an interesting pedestrian walkway and added interest to the exterior architecture of the building. A motion was made by Committee Chair Joe Woollett to approve final building and landscaping plans for the proposed 234,000 sq. ft. office buildings and related access drives and related facilities building. One University Drive, within the Old Towne Historic District Staff Contact: Christine Kelly, Contract Project Manager DRC Action: Recommend to the Planning Commission This item was heard concurrently with DRC No. 3789-03 -Chapman University Oliphant Hall. DRC No. 3789-03 CHAPMAN UNIVERSITY OLIPHANT HALL Review of redesigned quads and malls adjacent to Oliphant Hall, in association with review of Draft Master Landscape Plan for Chapman University. One University Drive, within the Old Towne Historic District Staff Contact: Christine Kelly, Contract Project Manager DRC Action: Recommend to the Planning Commission Chapman University had several people in attendance on their behalf. They were Kris Olsen, Director of Construction Management, Ken Ryan, EDAW, and Jim Curtis, EDAW. Ken Ryan reviewed the Draft Master Landscape Plans for Chapman University, including the redesign of the quads and malls adjacent to Leatherby Libraries and Oliphant Hall. These plans reflect a hierarchy of open spaces, including gateways, pedestrian malls, quads, plazas and garden rooms, in addition to suggested street trees. Mr. Ryan also proposed some minor modifications to address items that had been identified by staff. These modifications included the following: The addition of Camphor Trees as street trees on the east side of Atchison Street, south of Maple Avenue. An increase in the #5 trees on the Tree Palette, from 15 gallon to 24-inch box for all trees but the Eucalyptus Tress. An increase in the #3 trees on the Tree Palette, whereby 40% of the 24-inch box trees will be increased to 34-inch box trees. To maintain consistency with the Liquidambar street trees proposed for Maple Avenue, the Chapman University School of Film and Television plans previously approved at the August 6, 2003 Design Review Committee meeting, are to be modified to replace the proposed Camphor Trees along Maple Avenue to Liquidambar Trees. DRC member Wheeler inquired as to whether they were going to add an additional tree on the north side of Oliphant Hall. The applicant stated that they would. A motion was made by Committee Chair Joe Woollett to recommend approval of the Draft Final Landscape Plans to the Planning Commission, and to approve the redesign of the quads and malls adjacent to Leatherby Libraries and Oliphant Hall, subject to the following conditions: Chapman University is to return with final landscape plans for Leatherby Libraries and Oliphant Hall. Camphor Trees are to be added as street trees on the east side of Atchison Street, south of Maple Avenue. The #5 trees on the Tree Palette shall be increased in size from 15 gallon to 24-inch box for all trees but the Eucalyptus Trees. The #3 trees on the Tree Palette shall be increased whereby 40% of the 24-inch box trees will be increased to 34-inch box trees. DRC No. 3826-03 -RICHARD & SUSANNE SCHAEFER Proposal to construct a new two-car detached garage 504 E. Palmyra Avenue (Old Towne Historic District) Staff Contact: Daniel Ryan, Senior Planner -Historic Preservation DRC Action: Final Determination The applicant's presented the project and the Design Review Committee commented on accuracy of the plan details on roof pitch, windows, garage door style, dormers and siding details. The committee requested that the project be continued and the applicant's concurred with making the following revisions: 1. The roof plan of garage shows a lowered roof section on the east side with extended eaves and barges whereas, the main roof Elevation 3 on Sheet A-4 shows flush barges and flush eaves. Committee suggested an option to shift the garage on the site to allow for matching eave overhangs on both sides of the garage. 2. The exterior elevations show dormers on both the east and the west sides. The roof plan, framing plan, and sections show dormer on only the west side. 3. The dormer's ridge is even with the ridge of the garage, whereas another elevation shows the dormer about 18" lower than the main roof. 4. Return fascia back into building. 5. Section 4, on Sheet A-5 calls out a roof pitch of 4:12 and specifies that it should match existing, the sections scale out as drawn as 8:12 while the elevations scale out at 9: 12. 6. Exposed rafter tails should be 2x6 size trimmed out to 2x4. 7. The elevations do not show exposed rafter tails on the dormer roof(s). 8. Specify type and dimension of matching siding. 9. Provide mitered corners to match the existing house. 10. Extend window head trim beyond side rail on each side to match the projecting sill below and provide full window trims. 11. Provide matching brackets or outriggers on the garage to match those on the house. 12. Provide cross-buck style wood garage doors. 13. Provide Catalogue Cut sheets on proposed wood (man) door. Harwood Street (Old Towne Historic District) Staff Contact: Dan Ryan, Senior Planner -Historic Preservation DRC Action: Final Determination Continued from 08-06-03 meeting) The applicant was not in attendance, the DRC however requested Staff to forward the following comments: 1. Provide a "Scope of work list" on plans. 2. Provide details as to design and material on rear exterior door. 3. Correct plan elevation descriptions and street address. 4. Show existing windows to be removed. 5. Describe window material. 6. Show all locations on elevations where siding was replaced. 7. Have the gable vents been replaced with metal vents? 8. Modify window trim design.. 9. Detail fascia intersection at roof on north elevation. 10. Site plan -Provide new Ribbon type driveway. 11. Provide walkway from driveway to front porch. 12. Provide gate access to rear yard area from driveway. A motion was made by Committee Member Craig Wheeler to continue the project.
