REVIEW OF MINUTES:
A motion was made by Committee Member Jon Califf to approve the July 2, 2003 minutes
subject to the following corrections:
REVIEW OF MINUTES DRC 3776-02 Robert MacArthur M. D. page2 paragraph 3, sentence
1 amended as follows:
Chair Woollett pointed out that the shutters ~ do not match the other
architectural details, that the trellises were too small e€ in scale when compared to the other
architectural features, and the wall lights ~ should be placed elsewhere to ^^m~~i===~==t
complement the architectural windows.

1. DRC No. 3758-02 -JOHN & DEANNE HARB
Proposed design modifications to balcony railing and exterior doors at the rear of an addition to
an existing Bungalow residence. (Original project reviewed on 8/21/02)

Applicant, Deanne Harb presented the project. The plans had been approved prior to the
architect changing the French doors in the back (on the plans) to windows as proposed by the
applicants. The windows will be made out of the same wood as the other windows. The other
change is regarding the balcony. Instead of having the solid wall it will be opened up, mainly for
airflow. It will be made of redwood.
There was a short discussion regarding the height of the railing.
Committee Member Wheeler commented that he felt that a turned post railing is not reflective of
the Craftsman style. He strongly recommends straight bars being used instead of the turned post.
Other alternatives that are available were also mentioned. He brought up another issue of the
railing that he thought would be a problem, visually, and for the way that it turns the corner and
goes back; to die into the sloping roof. He suggested the applicants stay with the original
drawing of solid railing with siding. The Committee also discussed the railing and wall
treatment of the balcony.
A motion was made by Committee Member Craig Wheeler to approve the project subject to the
following conditions:
1. That the railing to be used is of a rectanglular form to match the Craftsman style and not
of turned post design.
2. That the railing has a buttress on each side of the sided railing wall that extends forward
to the east edge of the deck and returns across the east edge 1 % - 2 feet on each side.

2. DRC No. 3763-02 - LAURO AND DELORES SERRATOS
Proposed use of alternate exterior siding material for a new in-fill single-family residence in Old
Towne.

This item was heard at the same time with Item No. 3 -DRC No. 3764-02 Miguel & Laura De
La Rosa. It was explained by Committee Chair Joe Woollett that the understanding is that
instead of the redwood siding that was approved originally the applicant would like to use Hardie
siding. It looks the same but is not redwood. The applicant answered that this is the extent of
what they want to do.
Committee Member Craig Wheeler commented that the policy has been pretty consistent that
when a project includes new in-fill construction, the Committee approves artificial siding
materials, and wood siding is not required. Wood siding is normally required when it's an
addition added to a historic home.
A motion was made by Committee Member Craig Wheeler to approve the project subject to the
following conditions:
1. That the new siding is of a narrow dimension and smooth, not artificial wood texture.

6. DRC No. 3851-03 - HEWES DUPLEX
Revised plans for a new residential duplex development.

DRC Action: Final Determination
Staff Member Chuck Lau presented the project. This same property came through DRC several
months ago. Since then the property has been sold to Mr. Sonny Vu and Mr. Danny Vu, the
applicants. The previous owner told them that they could do additions with no problem,
however, when they came into the City with plans for an additional bedroom Mr. Lau told them
that since the original architecture had been changed (larger units, etc.) they would have to return
to DRC for approval. From a Planning, Zoning or Land Us perspective there are no changes in
terms of the site plan, it has the same layout and same amount of parking spaces. In fact, even
with the room addition they still exceed the number of required parking spaces. The applicants
are in front of the Committee to discuss the following:
Architectural changes
Changes in elevations (addition of a bedroom)
Use of different roof material
Change in trim, using a gray, off-white color with blue trim
Landscaping (Mr. Lau suggested they use the same landscaping as previously approved.)
Committee Chair Woollett asked about lot coverage and density. Mr. Lau answered that the
density is exactly the same. In terms of Floor Area Ratio (FAR) it may have gone up a little bit
because of the additional bedroom and bathroom that was added, however, it's still well within
the limit.
Chair Woollett was concerned about the significant amount of additional flat surface area facing
north (the side area) and how this blank two-story wall may adversely impact adjoining
neighbors. Chair Woollett suggests recessing the north bedroom walls so there is some visual
relief. Committee Member Wheeler indicated the addition of the second story bedrooms would
pose significant engineering design problems. A discussion ensued regarding this area with
alternative ideas suggested from the Committee. The Committee was happy with the new choice
of colors and roof materials.

A motion was made by Committee Member Jon Califf to approve the project subject to the
following conditions:
1. That the previously approved landscape plan be utilized.
2. That the applicant work with staff on the design of the second floor bedrooms so that they
achieve a setback of two to four feet from the north line of the first floor.
