The committee met for an administrative session beginning at 4:30 p.m. The meeting adjourned

Review and approval of the June 19, 2002 and the July 10, 2002 meeting minutes was deferred
to the August 7, 2002 meeting.

DRC No. 3641 - BRANDYWINE DEVELOPMENT
Revised building elevations, landscape and fencing plans for an approved 21-lot single-
family planned unit development.
1740 Bolingridge Drive

DRC Action: Final Determination
Mr. Robert Mickelson (Consultant - P.O. Box 270, Running Springs, CA 92382) and Mr. Jim
Barisic (Applicant - 1801 E. Edinger, Santa Ana, CA 92705) presented the project.
Mr. Barisic explained the revisions to the building elevations, landscaping, and fencing based on
Planning Commission and staff's recommendations, which included:
Saving an Oak tree by moving it to another location.
Saving some Palm trees by relocating them to the entrance.
Modifying the tree count to a 2 to 1 ratio.
Replacing some trees as conditioned by staff.
Installing a bio-swell to filter rain water.
Removing the Eucalyptus trees and Poison Oak, and replace with planting material.
Addressing the issue of what the new homes would look like from the lower side.
Changing the window treatments to break up the structure.
Responding to Planning Commission's request of breaking up the structure by planting
two additional pine trees.
Changing the exterior colors and a few windows.
Committee Member Paone asked about the plaster detail. Mr. Barisic explained that they will
go with foam because wood leaks and foam does not. This would prevent liability and
homeowner's association maintenance problems.

Their concerns included:
The elevation and appearance of the lots that overlooks their homes.
The change, if any, associated with the wall/fence at the end of Bolingridge.
The appearance of the retaining wall.
The grading work on the property.
From the committee's request, Mr. Barisic explained the fence section. The fence will be
approximately four feet above the retaining wall along the property line. He also addressed the
concerns regarding the windows and building elevations at the first level. They will be using
stucco and wood in certain areas.

A motion was made by Committee Member Mark Paone to approve the project with the
following conditions:
1. Provide one additional tree between lots 10 and 11.
2. Provide landscaping along the retaining wall facing Bolingridge Drive, per the
recommendations from the City's Public Works Department.
3. Submit a detailed plan for the drainage on Bolingridge Drive.
4. Replace the proposed Bottlebrush trees with African Sumac along the west property line
on lots 12 and 13.
5. Replace foam trims with 8-inch stucco trims around windows. (Trims to be squared-off)
6. Submit final landscaping and irrigation plans to Department of Community Services staff
for approval. Final plans to include City required inspection notes.

2.DRC No. 3760 - CHAPMAN UNIVERSITY DANCE CENTER
Signage for the new Chapman University Dance Center.
190 N. Cypress Street (Old Towne Historic District)

DRC Action: Final Determination
Mr. Kris Olsen with Chapman University presented the project. The proposed signage are to be
installed along the east and west sides of the building, externally illuminated, and constructed
out of metal and will be stud mounted. The proposed signage is within regulation.
The applicant and the committee discussed the issue of using numerical or alphabetical lettering
for the street address. The Orange Police Department is requesting a numeral presentation and
it would be presented on one line.
A motion was made by Committee Member Leonard Filner to approve the project with the
following conditions:
1. The address on the west elevation shall be numerically placed on a single line.
2. The west elevation shall be externally lit from the ground. The east elevation is non-
illuminated.

3. DRC No. 3699 -SAINT MARY'S SERIAC ORTHODOX CHURCH
Revised building elevations for the expansion of an existing church facility.
1515 E. Taft Avenue
Staff Contact: Daniel Ryan -Senior Planner, Historic Preservation
DRC Action: Final Determination
Mr. George Behnam presented the project, explaining the changes in building elevation and the
roof pitch. The church would like to raise the ceiling height from eight to ten feet because the
stage was overlooked in the original design. The church presently does not have any plans to
modify the existing sanctuary at his time.
Committee Member Paone expressed concerns with the change in design in the office space.
Mr. Behnam explained that the only change was the window location. After some discussion,
the conclusion was that the previous submission may be better proportioned.
Committee Member Paone suggested that the applicant come back with several options that the
committee could select from.
The committee members concluded that the applicant needs to come back with alternative
plans to the proposal.
A motion was made by Mark Paone to continue the project, based on the above discussion.

4. DRC No. 3734 -SYCAMORE PLAZA MEDICAL OFFICE
New 20,450 sq. ft. two-story medical office building, and the relocation of an existing
1919 Craftsman residence to the southwest corner of Culver Avenue and Clark Street.

Mr. Mike Harrison (201 Paularino, Costa Mesa), Mr. William Skinner (3185 -F Airway Ave,
Costa Mesa), Mr. Tom Harrison (201 Paularino, Costa Mesa), and Ms. Lauren Young (201
Paularino, Costa Mesa) presented the project and a power point presentation.
Topics included discussed between the applicant and the committee included:
The possible ways to reorient the house and the garage.
The possibility of moving the plot line on the Ronald Mc Donald property.
Samples of houses in the surrounding neighborhood.
The elevation of original house plan.
Shows apartment and garage elevation and floor plan.
The orientation of houses in Old Towne.
Parking count for the present and future need.
Ms. Janet Crenshaw (464 N. Shaffer, Orange) stated that she is delighted applicant still want to
save the house.
Mr. Jeff Frankel (384 S. Orange St.) stated that he does not see a problem with having house at
an angle, that he has seen historical homes in other neighborhoods that are similar, and that he
likes the change in design on the garage.
Comments from the committee in response to the presentation included:
Committee Member Paone expressed that he likes seeing the house on the front on the
curb, but he would also like the tandem garage. He is concerned about size of lot; even
if everything fits, it doesn't mean it'll work.
Committee Co-Chair Angus commented that she likes the tandem parking, that she
prefers the orientation of the front of building to face a street, and she feels that the
design of the unit over the garage is moving in the right direction. She asked that the
applicant look at why they can't set the house back further, following suit with other units
in neighborhood.
Committee Chair Woollett commented that reducing four-door garage to a two-door
garage is great. He also feels the idea of tandem parking looks a lot better. He also
added that he doesn't see a need for a garage in the back.
The committee also suggested that the applicant has a good argument for requesting for an
encroachment concerning the property line and should pursue the possibility.

The discussion then transferred to the medical building. Topics discussed included:
Looking at different types of styles to fit into Old Towne.
Considerations for costs of different architectural styles.
Using St. Joseph's Hospital as an example of the best architectural style to fit into
Old Towne.
The elevation of the medical office.
The possible window schemes for the building.
A suggestion was made that the applicant concentrate more on the three entrances to the
building, which will divert attention away from the plainness of the rest of the building, which will
tie in with the previous proposed designs.
A motion was made by Committee Member Mark Paone to continue the project.

5. DRC No. 3757 -SAINT JOSEPH HOSPITAL
Redevelopment of St. Joseph Hospital campus for compliance with State earthquake
building standards.
1100 W. Stewart Drive (north of La Veta Avenue & east of Main Street)

DRC Action: Preliminary Review Only - No Action Required
Mr. Fred Talarico (1278 Glenneyre Street, Suite 110, Laguna Beach CA) presented the overall
scope of the project. The project would be in three phases over atwenty-year period. Mr.
Steve Sheldon (Sheldon & Associates, 660 Newport Center Drive, Ste 950, Newport Beach CA)
explained the history, scope, and benchmarks of the project. Mr. John Pangrazio (NBBJ, 111 S.
Jackson St., Seattle, WA) explained the planning effort that included:
Designing a master planning for the hospital.
Looking at neighbors, buildings, and come up with a replacement strategy.
Scheduling with the intention of keeping the hospital in operation.
Designing the master plan to possibly include fixing the original Mission style
Architecture.
Mr. Pangrazio explained that inspiration for design came from:
Original hospital -Mission style
The sisters of St. Joseph
The Plaza of Orange.
Chapman University
Other observations, and from himself because his family has lived in orange for a long
time.
Mr. Pangrazio added that it is important to restore the old mission style of the original building,
and at the same time, modernizing the new building to fit with the modern times. The Sisters
were visionaries who wanted to fuse technology and humanity. He went on to illustrate the
different phases and proposals of the building designs.
Mr. Robert Shrosbree (NBBJ, 111 S. Jackson St., Seattle, WA) then explained the landscape
plans. The idea is to extend as much of the landscape that exists as possible and creating a
campus and pedestrian theme. The avenue in the old building is the inspiration. He illustrated
the different landscape designs in the different areas on the campus.
There was a discussion between the applicant and the committee concerning the color of the
glass on the proposed building and the shades of the trees' color pallet. Committee Member
Paone suggested possibly using a lighter and lacier set of trees to continue the transparent
theme of the buildings, in which Mr. Pangrazio responded that it would be a good idea.
Committee Member Filner felt the current pallet selection is very good.
Mr. Pangrazio then explained the facility services building. The view of the services building is
different than patient center. It will serve as a background building. The size is driven by
function resulting in de-emphasizing the architecture of building, but uses landscape to
emphasize building.

Mr. Bill Cathcart (134 S. Glassell Street, Orange CA) presented the landscaping of the service
building. He explained that they wanted to create a residential feel.
Mr. Pangrazio concluded that they designed the project with the idea that they want people to
be comfortable with receiving the care they need at these buildings. In the long run, they want
to restore the dignity of the old Mission style building.
Committee Members offered their comments, which included:
Committee Member Mark Paone:
The planning sequence is logical.
He is not comfortable with the exterior skin of building.
He has concerns about the landscape along Stewart Drive. He suggested looking at
other approaches that may compliment the horizontal aspect of the parking structure
instead of the vertical.
He suggested that Pepper Street may provide an opportunity for an acknowledgment
of an entrance.
The service building has a reasonable approach, but he suggests that the applicant go
out and look at neighborhood more and to see how they relate.
He feels the project should be friendlier to the neighbors.
The focal point of the old building mission is great, but in the interim, he suggests they
need something at the end of Stewart Street for a focal point, possibly an art piece.
Committee Member Leonard Filner:
The planting palette is good for both buildings, particularly the Cypress trees because it
brings back the old building.
He would like to see more detail on the handling of the planting material along the
pedestrian walkway.
Committee Chair Joe Woollett:
He is missing the warmth in the wall depiction compared to the site plans that are
illustrated in color.
He agrees with Committee Member
depictions of what is going to be there.
Paone that the renderings are not accurate
Committee Member Alice Angus:
The Cypress trees are nice, but would like to see the presentation include the expansion
of the viewpoint.
She would like to see examples of the proposed exterior finish materials locally being
used, especially the glass.
Mr. Fred Tafarico summarized that Saint Joseph Hospital has been here for a long time. It has
been a leader and good neighbor in the past, and it hopes to continue that in the future also.
