The committee met for an administrative session beginning at 4:30 p.m. The meeting adjourned at approximately 8:00 p.m. Regular Session - 5:30 PM REVIEW OF MINUTES: The review and approval of the July 2, 2003 minutes was deferred to the August 6, 2003 City of Orange -Design Review Committee Meeting Minutes for July 23, 2003 Page 2 1. DRC No. 3791-02 -PINNACLE AT UPTOWN APARTMENTS Proposal to construct athree- to four-story 460-unit multi-family apartment complex, including structured, enclosed, and open surface parking, two swimming pools, a leasing office/clubhouse, active and passive open space areas, and Santa Ana River Trail access points. 3001 West Chapman Avenue (former Cinedome site) Staff Contact: Anna Pehoushek, AICP, Senior Planner DRC Action: Final Determination Jack Selman, Architects Orange, presented the project and began with the architectural portion of the project. Some of the changes were as follows: The site has conceptually remained the same. Elevation changes and details. Changes reflect addition of 2-story loft units. Stonework carried throughout elevations. Roof plans (still need to detail roof plans, reducing clutter of various roof vents). Color palettes were discussed of railings, trim, exterior walls, roof tiles & stonework. Applicant will bring back roof tiles & stonework samples.) Details of windows and trellises, balconies, hiding of water heaters and air conditioners. Details of handrails and crash walls in parking structures. Added parking spaces. New detail of shutters on the clubhouse. Three balcony types. Rick Polhamus, BRE Orange, presented the landscape portion of the presentation. There are 14 trees, which are suitable for boxing and relocation. They will be saved and transplanted. Screening along the trail will be low plant material (2' high) and high tree planting per screening. Between 2 and 9 feet high the Police Department wants nothing. They want to be able to see through the fence, this includes no vines (except on back of trash enclosures. A meeting with the Police Department and their concerns, which includes the above. Back of parking structures will be open for the Police to be able to see. Along the perimeter all existing trees will stay. There are 5 dead trees, others will stay and the dead ones will be replaced. The only uncertain thing about the landscaping is the shrub palette. They would also like to blend the new with what exists outside of the fence along the trail. Maintenance Building has been relocated to save a couple of the trees. That prior to obtaining a building permit, the artificial stone and the roofing samples be presented to the Design Review Committee along with a final review of the color palette colors as submitted have been approved in concept). 2. That the roof vents be clustered as much as possible. 3. That the final review of the shrubs along the trail be presented and that all City landscape notes are on the plans. 4. That the details on the garage headlight barriers adjacent to the apartment buildings are presented. DRC No. 3804-03 - CENTEX HOMES, CASISTAS AT SERRANO 121 dwelling unit residential development Serrano Heights Residential Development, located approximately 400 feet west of Nohl Ranch Road and north of Serrano Avenue Staff Contact: Christopher Carnes, Senior Planner DRC Action: Final Determination on proposed fencing plans, paving materials, trash enclosures, landscaping plans, and building elevations The project architects and representatives reviewed the final site, building, fencing/walls, and landscaping plans and the modifications made per the Design Review Committee members comments made at the January 22, 2003 meeting. The applicant also presented revised window placement plans indicating the off-site windows on the second floor for those structures that have parallel walls and indicated that the trash containers would be located in the entry drive for those units in the interior courtyards. The consensus of the DRC members was that the revised building plans for unit No. 3 provided greater diversity along the streetscape, the revised window placement provided greater privacy, and the fence/wall plans were consistent with the existing fencing/walls within the Serrano Heights development. A motion was made by Committee Chair Joe Woollett to approve the project with the following conditions: 1. Final landscaping plans to be reviewed and approved by the City's Landscape Specialist and to include the inspection notes. 2. Final site, building, and landscaping improvements to be completed per plans shown as Exhibits presented in July 23, 2003 staff report. DRC No. 3814-03 -THE VILLAGE AT ORANGE Proposal to construct two new building pads totaling 12,800 sq.ft. as part of the comprehensive renovation of the former Mall of Orange shopping center. 2100-2300 N. Tustin Street Staff Contact: Chuck Lau, Associate Planner DRC Action: Recommendation to Planning Commission Chuck Lau, staff member presented the project for applicants Andrew Carlos, Architects Orange and Brad LaRue of Rawson, Blum & Leon. Tentatively scheduled to go to the Planning Commission on September 3, 2003. Joe Woollett, Committee Chair, mentioned that the Committee has some questions in regards to the landscaping. The applicants showed a color board and plans and pointed out the following: The spot where the buses wait and the walkway for pedestrians into the mall; Trellis, what it looks like and what plants are going on it. -The applicant answered that it would be a wood trellis. There has not been an actual plant type called out which will be used. One mentioned was a Bower Vine, which is a creeping vine. The Committee is concerned about the looks of this, since it's right on Tustin Avenue and everyone driving by will see it. The Committee does not have any kind of detail of either the vine or the trellis, or how the trellis is assembled. The applicant answered that there is no detail on it yet, and that it is just a concept. The trellis will not be ornate and it will be simple construction. Prior to a building permit being issued the Committee needs to have a drawing showing exactly what the trellis is going to look like and what plant is going on it; Doors at service walk. The doors are provided for access to leave the building and potentially serve their businesses from the back door rather than the front. This is part of the Committee's concern, that this is on the most prominent corners of the mall and is highly visible to the public. A discussion followed about plans, and looks of this area along with the requirements of the tenants. The applicant and Committee also discussed screening these door areas from the public with landscaping, such as trees. The trees being discussed pose another issue with their height. They would be tall and at pedestrian level and all you would see would be tree trunk". Variety of stone. DRC would like the same stone used as used on the rest of the Mall. That prior to issuance of a building permit, trellis details, and trellis planting be submitted to the DRC; 2. That more street trees, at the landscape designers option, be added on Tustin Avenue adjacent to the new structures; and 3. That the stone used on the project match the stone being used for the main portion at the Village at Orange. DRC No. 3824-03 -JOHN PAVANO Proposal to construct a replacement 2-car garage. 817 E. Palmyra Avenue (Old Towne Historic District) Staff Contact: Daniel Ryan, Senior Planner -Historic Preservation DRC Action: Final Determination Dan Ryan, staff member, presented the project. The project has gone through Staff Review Committee and the Zoning Administrator for an Administrative Adjustment to improve the back- up area and circulation area to allow cars to exit without backing onto Palmyra. There was a revision in the plan to change the direction of the gable on the garage to create a lower slope at the rear property line to address the code issue of having a wall within 10 feet of the rear property line. The Administrative Adjustment was approved to reduce the rear setback to 8 feet. Since there was a 45-50 foot expansion of the original garage that was demolished, at that time it had to meet off-street parking regulations for 4 cars (2 enclosed, and 2 open). Committee Chair Joe Woollett asked what the paving material was. Mr. Ryan answered that it was new concrete. Mr. Ryan continued with presentation that it was discovered there was a difference between what was on the drawing and the height of the structure, and also issues with plans having the same date on the old and new sets of plans. (The Committee had the correct set of plans.). In regards to staff comments to the height difference, staff report says the garage is 1-1/2 foot lower than the principle structure. Based on the height of the front structure, it's really 5 feet taller than the front. One issue maybe the massing of the rear structure in relation to the front structure. It may be a requirement to have a lower height on the rear structure. Janet Crenshaw, 464 N. Shaffer -Loves the doors. The Committee would like the following: Match roof pitch on garage with that of the residence. Try to duplicate vents on garage to match residence. Plans need to be redrawn to reflect accurate intent. Match windowsill treatment on garage with that of the house. Need detail of underneath of bargeboard. Starter board to match Gable and eve should also match. DRC No. 3834-03 -MICHAEL WALDRON Proposal to install new site features and interpretative (Victorian Styled) landscape design for a parcel containing two residential structures. 205 S. Orange Street, and 218 E. Almond Avenue. (Old Towne Historic District) Staff Contact: Daniel Ryan, Senior Planner -Historic Preservation DRC Action: Final Determination This project did not have to go through the Design Review Board, however, since it is a Commercial Zoned property, the City does take Commercial Landscape projects in Old Towne before the Design Review Board. Based on an appeal hearing several years ago with the Planning Commission, it was not mentioned in the minutes that the applicant was going to do some major landscaping improvements, it was suggested the applicant go through Design Review. At the applicants request this is why the project is before the Committee at this meeting. This is one of the first projects that the City has had to do a Victorian period interpretative landscape plan. There are two structures but the principle landscape and major focus of the property would be on the Orange Street side. The applicant, Michael Waldron, says the dilemma that is being faced is that there are two residential structures situated on a single lot (one being a Craftsman from 1928 and the other a Queen Anne Victorian from 1894). What the applicant wants to do is complement each of the structures, as it is a key piece of property. Mr. Waldron wants to accentuate and complement the Victorian architecture at the frontage along Orange and Almond with Victorian style gardens. A 1960's iron fence will be removed as the applicant feels it's unsightly and does not complement the house very well. He would like to put in a boxwood hedge. The applicant continued to explain the changes that have been made to bring the home back to period, including the trellis and walkway materials. Mr. Ryan spoke of the applicant's plans in putting a fountain in the yard and what the requirements for setbacks, etc. were.
