The Committee met for an administrative session beginning at 5:00 p.m. The meeting adjourned at approximately 6:18 p.m. Regular Session - 5:30 P.M. City of Orange -Design Review Committee Meeting Minutes for 19 July 2006 Page 2 1. DRC No. 4088-06 - DELANEY RESIDENCE A request to construct a 2,832 square foot, 2-story addition onto an existing 1,322 square foot, one-story single-family dwelling. 373 N. Fern Street Staff Contact: de Koven James, (714) 744-7219, jdekoven(c~,cityoforan~o~ DRC Action: Final Determination A project overview was provided by Leslie Aranda Roseberry during which she advised Staff does not think the project is in compliance with the City's Infill Residential Design Guidelines because of the way the second floor is structured over the first floor. The applicant provided photographs of nearby homes that are roughly similar to the proposed project. Committee Member Wheeler stated he has been on the Committee since the Guidelines went into affect and he was reasonably certain none of the homes referenced had come before the Committee since that time. Committee Member Woollett commented that the photographs are indicative of the reason the Guidelines were implemented. No public comment was provided on this item. Committee Member Wheeler stated he personally was in complete agreement with the Staff Report and it is the job of the Committee to enforce the Guidelines. The architect asked if building over the garage was acceptable. Committee Member Wheeler responded "that goes contrary to the Design Guidelines as it increases the mass" and furthermore, another minor thing to look at would be to bring the existing garage area up to current standards since the proposed addition is more than 500 sq. ft. Committee Member DeWees stated his biggest concern is with the garage door being turned. The applicant responded that from an aesthetics perspective if you put two cars in the driveway you couldn't see the front of the house; consequently, the garage door was moved to improve curb appeal. Committee Member Woollett stated he disagreed with Committee Member DeWees as he was there when there were vehicles parked in front of the garage and he thought it would be better to have them in front of the garage with the garage positioned as proposed. Further, Committee Member Woollett stated he thought the project would be approvable if the bonus room over the garage was eliminated. Committee Member Wheeler stated he would go one step further and in addition to removing the bonus room over the garage, he suggested they bring down the masses in the front of the house by running the roof the other way. The applicant stated they would then have dormer windows and Committee Member Wheeler agreed but stated he didn't recall seeing dormer windows any place else along the street. City of Orange -Design Review Committee Meeting Minutes for 19 July 2006 Page 3 Committee Member Cathcart stated he agreed with Committee Member Woollett's comments regarding removal of the bonus room and that he didn't have a problem with the driveway positioning as pictured. Committee Member Wheeler stated in situations such as this there are two options available: 1) Continue the project allowing the applicant to go try some new ideas. 2) Deny the project, which would allow the applicant to have it appealed by both the Planning Commission and then City Council if the Planning Commission also denied it. There would be a $1,000 charge for the appeal. Committee Member Cathcart interjected that if they chose option (2) they would definitely have to meet all the setback and FAR requirements. The applicant asked how much square footage would be lost if they eliminated the bonus room. The architect responded by quoting the size of the bonus room (17'x19') and Committee Member Wheeler added it would be slightly greater than that as a result of also pushing the roofline back. The applicant stated they would like to have the project continued and asked Committee Member DeWees if he was willing to change his opinion about the garage door. Committee Member DeWees responded it seemed as though he was the only one concerned about it. Committee Member Wheeler interjected he also shared that concern; however, there are five members on the Committee. Committee Member Woollett made a motion to continue DRC No. 4088-06. City of Orange -Design Review Committee Meeting Minutes for 19 July 2006 Page 4 2. DRC No.4114-06 - DOUBLETREE HOTEL SIGNAGE Applicant is requesting the installation of 6 new signs (4 channel letters, 2 channel logos), as well as paint the building exterior with 3 neutral colors. 100 The City Drive Staff Contact: Sonal Thakur, 714-744-7239, sthakur@cityoforange.org DRC Action: Final Determination A project overview was provided by Sonal Thakur during which she advised that the only concern Staff had was whether they would be using vinyl or paint and although there isn't a preference, Staff had asked the applicant to detail the materials and method to be used. The applicant responded that it's the interior part of the sign letters where the application is applied. The architect provided a report highlighting Pages 9 and 10 where the hotel sign standards were provided and discussed the options outlined therein. Committee Member Wheeler asked which material would last better. The applicant responded they both are equal and since they won't be exposed to the sun it won't matter. No public input was provided on this item. Committee Member Woollett made a motion to approve DRC No. 4114-06 with the recommendations indicated in the Staff Report. DRC No. 4117-06 - VASQUEZ RESIDENCE A request to construct a 587 square foot addition to an existing 773 square foot single- family residence creating an Accessory Second Housing Unit; convert the existing 360 square foot garage to habitable space; and construct a new 466 square foot garage. 376 North Batavia Street Staff Contact: Anne Fox, (714) 744-7229, afox ®,cit~oforange.org DRC Action: Final Determination: Final Determination A project overview was provided by Leslie Aranda Roseberry during which she advised: The project is consistent with all adopted plans and applicable design standards. The only specific condition added by Staff is that the existing driveway and approach be removed and a sidewalk and gutter that meets City standards be constructed. Landscaping shall be added to the front of the house since the garage is now on the side of the house. No public comment was provided on this item. Committee Member Wheeler asked if the block wall on Sycamore should be lowered. The area where the wall should be lowered was highlighted on the drawings. Committee Member Wheeler stated he would like to see more emphasis that the materials for the new construction will match the existing and asked what they were going to do around the patio slider and around the garage door. Specifically, he wanted to know if they would be introducing a new type of trim that doesn't exist on the home now. The applicant responded the homeowner wanted to replace all the windows with vinyl and she would like to encourage the homeowner to go with the 1 "x6". Committee Member Wheeler responded he would like to suggest all the trim be kept as close to the existing as possible as that is what is appropriate to the period. Committee Member Wheeler indicated there were some problems with the hip roof plan i.e. the pop out as shown would result in an uneven fascia. A sample was given to the applicant. Committee Member Cathcart indicated that the plan should be revised to show the removal of the driveway. The applicant questioned if a patio sitting area and perhaps a walkway could be added in the entrance area. Committee Members Cathcart and Wheeler both agreed this would be acceptable. Committee Member Wheeler stated the important thing would be to remove the curb cut on Batavia to ensure that area doesn't become a parking space. Committee Member Cathcart stated the requirement for an automatic irrigation system should also be added. The applicant asked if this project would require a landscape plan. Committee Member Cathcart responded it was not necessary. Howard Morris stated they should also address backflow prevention. City of Orange -Design Review Committee Meeting Minutes for 19 July 2006 Page 6 Committee Member Wheeler made a motion to approve DRC No. 4117-06 with the recommendations indicated in the Staff Report and the following conditions: 1) It is made clear on the plans that the fascia and window trim match the existing as much as possible. The window trim around the patio sliding door and garage door shall be the same as the other window trim. 2) The curb cut on Batavia be removed and a portion of the existing driveway be landscaped. 3) Any new landscaping shall have an automatic irrigation system.
