DRC No. 3532 -ORANGE ROTARY SENIOR APARTMENTS New 5 unit senior housing project in Old Towne North side of La Veta Avenue between Olive Street and Lemon Street DRC Action: Recommendation to Planning Commission Continued from April 19, 2000 and May 17, 2000 meetings. The project was presented by Warren Parchan with the Rotary Club of Orange, the project architect Richard Hanson, Eunice Bobert with Orange Housing Development corporation, and project consultant Bob Mickelson. The proposal is to construct a 5 unit senior citizen housing project on a vacant parcel. The exterior siding material is made by Hardi Plank, and the roofing is made of composition shingles. A full color palette was also presented. Susan Secoy asked what is the architectural style of this project? There are different elements that have been incorporated into its design. From a site plan perspective, it makes sense to break-up the massing of the units into several buildings (rather than one large building). However there are concerns with the some of the elements, in terms of its proportions or the balancing of the styles. In particular, the front elevation of the middle building consists of placing columns on top of a very large base. In trying to reference some of the styles within Old Towne, it does not appear to occur with this project. More refinement is still needed to stay more true to the architectural styles typically found in Old Towne. As for the attached garages, perhaps there are ways to further break-up the length of the solid plane. Leonard Filner noticed that the 2 trees in front of the middle building are not the same. One is a Brachychiton and the other is a Lagerstroemia. This is rather unusual because the building elevation is symmetrical in design facing La Veta Avenue. Suggest using the two of the same trees in front to create symmetry. The project was opened for public comments: Joan Crawford stated that the proposal seem like a good idea, and she hopes the project will work on this site. What is the F.A.R. for this project?. The middle building with attached garages -this is not a feature typically found in Old Towne. What architectural style is this? Vern Jones calculated roughly .41 F.A.R. for this project. Code allows up to .60 F.A.R. for R-4 zoned lots. Bob Mickelson asked if the use of light bollards are acceptable for this project. Susan Secoy stated that there are light bollard designs that are sensitive to Old Towne. Susan Secoy also raised concerns with the large expanse of asphalt paving used through out the project site. It would be preferable to have some type of enhanced paving to help break-up these areas. Further explore the architectural style of this project. Particularly in reference to the front south) elevation base/column treatment, and the overall proportion of the project. 2. Project lighting needs further study to be sensitive to Old Towne. (i.e. bollards) 3. Garage elements shall be sympathetic with the rest of the building. (Use the same color so that there are no contrast). 4. Provide enhanced paving at the two driveway entrances off Lemon Street and Olive Street. 5. Suggest using two of the same trees, either Brachychiton or Lagerstroemia, to create symmetry in front of the middle building. 6. Submit final landscape plans to Community Services Department for approval. Final plans to include City required inspection notes. DRC No. 3559 - LIS GIUSTO New 1 %2 story accessory second unit within the Old Towne District 374 N. Cambridge Street (Contributing Structure) DRC Action: Recommendation to Planning Commission The revised plans were presented by the owner Lis Giusto and her architect Doug Ely. The square footage of the unit has been decrease to help further reduced the building's bulk and mass. The dormer element along the north elevation has been modified to reflect his change. The DRC stated that the revised plans (Alternative `A') are much improved over the previous submittal. In the event that the Planning Commission and/or City Council does not approve the variance request for the reduced unit size, the original design must be brought back to the DRC for additional review. MOTION by Susan Secoy to recommend approval of the project, specifically Alternative `A', to the Planning Commission with the following conditions: In the event that the Planning Commission and/or City Council does not approve the variance request for the reduced unit size, the original design must be brought back to the DRC for additional review. The recommendation for approval is based on the finding that the proposed work conforms with the standards and design criteria referenced and recommended by the Design Review Committee. The proposed work complies with the Secretary of the Interior's Standards and Guidelines. The proposed work is compatible with, and therefore will not adversely affect the use and design of existing buildings within Old Towne. DRC No. 3562 - CENTEX HOMES Revised building elevation plans of an approved residential tract Tract No. 15695 - St. Alban Ridge DRC Action: Final Determination The project was presented by Rick Wood with Centex Homes, and Mark Heiner with RNM Architects. The revision involves Plan 1, which was required under the Serrano Heights Specific Plan, as the one-story look-alike. The proposed changes are prompted by consumer demand for a plan layout that are more advantages to the views that are offered by these hillside lots. The originally approved Plan 1 had sold poorly as a result. The revised Plan 1XA is similar in design, having the same building footprint as the previous Plan 1. The exterior finish materials and color palette have also remained unchanged. The DRC expressed concerns with the size increase of the house from 2,595 sq.ft. to 2,778 sq.ft. This is an increase of nearly 200 sq.ft., and all of which is on the second floor. This is a substantial increase in the overall size of the house, which does not seem to meet the intent of the one-story look-alike requirement of the Specific Plan. Although the revised building elevation plans are acceptable in terms of architecture, the DRC would not be in support of the proposed plan revisions unless the overall square footage of the house can be maintained substantially the same as previously approved. Rick Wood requested a continuance to study further plan revisions to address the above stated concerns. MOTION by Susan Secoy to continue the project. Cambridge Street (Contributing Structure) DRC Action: Final Determination A correction was made regarding the project description being a single story addition rather than a second story addition as described on the agenda. Also, the DRC will make a final determination on the project, rather than recommendation to the Planning Commission) The project was presented by the property owner and architect Mike Weyhrich. The proposal is to construct a small addition at the rear of the house with a new 2-car garage. The building elevations include architectural elements and features that are consistent with the existing house and the Old Towne district. The exterior would be a smooth plaster finish painted to match the existing house. Roof material would be a barrel shaped the also to match. The existing detached single car garage would be demolished primarily due to its poor condition. Susan Secoy opened the meeting to public comments: Joan Crawford asked what is the F.A.R. of this project? Mike Weyhrich estimates .33 F.A.R., which is well below the maximum .60 allowed by code. Susan Secoy noticed the existing garage is made of bricks that are rather unique in texture and pattern. Perhaps some of the existing bricks can be documented and saved, or maybe it incorporated with the hardscape/landscape in the yard areas. Also noted is the line of demarcation between the existing and new addition. The project is well designed with sensitivity to the surrounding area and to the Old Towne District. MOTION by Susan Secoy to approve the project as submitted. The approval is based on the finding that the proposed work conforms to the standards and design criteria referenced by the Design Review Committee. The proposed work complies with the Secretary of the Interior's Standards and Guidelines. The proposed work will neither adversely affect the significant architectural features of the building, nor adversely affect the character of historical, architectural, or aesthetic interest or value of the building, its site, or the surrounding area. DRC No. 3566 - BANK OF AMERICA New bank walk-up ATM kiosk in public parking lot Northwest corner of Chapman Avenue & Center Street DRC Action: Final Determination The project was presented by Roy Herbold -Architect. The proposal is to construct a new 10.5 ft. x 15.5 ft. walk-up automated teller machine (ATM) kiosk at the southwest corner of the City owned public parking lot (former Bank of America). The kiosk is shown with zero setback at the front (south) property line along Chapman Avenue. The architectural style is Prairie. Vern Jones clarified that the code required minimum front yard setback is 15 ft. for Old Towne Spoke Streets along east Chapman Avenue. Mr. Herbold replied that moving the kiosk back would eliminate one parking space, but should not create any problems. Susan Secoy prefers to eliminate the shutters and replace with horizontal wood siding instead. The siding would be more consistent with the Prairie style architecture. MOTION by Susan Secoy to approve the project with the following conditions: 1. Provide 15 ft. minimum front building setback along Chapman Avenue. 2. Eliminate the shutters and replace with horizontal wood siding instead. 3. Color palette shall be warm gray. 4. Composition shingle roof shall be gray. The approval is based on the finding that the proposed work conforms to the standards and design criteria referenced by the Design Review Committee.
