1. DRC No. 4194-07 - TRUJILLO RESIDENCE
A proposal for an accessory second dwelling unit.

Staff Planner Robert Garcia provided a project overview consistent with the Staff Report.
There were no public comments.
Committee Member Cathcart asked if there was going to be any new landscaping and Mr. Garcia
replied no.
Committee Member Califf wanted to know if it was already concrete in the back and Mr. Garcia
indicated it was all existing concrete.
Committee Member Woollett was concerned with the lack of landscaping with just a sea of
concrete. Mr. Garcia said it was his understanding that there used to be a swimming pool with a
patio area out there as well.
Committee Member Califf said they normally require foundation planting or something along the
property line that would be appropriate just for the benefit of the unit. From the streetscape it's
not an issue but the new unit is in a sea of concrete and he'd like to see something there.
Committee Member Cathcart said if you look at the elevation of the new building it's pretty stark
and some thought should be put into at least a minimal amount of foundation planting around the
new addition.
Committee Member Califf suggested saw cutting some of the concrete so that the rear patio
would have some shrubs and some foundation planting between the two units. The other issue
he had was with the entry.
Chair Wheeler made a sketch suggesting apop-out roof over the entry. Committee Member
DeWees mentioned it would provide just a little rain protection.
Committee Member Woollett asked Jorge Rivera Lezama, representing the applicant, if he
objected to taking some of the concrete out and Mr. Lezama said he'd have to talk to the owner.
Committee Member Woollett felt the project needed a continuance so the applicant could talk to
the owner. He thought any area they weren't going to put a vehicle should be landscaped.

Chair Wheeler liked the extra parking in the back since that street is so impacted with parking.
Committee Member Woollett would support the uncovered parking spaces and everything else
landscaped by removing the concrete.
Committee Member Califf stated that if the applicant's representative was willing to commit to
an entry roof of some sort that would be fine with him and if the owner needs to agree to that, the
project should come back to the DRC.
Committee Member Woollett made a motion to continue DRC No. 4194-07.

2. DRC No. 4211-07 -COLON RESIDENCE
A proposal to consider landscape plans including flat work for anon-contributing 1946
Stucco Box residence.

Staff Planner Dan Ryan provided a project overview consistent with the Staff Report and
explained how the landscaping was trying to reflect the 50's period. He mentioned that Howard
Morris had a chance to look at the brief irrigation plan and the plant palate.
Trevor Colon, applicant, stated he wanted to be really thorough and fit in with the other houses
in the neighborhood.
Public Comment
Janet Crenshaw, address on file, wanted to know what the yellow area was on the plans and she
was told that's where the plants go. She appreciated all the photos, noticed that most of them
were not the original bricks, loved the landscaping, would like to see the porch left in cement,
and liked the ribbon driveway.
Mr. Colon asked the Committee's opinion on brick vs. cement. Committee Member Califf said
not to overdo either one because it's easy to go hog wild with brick. Chair Wheeler said he's
seen both concrete and brick on homes in that period so he didn't see any problem with it.
Committee Member Woollett said that he lived in a house that was designed during this time
period and it had a brick porch and walkway. He felt that what the applicant was doing was in
keeping with that period. He felt the project was very nice but he wasn't sure if it needed the
brick on the drive but he didn't object to it. He asked if the concrete would be new or would the
existing concrete be cut and Mr. Colon indicated it would be new.
Chair Wheeler asked if the fence would be wood. Mr. Colon wanted to ask the Committee's
opinion on that even though he prefers wood. Committee Member Califf mentioned there is a
house on Walnut with wood posts and it goes in and out with wire with plants growing in front.
Typically during this time period there was no fence or boxy wire mesh. He does have a
problem with vinyl because it's a little too perfect. Committee Member DeWees felt the wire
idea was great and pulling it back 18 inches was really important. He thought there was a lot of
brick and suggested putting just an edge of brick on the concrete.
Committee Member DeWees said that if the applicant was keeping with the 50's period, he felt
the landscaping seemed heavy and lush with so many different plants when the period was more
understated.

Committee Member Cathcart suggested a multi trunk birch. He noticed that the birch and crape
myrtle are in one spot and they would conflict with one another because the scale of the drawing
is deceiving. He suggested a grouping of birch or multi birch. If the applicant wants a crape
myrtle, it should be an Indian variety. His concern was it's acraftsman-style landscape with a
lot of plant material but it doesn't bother him. The applicant will need to prepare a more detailed
irrigation plan for Howard Morris. He suggested instead of spray heads, the applicant use a drip
system. He suggested he look at the irrigation plan and the scale of the plants.
Mr. Morris said not to mix the drip systems with regular spray areas on the same station.
Committee Member Cathcart made a motion to approve DRC No. 4211-07 with the conditions
listed in the Staff Report including the comments on reviewing the plant material per scale,
potential of using a different birch and crape myrtle and the applicant is to provide a more
detailed irrigation plan using a majority of drip and deliver to Howard Morris for his approval.

3. DRC No. 4222-07 -MEREDITH RESIDENCE
A proposal to construct a new bathroom addition to the rear of anon-contributing 1947
single-family residence.

Public Comment
Janet Crenshaw, address on file, said she has been in the house and it's been made more livable.
She felt the glass blocks were not appropriate.
Committee Member DeWees questioned the use of the glass blocks too.
Chair Wheeler saw one thing that could be a problem which was removing a window and
replacing it with a door would only leave one window in which there wouldn't be enough light
and air. The Building Department may require a larger window or to add another one.
Committee Member Califf said it needs to be 10% of the area of the bedroom in addition to the
egress window. Patricia Meredith, applicant, asked if that could be changed to a French door
type of window and Committee Member Wheeler said it would have to be bigger or two of them
and one would have to be egress. Committee Member Califf stated it would have to be a single
casement which is a little wide. Chair Wheeler thought the second window should be the same
look and scale of the existing window and add a single eave casement.
Committee Member Woollett expressed caution about the glass block and the the which could
lead to a water problem.
Chair Wheeler made a motion to approve DRC No. 4222-07 with the conditions listed in the
Staff Report and subject to the condition that if the Building Department requires additional light
and air and/or egress to the master bedroom, that it be done with a casement window of size,
style, and trim to match the existing windows as much as possible.

4. DRC No. 4224-07 - CAMACHO RESIDENCE
A proposal to remodel a converted garage into a detached accessory second-unit,
construct covered parking, and build a new kitchen addition to the rear of a non-
contributing residence.

DRC Action: Final Determination
Chair Craig Wheeler recused himself, as he was one of the initial architects to prepare a proposal
for this project.
Staff Planner Dan Ryan provided a project overview consistent with the Staff Report. Staff was
recommending a 6-foot separation on the carport.
Committee Member Woollett asked how the person in the accessory structure gets to the front
door and Mr. Ryan indicated they would have to walk along the side of the house. Mr. Ryan also
explained the new parking features.
Mr. Ryan read staff recommendations as shown in the Staff Report.
Susana Camacho, applicant, had no comments.
Public Comment
Janet Crenshaw, address on file, asked if the carport was included in the FAR. Committee
Member Califf said it would be if it were meeting the closed parking requirement. Ms.
Crenshaw asked why was it non-contributing and Mr. Ryan said that changes that have happened
to the building over time is classified as non-contributing. Ms. Crenshaw agreed with the all
staff recommendations and they should be taken into consideration.
Committee Member Woollett stated that if there is a requirement for a covered parking or
enclosed parking why can't it match the style because that is consistent with the ordinance. Mr.
Ryan stated in the R3 zone a covered carport is permitted attached or detached. Committee
Member Califf explained that if it's pulled away it will have to change substantially because it
has to hold itself up and that's probably the reason it's attached to the building now.
Committee Member Woollett also mentioned that since the kitchen is being added, it needs to be
consistent with the style of the existing building as well. He questioned why the addition and the
carport are to be consistent. Mr. Ryan said it's a marriage of those two buildings including the
addition which can happen in a way the roof lines work. Committee Member Woollett was
delighted this was happening because it will be much more complementary to the neighborhood
but wondered, if a little more attention was paid, if it would be possible to do it in a more
consistent way.

Committee Member Califf commented if the carport lined up you could extend it off the hip roof
of the house. Committee Member Woollett felt there wouldn't be more concrete and it would
end up with more green space with more of a square shape.
Committee Member DeWees asked if the new entry was necessary and the applicant replied
yes" due to the square footage. Committee Member Califf suggested a little overhang over the
front door.
Committee Member Woollett confirmed that the north wall would be stucco. Mr. Ryan added
there would be two windows on the upper edge of the rear elevation. The former garage door is
going to be removed.
Committee Member Califf stated that if the structure is 400 sq. ft., it would require 45 sq. ft. of
windows. Committee Member Woollett mentioned in the accessory unit it does not have defined
living spaces such as the kitchen and bedroom. Committee Member Califf said the applicant
would probably want a window or two facing the alley. Committee Member Woollett stated that
a couple of high windows would not meet the requirement for egress. Committee Member Califf
would be okay with it if there were enough of them. Committee Member DeWees suggested
checking all the windows for egress.
Committee Member Califf stated they are over framing some of the existing roof.
Mr. Ryan felt this project didn't need to come back because the issues could be resolved. Mr.
Ryan said the Committee had a good point related to the structural issues with the freestanding
vs. the attached carport and trying to integrate the roof so there is some connection to the
structure. Committee Members DeWees and Califf stated they would like to see it come back.
Committee Member Woollett made a motion to continue DRC No. 4224-07.
