The committee met for an administrative session beginning at 5:00 p.m. The meeting adjourned at 7:05 p.m. Regular Session - 5:30 P.M. A motion was made by Committee Member Wheeler to approve the April 21, 2004 minutes subject to the following corrections: DRC No. 3695-O1-Chapman University Dormitory, page 2, paragraph 2, sentence 1 amended as follows: Janet Crenshaw -Old Towne ~~ Preservation Association. DRC No. 3888-04 -CRAIG AND FRANCINE PRESTININZI Proposal to construct a 323 sq. ft., one-story addition and remodel an existing 1917 Gable Roofed Cottage residence. 804 E. Washington Avenue (Within the Old Towne Orange Historic District) Staff Contact: Daniel Ryan, Senior Planner Historic Preservation DRC Action: Final Determination Continued from May 5, 2004) Craig and Francine Prestininzi, applicants, were in attendance. Craig Prestininzi said he noted all the comments from the previous meeting and followed each of them in redesigning his plans. He removed the stone base and noted it on the revised plans, revised the mullions to match the existing front, removed some of the architectural details that the DRC had voiced concerns about previously (where it was made to look more like a Craftsman rather than the simple cottage it is), removed the rafter tails and the exposed eaves, and removed the pergola because they could not determine a solution which would meet the code requirements (the driveways are too close to the property line). Janet Crenshaw, OTPA, stated that it was difficult for her to make comments as the plans did not arrive at the library in time for her to review them. Jeff Frankel, also from OTPA, was in attendance and stated he liked the looks of the new plans. Craig Prestininzi requested that he be allowed to keep the stone columns, to match the stone columns at the sidewalk. His intent was to have the visual connection, both architecturally and aesthetically, into the home. Jeff Frankel stated that his only comment would be that it would be against the design standards to add the stone base to the columns. Jon Califf stated that there were no original examples of using the stone base. Joe Woollett noted that since this house had been added to, the DRC stated that it would be okay to make the significant change to the pitch of the roof. But the remainder is in line with what is in the neighborhood, and a definite improvement to the house over what it was originally. He questioned whether the house could originally have had a stone base when it was built. Craig Wheeler wondered, if as an alternate, would the applicant consider replacing the brick planter area in the front of the house? The applicant stated that he was, indeed, replacing it. The planter was added in the 80's and was very poorly designed. Craig Wheeler wondered if a similar design effect could be accomplished by the planter, rather than a stone socle (the base of a column). Donnie Dewees stated that there actually were 2 x 4 cross pieces at the entrance and maybe the base could be tied into that, and the applicant stated the cross piece wasn't really part of the trellis itself. Dan Ryan asked the applicant to elaborate on how the pergola at the rear is supported. He replied that he was originally going to cantilever it out, but that it would cause too many difficulties with the trusses. What they decided to do was to add columns (4 x 4's or 6 x 6's). City of Orange -Design Review Committee Meeting Minutes for June 2, 2004 Page 4 Regarding the subject of the stone base on the columns, Joe Woollett reminded the applicant that they needed to consider the design guidelines, not what they each personally felt was appropriate. Jon Califf stated that the original structures (simple California Cottage-style) would have very simple columns, with just posts and no base. A motion was made by Committee Member Donnie Dewees to approve the project with the following conditions: 1. Add outrigger to front main gable. 2. Change size of attic vent to smaller scale. 3. Patio surface to remain as existing style. 4. Add posts at rear pergola. 5. Consider reducing scale of stone front posts to lower height. 6. Stone face not to exceed 36" from finished grade (to just below sill of windows). Jon Califf stated he was not supportive of this, primarily because of the stone base to the columns. Jon Califf stated that it must be wood. Further, if there is any siding still existing, it must be repaired. If the stucco siding is pulled off, and it is wood, then wood must be used. The precedent has been established and is very clear in the guidelines. Joe Woollett asked Dan Ryan to do a site review and determine what's left after the siding is removed. He noted that the intent of the guideline is that if there is any existing material left on the building, it must be replicated. He stated that before the DRC could make a final determination on the siding issue, there must be more research. City of Orange -Design Review Committee Meeting Minutes for June 2, 2004 Page 5 2. DRC No. 3909-04 -MEGAN'S TICKETS Proposal to install a wall sign with associated lighting and address signage. 46 Plaza Square (Old Towne Historic District) Staff Contact: Kim Chaffin, Associate Planner DRC Action: Final Determination Kim Chaffin gave the staff overview on this project. This is also known as the 100 West Chapman Building. Craig Wheeler and Joe Woollett recused themselves from this item as their office is located too close to this building to participate. Committee Member Joe Woollett remained in the room to maintain a quorum. The tenant space measures about 15 feet wide. The sign is proposed to be centered above the door and the window (which measures about 10 feet wide). The overall size of the sign would be 8' long x 16" in height for the 2 lines of copy. The top "Megan's Tickets" would be in 8" high letters, and the bottom would be in 5" high letters. The proposed letter style is Century Schoolbook Bold. There would be 3" of space between the top and second line of the sign. The proposed material is PVC with brushed gold-colored paint for the top line of copy and antique bronze for the bottom line of copy. The proposed lighting is 3 metal gooseneck-style directional lamps, low-voltage (35 watts) and they would be painted cream to match the building. There is also a proposal fora 2-line address line above the door, also PVC, painted brushed gold. The signage complies with the design standards for structures in the Old Towne Orange historic district. The applicant has done quite a bit of research, and wants to maintain the historical integrity. Staff believes that this sign is in keeping with signage that has historically been within this district. The colors are similar to those used at the Hurwitz & Hurwitz plaque and address sign located on the building. The design standards do stipulate that the materials should be wood or metal, or they can utilize materials that accurately simulate wood or metal. The applicant would prefer to use PVC as the method of attachment would make less damage to the historic structure. If the sign were metal, each letter would require 4 bolts. Janet Crenshaw and Jeff Frankel represented OTPA. Janet Crenshaw stated that considering all that has been done to the building, this signage is fine. Jeff Frankel questioned what standards Kim Chaffin was referencing, because under the standards, materials that are high gloss or plastic are prohibited. PVC is plastic. Kim Chaffin referenced Page 13, under "Signage," where it states where conflicts arise, these standards supercede Design Code. Historically referenced signs, as documented from original building photographs, may exceed permitted standards." The applicant is willing to go with metal or wood, (noting that other signs in the plaza were plastic, also) but preferred to do less damage to the building with this solution. City of Orange -Design Review Committee Meeting Minutes for June 2, 2004 Page 6 Jon Califf suggested coordinating the placement of the sign in line with a grout line, so it would do less damage to the building (as has been done previously). His concern with the attachment, if it is not perfect, it would be out of alignment (wavy). Anchoring with pins or route a reveal so that you don't really see the edge of the material touching, so it looks like it's floating out. A motion was made by Committee Member John Califf to approve the project subject to the following conditions: 1. Will include the three staff recommendations regarding conformance with construction of the plan exhibits, building permits and the reprinting of these conditions on the first page of the construction documents when submitting to the Building Department for the plan check process. 2. The DRC is approving the signage for the size, copy and colors, but stipulate that the signs use aluminum letters painted the stated colors, with adhesive attachment to the building. 3. Light design is approved with either the applicant's choice of black or antique bronze color.
