The Committee met for an administrative session beginning at 5:00 p.m. The meeting adjourned
at 7:00 p.m.

A motion was made by Committee Member Joe Woolett to approve the January 7, 2004 minutes
with no amendments.

1. DRC No. 3888-04 -CRAIG AND FRANCINE PRESTININZI
The applicants propose to construct a 400 sq. ft., one-story addition and remodel an
existing 1917 Gable Roofed Cottage residence.

Senior Planner Daniel Ryan gave the staff report. He noted that the applicant planned to remove
the shed addition on the west side of the residence, in addition to removing a substandard
addition at the rear. Anew roof is planned which extends out to the existing west wall plane.
Several substandard additions were previously made to the house, and do not reflect the style of
the existing Gable Roof Cottage.
The applicant, Craig Prestininzi, discussed his proposal to remodel the house. He noted that
many of the structural inadequacies that currently exist will be addressed through the remodel.
The ceiling will be made a consistent height throughout the home. The exterior walls, which in
some places appear to be very thin, (with no insulation, etc.) will be repaired and insulation will
be added. Mr. Prestininzi stated that he had done substantial research to ensure that materials
that were consistent with the time were used on this project (6" wood siding, wood windows,
etc.).
The Committee members asked if the proposed stone facing would match the piers that are in
front, and the applicant stated that it would.
Jeff Frankel, Old Towne Preservation Association, said he felt that the stone facing would be
inappropriate, and any manufactured stone would be unacceptable. He complimented the
applicant on what they have proposed for the roofline. Additionally, he noted that the rule is to
retain/repair the wood windows (there are only two remaining), if at all possible. The owner
stated that there is not much there to work with due to the rotting wood.
Janet Crenshaw, Old Towne Preservation Association, asked if there were any existing windows
that are original and if they can be replicated, and what was the original siding. The applicant
stated that he did not know what the original siding was, and regarding the windows, rather than
duplicate the existing windows, he wanted to have a cohesive design and have the windows
match. The applicant is proposing redwood clapboard siding.
The Committee members discussed the project. Committee Chair Joe Woollett explained to the
applicant that there were rules that must be followed due to the guidelines placed on the home by
the Old Towne Design Standards, and these mainly dealt with adding features to a home that
originally did not have them. The applicant discussed the fact that he would not be building the
pergola that existed in the original plans, and rather would be building a trellis (possibly covered
by ivy). Craig Wheeler felt that it was much better to get atraditional-style pergola with posts
on both sides.

Craig Wheeler's concern with the trellis design is with the cantilever. The applicant stated that
he would be happy to build the trellis with the center posts if the code allowed him to be that
close to the property line. The committee members felt that if it was not part of the building, and
if it was an ancillary structure not physically attached to the main structure, there might not be a
problem with the setback issue.
The Committee felt that while the proposed design would be an asset to the neighborhood, it
went against the rules due to the fact that the home was a contributing structure and the style was
being changed. The proposed new design, with the addition of outriggers, exposed rafter tails,
the new window types, the stone base -all these things change it from a Gable Roof Cottage
style to a Craftsman style. The home was originally a simple style, a "laborer's home." The
Committee suggested the applicant research the existing structure and see if there were other
examples that could be utilized on this project rather than completely abandoning the design and
changing it to a Craftsman style. The Committee members discussed possibly making the roof
peak even higher, which may add to the design without changing the style. Committee Chair Joe
Woollett felt that scale, alone, would not allow the applicant to go back to the original design -
because the house had been changed in an inappropriate manner previously. He felt, in his
opinion, that the applicant needed to start over. The forms, the materials, and the details were all
issues that could be worked on, according to the applicant.
It was agreed that the following changes to the design needed to occur:
Remove the stone base
Remove the exposed rafters
Propose alternative plans to the driveway covering
Simplify the windows (remove Craftsman style)
A motion was made by Jon Califf to continue the project so that some of the proposed design
changes could be incorporated.

The applicants propose to construct a 578 sq. ft., one-story addition to the rear of their
1926 Mediterranean Revival residence.

John Turner, 169 S. Harwood Street, is the architect of the project and spoke to the design.
Jeff Frankel, Old Town Historic Preservation Association, asked why the addition (which
appears to be significant) would have a slab flooring, as opposed to a raised flooring. Mr. Turner
responded that he wanted to keep the elevation of the ceiling height level with the existing
structure. It would allow them to get 9' - 9-1/2' rather than 8' ceilings.
Janet Crenshaw, Old Town Historic Preservation Association, asked about the aluminum
window that did not match the other wood-framed double windows. She stated that the proposed
design was quite nice. It was a window that was added in an earlier remodel. It will not be
included in the final design.
Donnie Dewees stated that he appreciated the fact that Jeff Frankel and Janet Crenshaw gave
their time to come in support of a project, and did not just attend the meetings when there were
objections to a design. Committee Chair Joe Woollett suggested removing the free-floating
window (aluminum) in the bathroom. The committee felt that if the window heights were going
to be different, they should be vastly different so as not to appear to be a mistake. Also, the
Committee suggested that all the door heights should be the same. The Committee felt that the
3" raised plane on the corner should not be included, as it introduced an item which did not exist
elsewhere on the house.
A motion was made by Committee Member Craig Wheeler to approve the project subject to the
following conditions:
1. Exterior lighting fixtures be approved by staff prior to installation
2. Eliminate 3" protrusion on south side
