City of Orange -Design Review Committee Meeting Minutes for April 17, 2002 Page 2 1. DRC No. 3699 -SAINT MARY'S SERIAC ORTHODOX CHURCH Expansion of an existing church facility to consist of adding a new 5,350 sq. ft. multi- purpose building, and the demolition of an existing 2,450 sq. ft. classroom building. 1515 E. Taft Avenue Staff Contact: Daniel Ryan -Senior Planner, Historic Preservation DRC Action: Recommendation to Planning Commission Continued from 3-20-02 meeting) George Benham -Architect; Richard Garcia -Landscape Architect; and George Toro were present. Site is landscaped currently with existing plant material. The building would be completely remodeled, so about 95% of the existing landscape and irrigation will be redone. Will have to come back with more landscape detail, for the areas impacted by construction. Committee Member Leonard Filner indicated there is no problem with the plant palette, but need more detail of plants to be used under the trees. Committee Member Leonard Filner raised concern regarding the entry of the parking lot and suggested the use of heavier planting material to create screening and to break it up; not necessarily wider, but adding some color perennials and some grass to keep it open. Committee Member Leonard Filner indicated the final landscape and irrigation plan with inspection notes would come back to Committee for approval. New brick veneer will be used to match the existing brick material. The flat roof section extends out approximately 8-10 inches and will match in thickness in all areas. PUBLIC COMMENT -None A motion was made by Committee Member Alice Angus to recommend approval of the project to the Planning Commission with the following condition: 1. Prior to issuance of building permits, final landscape and irrigation plans shall be submitted to the Design Review Committee for approval. DRC No. 3702 -THE CREST AT SERRANO HEIGHTS (D.R. HORTON) Review of final building, landscaping, and wall/fencing plans for a new 122 dwelling unit single-family residential tract development. Tract 14360 -Serrano Heights, Phase II (NWC Serrano & Nohl Ranch Rd) Staff Contact: Christopher Carnes -Senior Planner DRC Action: Final Determination Dan Boyd and D.R Horton, Applicants; Peter Dilallo, Landscape Architect; and Steve Peck, Architect, were present. Plans have been revised to incorporate all the necessary changes that were discussed at the previous (02/20/02) DRC meeting. Added a note on the elevations -the enhancements would occur at all elevations within view from public streets. The enhancements are coordinated with landscape so that whatever treatment was done on the front would carry around the corner. Site plan layout has been revised so that minimum 30% of the new houses stepped back at least one-foot to create some undulation along the streetscape. The precise grading plan has also been revised to reflect these changes and submitted it to Staff for approval. Submitted final wall plans and landscape plans. Wrought iron fencing is used at the perimeter of the view lots. The street sides of the view lots are provided with masonry, and what doesn't show from the street is wood fencing. Committee Member Leonard Filner determined the slopes are privately maintained, not HOA affiliated. DRC No. 3705 -CHEVRON New automotive service station that includes a 2,300 sq. ft. food mart building and a 3,633 sq. ft. fuel pump island canopy. 4105 W. Chapman Avenue Staff Contact: Matthew Bassi -Senior Planner DRC Action: Recommendation to Planning Commission Gregory T. Roberts, West States Engineering, Contractor was present. Proposal to take a vacant lot and install a Chevron facility with a Subway Restaurant. Completed a preliminary landscape plan and it's open for discussion. Providing 1672 sq. ft of landscape and proposed street trees, location subject to the City. For the architecture, proposing a stucco building with some pop-outs and a mission the roof. The canopy would be similar with matching stucco and mission the roof. Two colors of stucco consisting of: Havana Cream and Zepherill Tan. There will be a dark gray panel above the entrance of stucco and a 6-inch red band. Displayed examples of stucco texture and colors. Committee Member Susan Secoy indicated there was not a lot of context to relate to, and the prototype doesn't present a problem. Committee Member Leonard Filner asked about corner landscape and edge treatment. Applicant indicated they are looking to Staff for advisement. Staff responded tree placement and seemed adequate and would recommend introducing more shrubs and permanent ground cover under shrub plantings. Committee Member Leonard Filner also suggested applicant might add some edge treatment between the lawn and ground cover areas. Applicant indicated they're planting it with grass now, could put arrow-strip to trim against and help keep roots separated. Committee Member Leonard Filner stated there no issue with the trees, except some of them are very close to each other. In regards to ground cover, there is nothing permanent except grass, and more permanent ground cover should be introduced in the front and under the shrub plantings. Applicant asked for recommendation and Committee Member Leonard Filner indicated they would leave that up to the landscaper in conjunction with Staff. Applicant should specify what material is going in the pots, with final submittal to the City. PUBLIC COMMENT: None A motion was made by Committee Member Leonard Filner to recommend approval of the project to the Planning Commission with the following conditions: 1. Provide a more permanent ground cover in all shrub areas. 2. Provide a concrete mow-strip between lawn areas and shrub plantings. 3. Specify planting material for the pots within the fuel pump islands. 4. Prior to issuance of building permits, submit final landscape and irrigation plans to Community Services Department or approval. (Final plans to include City required inspections notes). DRC No. 3715 -SPIRIT OF AMERICA TOURS & TRAVEL New bus dispatch facility on a vacant lot to consist of parking lot and landscape improvements, and the use of move-on modular structures for administrative office and caretaker's unit. 1065 N. Batavia Street Staff Contact: Christopher Carnes -Senior Planner DRC Action: Final Determination Continued from 4-3-02 meeting) Dave Brown and Kenneth Lycett, Applicants were present. Three Committee members (Alice Angus, Leonard Filner, Susan Secoy) indicated they were not present for the previous meeting but were up to speed for this discussion. Applicants stated they were unsuccessful with obtaining pictures of the caretaker residence from the manufacturer. Staff recommended that the applicants provide drawings. The Committee requires it. Applicant asked to separate the residence from the remainder of the project if that is the only thing holding up the project. Member Susan Secoy asked applicant to show elevations and how colors would be used since they have to repaint the building, and show exterior materials. Fencing is a solid galvanized chain link fence with blue privacy slats. There is limited view from the street; the gates are 90 ft. from the street. Committee Member Susan Secoy asked that lighting on the building also show on the elevations. There is no other lighting on the site and applicant is working with the Police Department to determine how much lighting is required. The hours of operation are 24/7. Committee Member Susan Secoy asked applicants to include the carport in the elevations. Committee Member Susan Secoy stated that more information is required which is part of the submittal process. It is the same documentation that is required for every project; site plan, landscape plans, building elevation plans of all four sides, color and material samples, etc. PUBLIC COMMENT: None A motion was made by Committee Member Leonard Filner to continue the project, based on the discussion above. DRC No. 3718 - CITY OF ORANGE MAIN LIBRARY EXPANSION PROJECT Review of design considerations (conceptual site plan and building elevations) for the proposed 28,000 sq. ft. expansion to the existing 17,000 sq. ft. main library facility. 101 N. Center Street (Old Towne Historic District) Staff Contact: Christopher Carnes -Senior Planner DRC Action: Recommendation to Planning Commission Continued from 4-3-02 meeting) Nora Jacob, City Librarian, and architects from LPA, Inc. were present. At the April 3rd DRC meeting following the April 2~d Joint City council, Planning Commission, Design Review Committee Meeting, the DRC asked for a number of things: o Consider anorth/south entryway axis; o Provide all four elevations; and o Encourage the use of a flat roof design. Immediately following the last meeting, staff and LPA talked about how functionality will affect the decision on the entryway and determined that functionally, the building would work better with anorth/south entry, rather than a west entry. In addition, the ceremonial and civic presence of the library with a functional frontage on Chapman Avenue and a secondary functional frontage on the parking lot would be the best for all, both for those who walk in and for those who drive. In light of that and in light of the considerable sentiment supporting the hip roof design as well as the flat roof design, the direction to LPA was to come back with presentations that looked at both approaches, both with north/south access. Presented all four elevations for both flat roof and hip roof designs. Opting for the north/south entry makes so much sense. That decision creates a working arcade rather than a symbolic one. The north entry is also very functional because a majority of parking is there. Created full visibility by focusing entry on a central lobby space that spans the whole width of the building. Creating the southern entry allows a separate children's garden, which is no longer part of the larger garden space. Some areas can now be used for different functions off the public meeting rooms. Breaking up the elevation at Chapman seems to work. Another suggestion was to have enhanced paving, so as civic functions occur in the new community meeting room, they can move out into the arcade and use the garden space, opening it up for larger civic events. Committee Member Leonard Filner asked about vehicular exit/entry on Shaffer. Traffic study, conducted before Easter week, has just been completed, so the decision is still open, but it's no surprise that mitigation has been recommended. The Notice of Intent will be forwarded to newspapers on Friday night, and the Initial Study Mitigated Negative Declaration for CEQA compliance will be mailed to the State Clearinghouse. DRC No. 3718 - CITY OF ORANGE MAIN LIBRARY EXPANSION PROJECT (Continued) Circulation area from the north entry gives direct access to the meeting rooms, as well as to the conference room and the restrooms. The building can be closed off, after hours, so that this area can function independently of the rest of the library. Entry at the south, at the circulation area, gives direct access to the Friends of the Library Bookstore, which is a nice presence on Chapman. There are windows that front onto Chapman. Periodicals, fiction, and the young adult room all work off the arcade element. The second level has a local history reading room. Tried to use as much as possible of the existing library that was remodeled a few years ago. Administrative and staff areas have been enlarged. Now have the ability to connect all building technical services with circulation and administration so everything works in a loop behind the scenes. The existing ceiling height of 15'-6" will be incorporated into the first floor of the new wing so that everything is consistent and that it doesn't look as if you've added onto the building. The second level will be accessed through the reference desk, which has visual control of the rest of the floor. There is reference material along the south wall, non-fiction along the north wall, and local history and special collections located along the west wall. This will give the west wall tower a function as the site of a local history reading room. Have put the mechanicals in a well for less visibility. What's important in library design, especially with multiple floors, is to try to keep "like" with like". Therefore, noisier functions will be on the ground floor, and quieter functions on the second floor. The design team was trying to force things with the west entry, but with the north/south entry, it just seems to come together. Decided to go in the direction of the pared-down, simplified Mediterranean prairie style lines in interpreting `Spanish Colonial Revival'. The new entry created off Chapman Avenue, became the driving force of the building design/layout. Created a simplified arcade that is now integral and useful for the building, and extends around the west end, to the back (north face) of the library. Chose to break it down a bit to give it a little interest along the parking lot (north) elevation. The side tower is now integrated with the arcade. The windows are larger, abstract, double-hung windows. The arcade is a wonderful element; it comes out about 10 ft. from the building, overlooking the landscape and the pedestrian path. Looking at bridging the building with a trellis piece. On the west elevation, wanted to make the building a little smaller to create atwo-story effect, so there's a little more wall space there. The view from the back (north) recreates the entry sequence and adds a trellis piece that comes all the way out to cover the edge of the building. DRC No. 3718 - CITY OF ORANGE MAIN LIBRARY EXPANSION PROJECT (Continued Not a lot of space to add a lot of intricacies to these elevations; looking to add a layer over the existing building to start defining the entries and bring it more into the esthetics of the other two elevations. OTPA representative asked, if brick is utilized. LPA representatives said they drove around Orange and couldn't find that aesthetic, what they are designing is monochromatic, very simple, clean planes. Brick just didn't seem to work. Considering the use of implied arches along the administrative (east) side of the building. The alternative scenario is basically the same building concept, except with a hip roof instead of a flat roof, something that the City Council Members wanted to see. The hip roof version softens the elevation quite a bit, ties it to a greater variety in the architecture in Orange. The decision is subjective, either one likes it or doesn't like it. Probably more cost incurred with the hip roof design, and the tower being 10 ft. higher, creating a more massive building. Inside the second-level, hip roof vs. flat roof: hip roof offers opportunity to have some nice volumes on the second-level interior; with the flat roof, can add skylights to achieve volume. PUBLIC COMMENT: OTPA Representatives: The flat roof looks cleaner, in terms of massing, than the hip roof. Questioned height and if those are "not to exceed" heights. They may be less. Daniel Ryan, Senior Historic Preservation Planner indicated that the height of other buildings in this area: the Elks Lodge is 45 ft., Immanuel Lutheran Church is 102 ft. (top of tower), and St. John's Lutheran Church is 85 ft. (top of spire). The proposed library addition would be centered on Center Street and the view on exit is quite spectacular. It's almost as if Center Street has been preserved. Held individual Council briefings during the past week. Committee Member Alice Angus asked for a sense of Council`s feelings. The sense is that the plans are very close, the City Council Members seem comfortable with the north/south elevations and the general appearance of the building design. Committee Members Susan Secoy and Leonard Filer expressed their sentiment for the flat roof from an architectural point of view. The hip roof looks like an afterthought, although everything else is almost the same. Committee Member Joe Woollett asked if action could indicate preference of one proposal over the other while accepting both, and was informed that it would be appropriate as it is a recommendation to the Planning Commission. Committee Member Leonard Filner indicated that previous plans lacked a sense of entry. Landscape is not designed yet because it is not a function of the grant, although there will be some conceptual design. The library staff feels very strongly about not having any fixed benches because there are homeless people sometimes sleep in the dumpsters and on two existing benches on the west side. It is a constant struggle to keep the benches from being used as sleeping spaces. Doesn't know if Old Towne perceives that happening, but it can be a problem. DRC No. 3718 -CITY OF ORANGE MAIN LIBRARY EXPANSION PROJECT (Continued Committee Member Leonard Filner indicated that parking was "right on"; the south side has a lot of landscape between the building and the sidewalk, and would like to the landscape extended on the north entry, within the parking area to the driveway. LPA responded that parking is very tight now, and can't reduce the parking, which is important to the application. There is already a 10% Administrative Adjustment. A motion was made by Committee Member Susan Secoy to recommend approval of the project to the Planning Commission, with the flat roof plan preferred, and the hip roof acceptable. The approval is based on the following findings. 1. The proposed work conforms to the standards and design criteria referenced and/or recommended by the Design Review Committee or other reviewing body for the project. 2. The proposed work complies with the Secretary of the Interior Standards for Rehabilitation and Guidelines for Rehabilitation and infill development guidelines within a Historic District. The following considerations were enumerated: The flat roof is more consistent with less mass, and it makes a stronger statement in terms of architectural style. The flat roof represents a more pure form of architecture, whereas the hip roof is more of a hybrid design and therefore is not as consistent. The flat roof will likely be more economical, thereby allowing more money for other amenities such as landscaping. Linearity of the flat roof, and variety of heights is aesthetically pleasing. Opportunity to break up the roofline with trees. Bulk and mass relates better in context to the area with the flat roof design. Regarding the closing of Center Street, one issue is traffic impact on Shaffer Street, and the closing may be a reality of the project. Also, there is not a lot of residential action on Grand. OTPA representative stated that they are still opposed to the closing of Center Street, but realizes the library can't be built without that closing. The grant approval process wilt not change how the project proceeds through the City of Orange agencies, it just adds a State level. The State is not looking for an opportunity to impose design constraints. Their goal is to make sure the financing is not wasted. Cypress Street (Old Towne Historic District) Staff Contact: Anna Pehoushek -Senior Planner DRC Action: Recommendation to Planning Commission Ken Ryan - EDAW; Kris Olsen -Chapman University; William Graeber -Architect; and Bill Cathcart -Landscape Architect, were present. Project is a remodel of an existing building. Currently the University has a Dance Center School and classrooms that take place in the old Chapman Chapel, currently being refurbished. There has been somewhat of a problem at that location in terms of noise and parking considerations. In light of updating specific plans, such as enhancing the Film School and others on this west side of the campus. Relocating the Dance Center to this location makes a lot of sense in terms of eliminating some of the issues associated with use of the old Chapman and enhancing an area that is somewhat unfinished. This building is currently located in the Santa Fe Depot Specific Plan, and long term will be included in the Chapman University Updated Specific Plan. There is a sense of urgency in solving community problem and having the facility available for the beginning of the fall session. The approach on the east and west calls for consistent plant material for the Metrolink and the Depot Specific Plan. Committee Member Leonard Filner asked more about the landscaping, such as the vines on the building. One of the notes on the plans indicates the existing Ficus will remain and be trimmed on a regular basis. It is important for the aesthetics and it minimizes graffiti in the area. As for landscape up to the building, there is no room for foundation planting, it is unknown know how many plants can fit there until all the plant material and debris is cleaned out. Also, need to verify the irrigation system works well. The ultimate number of plant material will be calculated after completing the renovation. Initial plan was to put magnolias on Cypress Street, because is has become a theme tree for the pedestrian corridors on Chapman Avenue; however, the Depot Specific Plan calls for Camphor trees on Cypress and Atchison. All plant material, except the existing queen palms, and the one ground cover, are listed in the Depot Specific Plan. On the Atchison side, cut out three areas in the parking to put in planters. Did not reduce parking, actually gained parking by adding a fence. Committee Member Leonard Filner asked whether planter could be placed on the south side, on the parking back wall. The problem is the slant up roof of the adjacent building. Needs to be investigated, would be nice if could soften up that side, but at least five feet is required. Existing dance facility is concerned with noise in the activity center and the three residences. City of Orange -Design Review Committee Meeting Minutes for April 17, 2002 Page 14 9. DRC No. 3725 - CHAPMAN UNIVERSITY DANCE CENTER (Continued) Wanted the loading dock on Atchison to relate more to the open space, and allow an area for students to cool down. To accomplish this, removed the roll-up doors and installed storefront windows, and a secondary entrance, while maintaining the existing entrance. Plans indicated removal of the older corrugated galvanized sheet metal with installation of anew canopy to relate to the Depot area. At the secondary exit on Cypress, another canopy is proposed to relate more to the neighborhood. As for the light fixtures, the Depot has a gooseneck design. To get as much lighting as possible, used that concept and added an arm to get more luminous than with the gooseneck. Building anodized color for the storefront with a green accent color is proposed. The canopies will be a silver color. All aluminum will be new. The signage is clear anodized. Detail signage material will be presented at a future date. PUBLIC COMMENT: Jeff Frankel, OTPA representative, said although this is anon-contributing building, he supports the project as it enhances the area. A motion was made by Committee Chair Joe Woollett to recommend approval to the Planning Commission with the following conditions: 1. The applicant shall provide detailed sign drawings for review and approval by the Design Review Committee prior to the issuance of building permit for signs. signage shall comply with the Old Towne design Standards and OMC Chapter 17.36. 2. Provided a planting area along the south boundary, if there is enough room to meet parking requirements, and leave at least 5 ft. from the wheel curb to the property line.
