The committee met for an administrative session beginning at 4:30 p.m. The meeting adjourned at approximately 6:30 p.m. Regular Session - 5:30 PM REVIEW OF MINUTES: A motion was made by Committee Member Jon Califf to approve the April 2, 2003 minutes as submitted. DRC No. 3812-03 -PACIFIC HARDWOOD Proposal to construct a new 3,500 sq. ft. office for an exiting industrial facility. 2202 N. Pacific Street Staff Contact: Chuck Lau, Associate Planner DRC Action: Final Determination Staff Member Chuck Lau introduced Mr. Kevin King and the project. Mr. Lau explained that this proposal is to replace an office building with a larger modular office structure. The project has been through the SRC and is now coming to DRC for final approval for architecture. Committee Chair Woollett expressed that the whole committee would like to see the applicant keep the mature trees. Mr. King assured the committee that he feels the same way, and that they plan to keep the landscaping in tact except for the walkway--which can be adjusted if mature trees are in the way. In response to Committee Member Wheeler's questions, Mr. King explained that the applicant plans on demolishing the current building because of termite problems and constructing this new office building. He added that the other, older buildings on the property would be repainted to match the new building. Chair Woollett expressed that the committee liked the idea of changing the texture of the walkway. He and Mr. King then discussed the possibility of changing the positions of the block facing, and how to do it, to give the building more shadow and definition. After the discussion, it was concluded that the applicant did not have to make a change. A motion was made by Committee Member Craig Wheeler to approve the project with the following conditions: 1. No trees be removed from the front landscape area. SECOND: Jon Califf AYES: Jon Califf, Craig Wheeler, Joe Woollett NOES: None ABSENT: Leonard Filner ABSTAINED: None MOTION CARRIED City of Orange -Design Review Committee Meeting Minutes for April 16, 2003 Page 3 DRC No. 3813-03 - DOMINIC WALSH Proposal to develop a new 2,716 sq. ft. single-family residence and a detached garage on a vacant 6,250 sq. ft. parcel. 528 E. Culver Avenue, (Residential lot located behind 526 E. Culver Avenue. Staff Contact: Daniel Ryan, Senior Planner Historic Preservation DRC Action: Final Determination Note: Project is located within the Old Towne Orange Historic District Mr. Jack McGee (Yorba Linda) and Mr. Dominic Walsh (526 E. Culver Ave., Orange) presented the project. Chair Woollett asked if the applicant would have to cut the driveway pavement to install the sewer system. Mr. McGee replied that they would not, since most of the preparation work has already been done. Mr. McGee described the project, giving details concerning the location, parcel map, floor plan, elevation, etc. He concluded that the home was designed according to Old Towne standards. Chair Woollett asked where the vent system would be. Mr. Walsh replied that it is through the concrete wall. He and Chair Woollett discussed this further and decided that it may be better for the vent system to go through the wood siding instead. Committee Member Wheeler asked about the soffited eaves. Mr. Walsh replied that it was planned originally to meet fire department requirements, but it is no longer a requirement. The committee addressed some design issues and gave the applicant some suggestions on the design: 1) Committee Member Wheeler asked if Mr. Walsh could add on 2' x 4' intermediate rafters for the parts that are exposed for historical reasons. Mr. Walsh replied that he would be open to that. 2) Chair Woollett asked if a particular line on the drawing was a beam going across the front of the house. Mr. Walsh replied there are two beams, one is structural and the other is decorative. Committee Member Wheeler suggested that both beams be the same depth. 3) Committee Member Califf suggested that the applicant wrap the trims all the way around. 4) Committee Member Wheeler suggested that the applicant set the rear dormer in at least eighteen (18) inches on the west side to match the east side. Committee Member Califf suggested that the applicant run the floor sheeting out to the outside wall, to help with the load transfer due to the inset. 5) Committee Member Wheeler suggested that the current windows would not give the proper amount of egress required. Committee Member Califf suggested using casement windows for the bedrooms. 6) Committee Member Wheeler asked what material the applicant will be using for the rear porch and railing. Mr. Walsh replied it would be all wood, on the front, side, and back porches. 7) Committee Member Wheeler asked if the concrete would be form-textured. Mr. Walsh replied in the affirmative. 8) Mr. Walsh explained that he had previously planned to use architectural roof shingles, but has now decided to go with a composition shingle. 9) Committee Member Wheeler asked if the applicant is open to looking for another garage door that would be more authentic to the historical period. Mr. Walsh replied yes. City of Orange -Design Review Committee Meeting Minutes for April 16, 2003 Page 4 A motion was made by Committee Member Craig Wheeler to approve the project with the following conditions: 1) Provide exposed rafter tails at roof eave, trimmed to emulate 2 x 4"s. 2) The shed roof dormer on the rear of the house be shortened on the west side by eighteen (18) inches to match the setback on the east side. 3) The slope of the rear shed roof dormer be reduced as much as possible, consistent with the application of the shingle roofing to lower the intersection of the shed roof with the ridge. 4) The recess in the middle of the shed roof dormer be removed to make a continuous line on the south elevation. 5) The applicant resolve the window egress issue to the satisfaction of the building department or use casement windows in a balanced way. 6) The plans be reviewed by staff prior to submittal for building permits.
