The board met for an administrative session beginning at 4:30 p.m. The meeting adjourned at approximately 6:30 p.m. Regular Session - 5:30 PM REVIEW OF MINUTES: A motion was made by Susan Secoy to approve the March 8, 2000 minutes with the following corrections: DRC #3517 -Patricia Ricci page 7, paraaraph 12, sentence 1 amended as follows: Susan Secoy suggested that the applicant work with City staff to consider an alternative color palette that is more sere subtle. DRC #3520 -John Hills Page 10, paragraph 5, sentence 1 amended as follows: Joe Woollett stated that although it is a good idea to extend eat the wall of the existing garage, he is concerned with the connection to the existing, in terms of the exterior plaster finish and the potential for cracks. DRC No. 3512 - PULTE HOMES Residential tract of 139 single-family residential homes Serrano Heights East, Portion of TTM 14360 DRC Action: Recommendation to Planning Commission The project was presented by Scott Wright and Molly Carmicheal with Pulte Home Corporation. This is a review of the building elevation plans fora 139 unit residential subdivision that was approved by the City Council. The submittal also included exterior finish material samples and color palette for the various different product types and plan options. The DRC did not have any problems with the project as presented. MOTION by Susan Secoy to recommend approval to the Planning Commission as submitted. DRC No. 3527 - 24 HOUR FITNESS New 45,000 sq. ft. fitness center 3600 W. Orangewood Avenue DRC Action: Final Determination Continued from 3/22/00 meeting The revised plans were presented by Delbert Shotwell with STDR Architects. The building entry has been re-designed with a cantilevered metal canopy for a more `high-tech' appearance. The submittal also contain cut-sheets of various types of lighting fixtures that are being used through out the building exterior. Other changes noted are the use of EIFS panels in lieu of aluminum panels for cost reasons, and the horizontal banding has been eliminated on the masonry walls for a cleaner appearance. The owner has decided to exclude signage review at this time for a re-submitted at a later date Susan Secoy stated that she appreciates the applicant's responsiveness to the DRC's comments, and commended the architect for a submittal that was well done. MOTION by Susan Secoy to approve the project with the following conditions: 1. Prior to issuance of building permits, submit final landscape and irrigation plans to Community Services Department for approval. Final plans to include City required inspection notes. 2. Submit signage plans to the DRC for approval. DRC No. 3531 -COVENANT PRESBYTERIAN CHURCH Proposed educational facility expansion of an existing church 1855 Orange Olive Road DRC Action: Recommendation to Planning Commission The project was presented by the project architect Mr. Greg Lefler. This is a proposal to expand an existing church school facility in two phases. The first phase includes the addition of two modular buildings and a building addition. The second phase includes the demolition and reconstruction of an existing building that was previously owned by another church. The architecture of the new building including exterior finish materials and paint colors will be consistent with the existing. The modular buildings will be removed after completion of the second phase construction. Leonard Filner asked if some of the existing queen palms are being affected by this project? Mr. Lefler stated that the buildings are setback away to help preserve the existing palm trees. There is only one existing tree (recently planted) that will be removed to accommodate this project. Their goal is to minimize the impact on the existing landscaping. The campus is very well landscaped with several matured trees through out the site. MOTION by Joe Woollett to recommend approval to the Planning Commission with the following conditions: 1.
