DRC No. 3624 -PRUDENTIAL CALIFORNIA REALTY Installation of new awning and signage on an existing commercial building. 2249 N. Tustin Street DRC Action: Final Determination Staff Contact: Chuck Lau, Associate Planner The project was presented by Richard Kruper and Tim Pitts with Censource. The proposal is to install an internally illuminated awning with signage along the front elevation of an existing office building. Also proposed is the installation of a new wall sign along the side (south) building elevation. The individual channel letters are non-illuminated, made of high-density foam. The meeting was opened for public comments: (None) Committee Member Alice Angus stated that she has visited the site and noticed that there is already an existing awning/canopy at the entrance along the south building elevation. She questioned whether it would be removed when the new awning and signage are installed. Richard Kruper does not know what the status is of the existing awning/canopy because it is not part of his contract. This issue would have to be addressed by the owner. Committee Chair Susan Secoy asked if the applicant had considered any other shapes for the awning besides the curved shape that is being proposed. She referenced a similar awning at another location that is not very elegant having the same curved shape and blue color. The building in question is very geometric, and it has an interesting presence along Tustin Street. If the applicant would like to propose a different geometry for the awning, it could be more interesting for this building. Committee Member Mark Paone is more concerned with how the color of the awning will fit with the existing building. He would feel more comfortable seeing samples of the material and color of the awning. Committee Member Leonard Filner agreed. He is also more concerned with the color and material than with the shape of the awning. The applicant agreed to submit awning and signage material samples for the next meeting scheduled for April 4, 2001. MOTION was made by Committee Chair Susan Secoy to continue the project, based on the discussion above. DRC No. 3625 -SPRINT PCS Installation of wireless communication facility on an existing 7-story parking structure located behind the Saint Joseph Medical Office Building. 1140 W. La Veta Avenue DRC Action: Final Determination Staff Contact: Mario Chavez-Marquez, Planning Aide The project was presented by Adam Hunzeker and Marc Myers with Compass Telecom Services. The proposal consists of installing 3 sectors of antennas (2 antenna per sector) on the north, south and east elevations of the existing 7-story parking structure located behind the Saint Joseph Medical office building. The mechanical equipment is located at the southeast corner on the top level of the parking structure, and are screened with a raised parapet wall along the two exterior sides (south & east). The interior sides are enclosed with achain-link fence. The raised parapet wall would be painted to match the existing parking structure. The meeting was opened for public comments: (None) Committee Chair Susan Secoy asked if the interior sides of the mechanical equipment area could be screened with a solid wall instead of the proposed chain-link fence? Adam Hunzeker replied that the use of a see-thru type fence is to allow for vehicular visibility to adjacent parking stalls. Committee Member Leonard Filner suggested perhaps the solid screen wall could be extended to a point where it cannot be viewed, and still leaving enough see-thru fencing at the corner to allow for visibility. Committee Member Mark Paone would prefer that the same masonry block material be used for the raised parapet wall so that both the color and texture would match the existing structure. He is also concerned with height of the "GPS" antenna extending above the raised parapet wall. Marc Myers stated that he will verify with the engineers to determine if the "GPS" antenna can be lowered so that it would not extend above the parapet wall. Committee Member Mark Paone is also concerned with the surface mounted conduits that are exposed to view. Perhaps the conduits could be mounted underneath the beams, or it could be mounted along the interior walls of the structure so that it is less visible. Marc Myers replied that there may be a problem with clearance, but he will verify this issue with his engineer out in the field. Committee Chair Susan Secoy noticed that the antenna panels are not actually flush-mounted as described in the plans, but rather mounted on a swivel bracket that is slightly tilted that extends out approximately 5 to 12 inches from the face of the wall. DRC No. 3625 -SPRINT PCS (Continued) Marc Myers explained that the swivel mounting allows for more flexibility in terms of dialing-in the azimuths to optimize its signals. In this particular case, the antenna panels will not need to be tilted to achieve its desired functions. Committee Member Alice Angus asked if the applicant would commit to restricting the tilt of the panels to less than 5 inches from the building? Marc Myers would prefer to retain the flexibility of being able to tilt the panels if necessary because the network is so dynamic that there are constant changes that may require certain adjustments in the future. Committee Chair Susan Secoy does not have a problem with the antennas if the applicant can resolve the issue of the chain-link fence and the exposed conduits. Committee Member Mark Paone is still unsure at this point because he does not have a high confidence level as to what exactly the antennas will look like. MOTION was made by Committee Member Mark Paone to continue the project, subject to the following conditions: 1. Revise plans to show accurate dimensions and locations of antenna panels on the building wall. Antenna panels to be spaced equally if mounted on two sides of wall openings). 2. Internal routing of all conduit cables is required so that it is not visible from the exterior. (If this is not possible due to code compliance issues, then the applicant must demonstrate that all options have been exhausted in order to arrive at alternative solutions). 3. Submit details of the specific antennas and the mounting hardware. 4. The raised parapet wall is should be the same masonry block material as the existing structure painted to match. The screen wall should be returned to the interior at least half the distance so that it is not visible from the exterior. 5. The GPS antenna located within the roof equipment area shall be lowered so that it does not extend above the screen wall. DRC No. 3626 -GEORGE ADAMS New custom single-family residence in the Prospect Hills Development. 477 Carlisle Place DRC Action: Final Determination Staff Contact: Chuck Lau, Associate Planner The project was presented by Brian Oslin -Project Designer, and the builder Brent Sepulveda. The proposal is to construct a 2-story 6,534 sq.ft. (including 1,169sq.ft. 4-car garage) custom home on a terraced lot. The house does not extend out beyond the edge of slope to avoid any retaining wall conditions. The presentation includes exterior finish material samples and color palette. The meeting was opened for public discussion: (None) Committee Chair Susan Secoy asked if a site section drawing had been prepared. The DRC normally requires a site section drawing for all proposed plans in this area. Brian Oslin replied that a site section drawing was not prepared because as mentioned earlier, the house will not extend beyond the edge of slope. Committee Member Leonard Filner stated that the Palm trees should be specified as 12 to 15 foot minimum brown trunk height, rather than in box sizes. He would also like to see the fuel modification plans submitted to the DRC for final approval. The submittal should include a site section drawing to show the landscaping and slope in relationship to the house. MOTION was made by Committee Member Leonard Filner to approve the project with the following conditions: 1. Prior to issuance of building permits, submit fuel modification plans to DRC for approval. Submittal to include site section drawing to show the landscaping and slope in relationship to the house. 2. Palm trees shall be specified as 12 -15 ft. minimum brown trunk height, and not in box sizes.
