City of Orange -Design Review Committee Meeting Minutes for March 8, 2000 Page 2 1. DRC No. 3459 -CHRIS & NICOLE MICHAELIS Landscaping for a new 1'/2 story studio second unit constructed over a 2-car garage in Old Towne. 288 N. Center Street DRC Action: Final determination Approved as consent item) MOTION by Susan Secoy to approve the project subject to the following condition: 1. Provide automatic irrigation system for all new landscape areas per City standards. The approval is based on the finding that the proposed work conforms with the standards and design criteria referenced and recommended by the Design Review Committee. The proposed work complies with the Secretary of the Interior's Standards and Guidelines. The proposed work is compatible with, and therefore will not adversely affect the use and design of existing buildings within Old Towne. Grove Avenue DRC Action: Recommendation to Planning Commission Continued from 1/19/2000 meeting) The project was presented by the new project architect, Mr. Randall Jepson. Mr. Jepson has just been retained by the property owner Mr. Dierk Peters to prepare the necessary documents for submittal to the DRC. The proposed exterior finishing materials and color palette will match with the existing. Since this is an existing facility, the only opportunity for landscaping is along the front of the building where it is the most visible. Susan Secoy stated that the new plans are much improved from the previous submittal. She does not have any problems with the building elevations. MOTION, by Mark Paone to recommend approval of the project to the Planning Commission with the following conditions: 1. Prior to issuance of building permits, submit final landscape plans to DRC for approval. Landscape plans to include the planting areas in front along Grove Avenue on both sides of the drive aisle. DRC No. 3516 -KEN ARTHUR Demolish existing garage and replace with new two-story second unit constructed over a garage behind an existing residence in Old Towne 133 N. Shaffer Street DRC Action: Recommendation to Planning Commission The project was present by the owner Mr. Ken Arthur. The proposal is to demolish an existing detached garage and construct a new one bedroom unit over a 3-car garage/workshop. The new exterior siding (wood), windows, corbels, and paint color would match the existing front house. The project was originally reviewed and approved by the Design Review Board in 1990. Susan Secoy complimented the applicant for the quality work that was done with the existing home. Leonard Filner raised concerns with some of the existing specimen trees on the site. Care should be taken during construction to avoid damage to the roots. Susan opened the meeting to public comments. Joan Crawford - OTPA asked if this is considered a 2-story structure? (Yes); constructed over a 3-car garage? (Yes); and what is the Floor Area Ratio? (F.A.R. undetermined at this time) Mark Paone stated that perhaps in the future, City staff can provide a comparison of the various F.A.R.'s in the surrounding area to help better understand the relationship between the proposed project and its neighboring properties. Mark Paone stated that the north and west building elevations contains many of the same features as the existing house, however, the south and east elevations seem rather plain and void of architectural elements. Perhaps there are ways to break-up the elevations by adding windows for lighting. Mr. Arthur replied that when the project was previously reviewed in 1990, the neighbors did not want any window openings that would create a privacy problem. There are existing large specimen trees that would help to soften the building along that edge. On the south side, the building faces the adjacent Coco's Restaurant parking lot. Susan Secoy asked what is the overall height of the new building, and how does it relate to the existing house? Mr. Arthur replied that the existing house is 23.5 ft. in overall height, and the new units is at 26 ft. in overall height. The DRC finds that the proposed project conforms to the Old Towne Design Standards, and that it complies with the Secretary of the Interior's Standards and Guidelines. The proposed project is compatible with, and therefore will not adversely affect the use and design of existing buildings within Old Towne. DRC No. 3516 -KEN ARTHUR (Continued) MOTION by Susan Secoy to recommend approval of the project to the Planning Commission with the following conditions: 1. The design of the garage doors, if changed, must be submitted to the DRC for approval. 2. Care should be taken during construction to avoid damage to the roots of the existing specimen trees on the property. (Work to stay outside of "drip-line") 3. The detailing and colors of the new building shall match the existing house. DRC No. 3517 - PATRICIA RICCI Demolish existing garage and replace with new garage and patio trellis for an existing residence in Old Towne 618 E. Culver Avenue DRC Action: Recommendation to Planning Commission The project was presented by the owner Ms. Patricia Ricci, and her architect Mr. Doug Ely. The proposal is to demolish the existing detached garage which has deteriorated substantially, and to construct a new replacement garage with a patio trellis at the rear. The owner has also applied for an Administrative Adjustment Permit to allow fora 6 inch reduction in code required minimum 6 ft. distance between the new garage and the existing main house, and to allow for a reduction in code required minimum (20ft.x20ft.) garage size. Susan Secoy opened the meeting for public comments. Ms. Eileen Herfelder expressed concerns with the location of the new garage being so cramped on a lot that is over 300 ft. deep. Joan Crawford asked if a ribbon driveway is being provided? Ms. Ricci: No, the driveway is existing. There are no plans to install a new ribbon driveway. Mark Paone stated that Mr. Ralph Zahner had contacted him early to voice some of his concerns, including the distance between the buildings and the size of the new garage not being in compliance with code, and the proposed use of skylights not being consistent with the Old Towne Design Standards. Susan Secoy stated that the use of skylights may be appropriate in some cases as referenced on page 36 of the Old Towne Design Standards. Doug Ely further stated that the skylight is located on the interior (east) side of the building where it cannot be seen from the street. Mark Paone stated that more detail is needed to determine if the type of skylight used is appropriate. He felt that the use of dormers may be more appropriate historically. Doug Ely replied that the use of skylight is a personal choice of the property owner, and they prefer not having to change that. Joe Woollett stated that he does not have a problem with the request fora 6 inch reduction. The space is very tight, and a 10% adjustment is very minor. Visually, you cannot tell the difference of only 6 inches. Susan Secoy suggested that the applicant work with City staff to consider an alternative color palette that is more subtle. There are sample preservation palettes at the City's Community Development Department that the applicant can look at. DRC No. 3517 - PATRICIA RICCI (Continued) The DRC finds that the proposed project conforms to the Old Towne Design Standards, and that it complies with the Secretary of the Interior's Standards and Guidelines. MOTION by Mark Paone to recommend approval of the project to the Planning Commission with the following conditions: 1. Prior to issuance of building permits, submit skylight detail to DRC for approval. 2. Reduce the size of the planter at the rear and move the new garage back 6 inches to achieve 6 ft. minimum distance between the existing main house to comply with code. DRC No. 3520 -JOHN HILLS Partial demolition and expansion of the garage and second story deck of an existing residence in Old Towne 214 N. Pine Street DRC Action: Recommendation to Planning Commission The project was presented by the owner Mr. John Hills. The proposal is to partially demolish and extend out the exterior side wall of an existing single car garage, and to expand the second story deck at the rear of an existing residence in Old Towne. The house was originally constructed in 1926. An 1,800 sq.ft. addition was also constructed at the rear of the house in 1978. The existing garage is not usable because it is too narrow. The proposed expansion would extend-out the wall to line-up with the second story wall above. The second story deck expansion are supported by columns with arches in between. The project has been scheduled for the Planning Commission on April 17, 2000. Susan Secoy opened the meeting to public comments. (None) Mark Paone expressed concern that the submitted plans showed only partial building elevations of the house. It is difficult to understand how the proposed new arches fit-in with the vocabulary of the arches on the existing house. Based on a photograph of the front of the house, the existing arch openings are flatter, and are of slightly different nature than the ones being proposed. The new arches have 2 horizontal joint lines, one near the base of the column, and the other one on top where it meets the curve of the arch. Mr. Hills replied that the existing arches occur only at the front of the house as the photograph indicates. The windows on the sides of the house are double hung windows. There are no arches on any other parts of the house. Joe Woollett stated that although it is a good idea to extend the wall of existing garage, he is concerned with the connection to the existing, in terms of the exterior plaster finish and the potential for cracks. Extra care must be taken during construction to avoid an unsightly joint that does not match with the existing. Mr. Hills replied that he intends to re-plaster the entire house. Susan Secoy asked what type of garage door will be used? Mr. Hills replied that the existing garage door would be re-used. Mark Paone felt that the new arches should have a smooth continuous curve to be more consistent with the existing house. The horizontal reliefs should be eliminated. As for the exterior finish material and color, Mr. Hill can proceed to the Planning Commission hearing, then come back to the DRC for a final approval. Susan Secoy agreed and stated that this is a good project in terms of the work being proposed City of Orange -Design Review Committee Meeting Minutes for March 8, 2000 Page 11 7. DRC No. 3520 -JOHN HILLS (Continued) The DRC finds that the proposed work conform with the standards and design criteria referenced by the Design Review Committee. The proposed work complies with the Secretary of the Interior's Standards and Guidelines. The proposed work will neither adversely affect the significant architectural features of the building, nor adversely affect the character of historical, architectural, or aesthetic interest or value of the building, its site, or the surrounding area. Prior to issuance of building permits, submit finish material sample (smooth exterior plaster) and color palette to DRC for approval. 2. Prior to issuance of building permits, submit revised building elevation plans to DRC for approval. Revise plans to show modified new arches without the horizontal reliefs to achieve a smooth continuous transition to the columns that are more consistent with the existing arches at the front of the house. DRC No. 3521 - CHAPMAN UNIVERSITY New 4-story student dormitory at Chapman University Chapman University campus between Grand and Center Streets north of Walnut Avenue DRC Action: Recommendation to Planning Commission The project was presented by the project manager for Chapman University Mr. John Biggs, and the project architect Bob Hornacek. The proposal is to construct a new 4-story dormitory at the Chapman University campus, located north of Walnut Avenue. The new building is essentially identical to the existing dormitory that was constructed approximately 10 years ago. The project has been scheduled for the Planning Commission on April 17, 2000 Mark Paone expressed concerns with the color palette. Although these are the identical paint colors that were used for the existing dormitory, it has substantially faded through the years to a point where there is little contrast. He recommends that the applicant take another look at the paint colors for the new building. Bob Hornacek replied that he is still evaluating the concept of either using an identical color palette to the existing dormitory, or perhaps using something that is entirely different to give the new building some identity. Mark Paone also expressed concerns with the lack of landscaping along the narrow 20 ft. wide exterior corridor located between the existing student housing building to the north and the new residence hall. Perhaps there are opportunities to add more landscaping to help soften this area. Bob Hornacek replied that they have already met on several occasions with the Fire Department to arrive at the current site plan. The 20 ft. wide road is required for fire trucks, and to gain access to the upper story windows for rescue purposes. Mr. Hornacek further stated that while he agrees that additional landscaping would help to improve this area, neither he or the university would be comfortable with negotiating life safety items with the Fire Department. MOTION by Mark Paone to continue the project with the following conditions: 1 Submit revised plans to show the existing hardscape and landscape areas along the exterior plaza area located between the existing residence hall to the south and the new residence hall. 2 . City staff to work with the City's Fire Department to verify if the 20 ft. wide fire lane along the north side of the new residence hall is a mandatory code requirement, or can there be opportunities create for some additional landscaping to help soften this area. Cleveland Street DRC Action: Recommendation to Planning Commission The project was presented by the property owner Dr. Wendy Salmond, and her architect Michael Salmond. The proposal is to partially demolish the back wall to accommodate an addition to the rear of an existing residence in Old Towne. The exterior finish material (redwood siding), window, trim, detail and paint color would match the existing house. There are clear demarcations to help identify between the existing house and the new addition. There is also a minor plan revision to eliminate the trellis and relocate the water heater enclosure to the north side of the building Susan Secoy complimented the applicant for such an outstanding submittal. The DRC finds that the proposed work conforms with the standards and design criteria referenced by the Design Review Committee. The proposed work complies with the Secretary of the Interior's Standards and Guidelines. The proposed work will neither adversely affect the significant architectural features of the building, nor adversely affect the character of historical, architectural, or aesthetic interest or value of the building, its site, or the surrounding area. DRC No. 3526 -MIKE WEYHRICH Demolish existing single car garage and replace with new second story family room addition constructed over a two car garage for an existing residence in Old Towne 241 N. Cambridge Street DRC Action: Courtesy review only, no action required The project was presented by the property owner and architect, Mike Weyhrich. This is a preliminary review of a proposal to add a 2-story family room constructed over a new attached garage. The existing single car detached garage is in very poor condition, and therefore will be demolished and replaced. The new 2-car garage is slightly skewed in an angle to allow for vehicular maneuvering. Susan Secoy stated that although the geometry is not accurate for the Old Towne District, she likes the idea of skewing the garage. There is no historic precedent in Orange that can be referenced. Also, the new second story addition needs to be sympathetic to the existing house, meaning that it should maintain similar building height and proportions. The new addition appears to overwhelm the existing house. Mark Paone agreed that this is a unique design challenge. How does it fit into the historic district, and how does it relate to the existing building. It would help if this project can be presented in a three dimensional form (i.e. scaled model, 3-D computer images, etc.). Joe Woollett stated that there is nothing about the style of the existing house that would preclude it from being 2-stories. The proposed addition is located towards the rear, which helps to preserve the scale along the streetscape. Susan Secoy opened the discussion to the public. Ms. Eileen Hertfelder asked if the owner wanted to add a 2-story second unit at the rear, can the existing house be modified to another architectural style that would accommodate larger additions? Susan Secoy replied that it would not be appropriate to change the historical style and character of the existing house.
