The board met for an administrative session beginning at 4:30 p.m. The meeting adjourned at approximately 8:00 p.m. City of Orange -Design Review Committee Meeting Minutes for February 23, 2000 Page 2 Regular Session - 5:30 PM REVIEW OF MINUTES: A motion was made by Mark Paone to approve the February 9, 2000 minutes with the following corrections: DRC No. 3373 -BURGER KING RESTAURANT: page 2, paragraph 1, sentence 3, amended as follows: Also proposed is to ~ev+se~ revise the signage along the north building elevation because the previously approved wall sign is apparently too large for that fascia area. Page 2, paragraph 2 amended as follows: The DRC did not have a problem with the freestanding sign, but felt that the wall sign was not appropriate. The applicant still has the option of installing the previously approved wall sign on the fascia wall, if all the required conditions can be met. DRC No. 3509 -TARGET: page 6, amended as follows: MOTION by Susan Secoy to aeve recommend approval of the project to the Planning Commission as submitted. DRC No. 3468 - CITY OF ORANGE Demolition of an existing bank building (former Bank of America) and replace with a public parking lot. 345 E. Chapman Avenue (non-contributing structure) DRC Action: Recommendation to Planning Commission The project was presented by John Godlewski. The proposal is to demolish the former Bank of America building and replace with a public parking lot as an interim use. The City may construct a new library or some other type of civic use in the future. The building to be demolished is not listed as a historically contributing structure in the Old Towne District. The proposal includes new planter areas for landscaping and new lighting fixtures. The lighting fixtures are consistent with the City's recently adopted standards for the Old Towne District. The DRC stated that since the existing bank building is contemporary in design and is not listed as a historically contributing structure, demolition of the building will not have a significant adverse impact upon the historic or cultural resources in the Old Towne District. The DRC finds the proposed project to comply with the City's adopted Old Towne Design Standards, and is consistent with the Secretary of the Interior Standards. MOTION by Susan Secoy to recommend approval of the project to the Planning commission, with the following conditions: 1. Provide a pedestrian walkway along the Chapman Avenue street frontage. Walkway to be no wider than what is minimum required per handicap code requirements. 2. Add/change planting materials as required by City Department of Community Services. DRC No. 3511 -CHRIS AND HARRIET WHELPLEY Addition of a new 2-story studio unit on property that contains an existing single family residence. 621 N. Glassell Street DRC Action: Recommendation to Planning Commission Continued from 2/9/2000 meeting) The project was presented by the owner Harriet Whelpley and Project Architect Rick Fox. The horizontal trim detail has been lowered slightly, and the window proportions have been changed to achieve more balance. New period lighting fixtures over the garage also helped to improve the project. The revised site plan shows square shape pavers at the driveway entrance, but the owners decided to use a 45 degree angled pattern instead. Susan Secoy reiterated that this is a rather nice project MOTION by Susan Secoy to recommend approval of the project to the Planning Commission with the following condition: 1. The pavers at the driveway entrance to be a 45 degree angled pattern per request of the applicant. DRB No. 3384 - LEMAR LUNDOUIST Review construction and material options to re-side an existing historic single-family home. 133 S. Shaffer Street DRC Action: Final Determination Continued from 2/9/2000 meeting) The project was presented by the owner Mr. Lemar Lundquist, and his contractor Mr. Pat Lenahan. Mr. Lundquist has met with the DRC members (Mark Panne, Susan Secoy and Joe Woollett) at the project site to review amock-up of the window framing detail at 4:00 p.m. earlier this afternoon. The DRC again discussed the different ways of re-siding the house in a manner that would be consistent with the Old Towne Design Standards. Mr. Lundquist's preference is to apply new redwood siding over the plywood that has already been nailed over the existing redwood siding. Susan Secoy asked if it would be feasible to remove the plywood and repair the existing redwood siding underneath, and only replace that which is damaged beyond repair. This would appear to save on the amount of new siding needed, and it would also save on the cost of having to replace the existing frieze element at the top. Some members felt the cost of this may not be significantly different that the old one prepared by the applicant. Mr. Paone felt that since the City Council had indicated to Mr. Lindquist the City's willingness to accept a reasonable claim for the initial mistake, attempting to save as much siding as possible would be the most consistent with the Secretary of the Interior Standards and set the right precedent for future projects. Mr. Lundquist disagreed. He felt it would be far too labor intensive the original siding is already too old and brittle. He felt tearing down the plywood would simply further damage it beyond repair. Mark Paone thanked Mr. Lundquist for his patience and good attitude in working with the City. However the DRC is bounded by the City's adopted Old Towne Design Standards and the Secretary of interior Standards. His would like to see the remove plywood and repair/replace as necessary approach Susan Secoy opened the discussion to members of the public audience. (None) Mark Paone also raised concern with the use seismic straps on the outside of the building. This is not acceptable because it has a significant visual impact on the appearance of the building. The applicant stated that the straps were done without any building permits. Mr. Panne and staff informed Mr. Lundquist that seismic straps need a building permit. Susan Secoy appreciates Mr. Lundquist intent to structurally upgrade the building, but this needs to be properly engineered and the method of application on the outside is not acceptable. City of Orange -Design Review Committee Meeting Minutes for February 23, 2000 Page 6 Mr. Lundquist stated that straps cannot be seen because it would be covered over with the new siding, and the lower portion would be covered with concrete. If this is not acceptable, he would rather just remove them altogether. Joe Woollett stated that he disagrees with the fix and repair approach due to the unusual circumstances in this particular case. He also feels that approving the method of applying new redwood siding over the plywood would not set a precedent for other project in the future. Linda Boone stated that she has read the minutes from the previous meeting and feels that she has adequate background information to participate in taking action on this project. It appears that if the original siding has already been badly damaged, it doesn't make sense to repair it. MOTION by Joe Woollett to approved the project with the following conditions: 1. The applicant is permitted to install new redwood siding over the existing plywood that has been already been applied. (The new redwood to match the profile of the original siding) 2. The trim around the windows and doors would be framed in accordance with the mock-up model that was shown on the site. The trim shall be the same width as the original trim, and the window sill shall extend out at least'/4 inch beyond the surface of the trim. 3. The frieze around the top of the walls underneath the eaves be modified by adding an additional board so that it extends out beyond the surface of the new siding. 4. The seismic strap shall be installed from the inside so that it would not be visible from the exterior of the building, or removed entirely. (Building permits must first be obtained) The approval is based on the finding that there are unique circumstances applicable to this project, and that it complies with the City's adopted Old Towne Design Standards, and is consistent with the Secretary of the Interior Standards. DRC No. 3504 - DIERK PETERS Expansion of an existing industrial facility to include the addition of a 28,200 sq. ft. manufacturing/warehouse bldg. 540 W. Grove Avenue DRC Action: Recommendation to Planning Commission Continued from 1/19/2000 meeting) The project was presented by the owner Mr. Dierk Peters. The proposal is to construct a 28,200 sq.ft. building addition to an existing industrial/manufacturing facility. Susan Secoy stated that although she supports the applicant's proposal in terms of the use, it still needs a more complete submittal. This includes color palette, exterior finish material samples, architectural rendering, conceptual landscape plans, etc. Mark Paone concurred and suggested perhaps the applicant should have an architect prepare a more accurate set of plans. The plans need to show the openings and other architectural details such as the joints and banding along the building elevations. It would be in the applicant's best interest to provide more information to obtain a more favorable review by the DRC. Mr. Peters agreed to continued the project in order to prepare the necessary plans and materials for a more complete submittal. MOTION by Mark Paone to continue this project based on the above discussion. DRC No. 3507 -SISTERS OF ST. JOSEPH OF ORANGE New replacement 80 unit senior residential facility 480 S. Batavia Street DRC Action: Recommendation to Planning Commission The project was presented by John Paris with Hill Partnership Architects, Robert Talafus with Wagner Halladay Engineers, and Tom Weir -Landscape Architect. The submittal package includes Phases I and II conceptual plans showing the existing and future building and landscape areas. The building elevations are now coordinated with the floor and roof p-ans showing all four sides. One of the main objective is to preserve as many of the existing trees as possible along the project edge, and to maintain garden areas for the residents. Mark Paone raised concerns with the construction phasing of the project. There needs to be a clear idea of how that happens. Also, what happens to the infirmary? These concerns need to be forwarded to the Planning Commission for consideration. Susan Secoy again stated that the quality of existing open space makes a very powerful statement. She asked if the applicant can provide more information on the history of the site. This would be helpful to the DRC to better understand the overall scope of the project. Mr. Robert Talafus summarized a brief history and chronology of the various buildings within the facility. Leonard Filner reiterated his concerns that many of the existing trees would be displaced with this project. Up to a total of approximately 70 trees are being affected. The existing Palm trees are too large and would not be feasible to transplant on site. As a mitigation measure, larger size planting materials should be used, perhaps up to 60 inch box sizes in certain locations. The overall design concept is good in matching the existing materials, but he would like to see a submittal of the final landscape plans prior to issuance of building permit. MOTION by Susan Secoy to recommend approval of the project to the Planning Commission with the following condition: 1. Prior to issuance of building permits, submit final landscape plans to DRC for approval. DRC No. 3518 -MARS MUSIC New retail store at The Block at Orange The Block at Orange, Suite G2 DRC Action: Final Determination The project was presented by Tim Kolvoord with the Mills Corporation, and Susanne Schwartz with Redmond Schwartz Design. This is a new 25,000 sq.ft. retail store at The Block at Orange. There are two proposed options. Option A consists of a 60 ft. high guitar element along the store entry elevation. Option B consists of a 46 ft. high partial guitar element. A scaled model was presented to the DRC to better understand the overall scope of the project. The DRC commended the applicants for a providing a good presentation. They did not have any problems with either design. The only concern is the strip of landscape planter area along the north side of building. This can be verified by staff to determined if further review by the DRC is needed. MOTION by Mark Paone to approve the project with the following conditions: 1. The building elevations, including color palette and finish materials, are approved as submitted for both Options A and Option B. 2. The landscape planter area along the north side of the building shall be verified by City Community Services Department staff to determine if further review by the DRC is needed.
