1. DRC No. 3793 - THOMPSON BUILDING MATERIALS
Proposed remodel of an existing industrial building.

The applicant and DRC members reviewed the revisions to the building and landscaping plans,
which included adding pilasters to the west facade of the building, adding 3 street trees along
Taft Avenue, and reducing the number of awnings to just one over the building entrance. The
DRC members stated that the revisions to the project resolved their concerns with the appearance
of the west facade of the building and the lack of large landscaping material along the Taft
Avenue frontage. The DRC believed that the planting material for the new trees along Taft
Avenue should be determined by the City's Landscape Coordinator and it should either be a
designated street tree, or if a tree species has not yet been established for Taft Avenue, then a tree
species that is compatible with the proposed palm trees.
A motion was made by Committee Member Leonard Filner to approve the project subject to the
following condition:
1. Prior to issuance of building permits, the applicant shall submit final landscaping and
irrigation plans for City review and approval. The City's Landscape Coordinator shall
determine the tree species to be planted along Taft Avenue (in addition to the Palm trees
shown on the landscape plans). There shall be a minimum three trees added and the trees
shall have a minimum box size of 24".

residence.

Jerry Montoya, agent for the applicant, presented the project and showed site plans to the
Committee. The recommended changes (from a previous DRC meeting) have been made. There
was a discussion about the process of becoming a "contributing structure". Per Planning
Manager Jeff Rice, this is more of a Planning Staff function, so the applicant should work
directly with the Planner, Chuck Lau. Committee Member Jon Califf stated that the
Committee's main concern was to not do anything as part of the project that would compromise
the ability to become a contributing structure, because the ability to be a contributing structure is
generally viewed as an asset. Mr. Montoya said he did revise it so it would be more conforming
to the existing architecture. Mr. Montoya explained how the angle was cut back, which reduced
width, so that the pitch could be the same as the existing house. Part of the existing structure
goes below the 8' plate line. The elevations were discussed; fascia board on original plans was
removed to match the existing eves around the front of house, and eight inch siding was added
on the back. A wood window, double hung, was added and matches the existing.
Jeff Frankel, OTPA, asked if the door on the rear of the addition was a slider. Mr. Montoya said
the applicant likes the french door and can make it a wood slider if required. Committee
Member Craig Wheeler asked if this change was made, would the porch be made bigger. Mr.
Montoya answered that yes, he would make the porch bigger.
A motion was made by Committee Member Craig Wheeler to approve the project subject to the
following condition:
1. That the doors in the back in two locations be wood doors and that french doors be put in
the rear and a sliding french door in the family room.

residence.

The DRC members and the applicant, Joe Cruz, reviewed the proposed building plans and
construction details. The DRC had specific questions regarding if the plan details regarding the
pattern of colored bricks used on the existing porch piers was going to be repeated in the new fire
place and pier to the patio proposed on the rear of the house. The DRC members also asked if
the construction details on the addition (corner braces, window trim, etc.) would be matched in
the room addition and new garage, and specific details regarding the garage door.
The applicant responded that the proposal is for the building addition and new garage to match
the existing structure in terms of exterior wall treatment (wood siding), windows (wood, double
hung), and that they are proposing to use the existing garage door, which is a roll-up door with a
vinyl finish.
General discussion followed, which included that the garage door should be a double door that
should appear like atwo-piece slider, but could be a sectional roll-up; and if the two different
types of bricks used in the existing porch piers cannot be matched, then paint could be used to
match the existing patterns.
The DRC generally supports the project, however, they wanted to see the building and materials
plans with the construction details, materials, and colors indicated on the plans prior to submittal
for building permits.
A motion was made by Committee Member Craig Wheeler to continue the project so as to allow
time for the applicant to prepare new plans that would include specific notation regarding
construction detailing and materials.

Aone-story, 499 sq. ft. addition onto the rear of an existing single-family residence.

The applicants, Chris and Angela Oliver, and their architect Doug Ely, DSE Architecture,
reviewed with the DRC members photos of the subject site and the proposed building addition
and materials. The applicants explained the proposal: The existing exterior asbestos shingle
wall siding is being removed to uncover the original horizontal wood siding; the addition would
use wood siding to match the existing horizontal siding; beams and brackets would match the
existing structure; wood (double hung) windows and wood casement windows; and the new
building color will be "barn yard red" to match the original color. The existing front porch
would not be changed.
The DRC members discussed the need to use existing building details (eaves, roofing material,
corner boards, window trim, barge soffit, foundation wall finish, etc.) on the addition. The DRC
members discussed details over the rear porch, which may be too contemporary because of the
also reviewed construction details for the rear porch.
The applicant's architect responded that the purpose of the exposed beams and braces was to
open the area below the roof and allow more light and air onto the porch, and that the flat roof
area was a result of trying to design something to fit between the existing and proposed roof
angles. The parapet wall of the flat roof area is to be expanded to fill in the space between the
two additions. The rear porch roof is to have a beam with a wall above to support the roof to
match the existing front porch.
A motion was made by Committee Member Craig Wheeler to approve the project subject to the
following conditions:
1. The existing composition exterior siding is to be removed and the underlying wood
siding restored, and the exterior building materials for the addition shall match the wood
siding.
2. Redesign the roof covering over the rear porch to match the beam and braces of the
existing structure.
3. That the two base courses of siding flare out to match the existing.
4. That the foundation wall finish match the existing with scored lines, similar to what
exists.
5. Barge soffits to match existing structure.
6. That the rafter tail sizes both at barge boards and the intermediate rafters match the
existing.

DRC No. 3800-03 - YUNG-TAI'S ANTIQUE
Proposal to install a wooden monument sign along the front yard setback area, two feet
away from property line.

Sally Yu, owner/applicant, presented the project. The main concern of the Committee was
matching the color of the house and still having enough contrast in the sign so it stands out. The
Committee gave suggestions to the applicant. White & beige will be the main color with black
being the background accent color. Some crown molding will be used to match the house.
Committee Member Leonard Filner made the suggestion that when the sign is put in, the grass
should be removed and some other plant material put in (annuals were the suggestion) and to
install a low volume irrigation system so the sign doesn't get sprayed. Committee Member Craig
Wheeler suggested some type of brick planter put around the sign to also match the brick planter
in front of the house.
A motion was made by Committee Member Craig Wheeler to approve the project subject to the
following conditions:
1. That the background color of the sign match the body color of the house.
2. That the posts supporting the sign be painted to match the posts of the house.
3. That a trim bead be added around the top of the posts to reflect the similar trim bead on
the porch columns of the house with colors to match the proposed colors of the house.

Matthew & Kathryn Voigt, applicant, presented their project.
Janet Crenshaw and Jeff Frankel, OTPA, were both very supportive of the project.
After Committee Member Craig Wheeler reviewed the submitted documents some items were
unclear and needed clarification. The applicants were able to clear up all of the items in
question.
A motion was made by Committee Member Craig Wheeler to approve the project subject to the
following conditions:
1. That the construction of the gable end soffits be historically appropriate without the use
of 2x4 out lookers.
2. That the drawings clarify that the new lap siding will be of wood.
3. That the windows in the master bedroom will be two small windows rather than the
horizontal sliding window (wood).
4. That the finish of the new exposed foundation wall matches the existing foundation wall.
5. That the corner boards shall be round to match existing rather than lx6 as shown.
6. That the rear gable more closely match the front gable using a larger vent and a dentil
molding or trim with braced or bracketed out lookers.
